In the course of the Victorian election campaign, the opposition

party leader Ted Baillieu proposes additional funding for all primary

school children to take up one second language. He also aims to

increase the subsidy for language schools as well as on language

education research and teacher training. This policy appeals to

many Chinese immigrants who are keen to raise the standard of

listening, speaking, reading and writing of Chinese by their next

generation. Yet on promoting foreign languages we Chinese

should have a second thought on: who should be the

beneficiaries of Chinese education in Australia?

These days many children from Chinese families are attending

Saturday Chinese schools or some similar courses to supplement

their already full-on five-day school curriculum. The outcome is

positive in a way that many locally born Chinese kids manage to

listen, speak or read Chinese to some extent. No doubt their

English language ability is already very good and thus our next

generation could really become bilingual elites.

This however comes at a great cost as both the children and their

parents are exhausted over every weekend in running around and

coping with the additional workload, in the expenses of good

family times. Parents are wondering whether this is a worthwhile

move, not to mention the growing resistance from the children as

they move up to higher grades.

At a deeper level, Chinese cannot become a popular second

language to most Australian locals as they realise their children will

be way out-performed by our children in terms of assessment. So

not many of them would pursue learning Chinese in this context.

While China has become Australia’s major economic partner and

most Australians are now aware of the need for this country to fit in

the Asian market, the society has a need to encourage more

locals to learn Chinese in order to better understand Chinese

culture. The prevailing Chinese education policy apparently can

only satisfy the needs of the Chinese community, rather than

contributing to the holistic requirement of the entire society in

terms of Chinese education development.

To meet this end of the society and to explore the involvement of

Chinese really deserve some dedicated research and

investigation.
