Since Premier Ted Baillieu took up the Victoria State Government two years ago, he has been lining up policies although until now it is not too clear as to whether all have been well acknowledged. He has made a number of overseas visits in promoting the trading and economy of Victoria in the hope of bringing upon more economical opportunities in the face of global financial downturn. Earlier this year a super trading delegate under his leadership went on to the Middle East and India sub-continent region. On the 17th of this month he would also go ahead with the biggest trading delegate ever comprising more than 600 commerce representatives, from more than 400 enterprises, in visiting 13 China cities. Leading up to this grand occasion, Mr Baillieu has issued a paper titled Engaging China-Strengthening Victoria highlighting the strategy in engaging the collaboration between China and Victoria, in the mutual interest of both parties.

The paper describes the strategy in five key areas of : trade marketing, attracting investment, joint development study, strengthening Australia-China relationship and promotion of our China awareness through educational/cultural exchange and language training. This is Baillieu s first policy address pertaining to the engagement with China. If the policy items can all be implemented, our Chinese communities inVictoria would be happy to see a good opening for future development.

But what has been stated in the paper is just the strategic direction; whether the related policies could all be appropriately implemented would hinge on the personnel and processing within the government structure. There are many Chinese immigrants or Chinese overseas students, because of their bring-up background, are more equipped in working on the implementation of these policies. Hence, the Victorian government should seriously consider through various avenues calling upon their expertises and ties in realising the stated strategy.

I believe we are on track to a closer economical and cultural tie with China which could offer Chinese immigrants and their next generation a better future. I also hope the other State governments or the Federal Government would adopt similar strategy in the long-term interest of the whole nation.
