Last Sunday a total of 90,000 Hong Kong people turned up in a street rally to express their rejection of the National Education Guidelines issued by the Education Authority. They wanted the government to halt the introduction of the National Education curriculum to be commenced in September upon resumption of school.

Education plays an important role in every country. Every responsible government will invest in education as its inadequacy would prevent self-improvement in people s living thus making a social burden in the longer term. People with low level of education would easily be manipulated to cause social disorder. So it is every national goal to raise national education level.

Yet owing to the different social circumstances in different countries, there would be variations in the education system, syllabus coverage and content. With a backdrop of the Hong Kong special political and historical situation, the introduction of national education has evolved into a grave social dilemma for CY Leung soon after his appointment. As with all parents around the world, Hong Kong parents are so concerned about the development of their children. The hardline approach of the government in pushing through national education while its curriculum is widely rejected by many parents could turn out to be a social crisis. With the LegCo election coming up in September, this issue would certainly be played up by the political parties for various interests. It is likely that more social debates and unrests are in the pipeline.

In fact education has a great impact on the next generation. Politicians should strive to achieve a social consensus with an open mind, by seeking professional advices, ample consultation and communication with all parties concerned. An implantation plan with wider acceptance and support is the only way to resolve the issue. Politicalizing the issue could only stirred up heated debate and rivalry. The end result would then be social unrest and is no good at all to Hong Kong s future.

It is hoped that the Chinese government can persevere in the One Country Two Systems notion; CY Leung s government should also work on this principle rather than clinging to the Chinese government approach in this situation, so that Hong Kong won t fall into this endless contention as it is now.
