LNG Ship Μία νέα εκδοτική πραγματικότητα

Editor’s DeskΟι εξελίξεις στη ναυτιλία συνεχώς δημιουργούν ευκαιρίες για νέα εκδοτικά δημιουργήματα με στόχο την αντικειμενική και διαρκή ενημέρωση με εξειδικευμένες εκδόσεις που θα αφορούν συγκεκριμένες αγορές που αναδύονται στον κλάδο.

Έτσι, ύστερα από την επιτυχημένη δημιουργία της μοναδικής ίσως ελληνικής ενημερωτικής ιστοσελίδας για το πολύ σημαντικό θέμα των ballast water treatment systems, (που κανείς μπορεί να την επισκεφτεί στην διεύθυνση www.nafsgreen.gr/ballastwater), ξεκινάμε μία ακόμα εκδοτική προσπάθεια που θα αναφέρεται στην πολλά υπσοχόμενη αγορά αγορά του lng, oil& gas, και subsea.

Από αυτόν τον μήνα η πρώτη κιόλας έκδοση είναι ήδη στα γραφεία των εταιριών, και θα εκδίδεται κάθε μήνα από εδώ και στο εξής. Συνεπείς στις οικολογικές μας ανησυχίες, η έκδοση αυτή που δεν έχει τίποτα να ζηλέψει σε ποιότητα και εμφάνιση, θα τυπώνεται όπως και το περιοδικό ΝΑΥΣ σε οικολογικό χαρτί χωρίς χημικά και βερνίκια που επιβαρύνουν το περιβάλλον.

Πρόκειται για μία επισκόπιση των σημαντικών θεμάτων της εν λόγω αγοράς που κερδίζει συνεχώς έδαφος στις προτιμήσεις των πλοιοκτητών παγκοσμίως.

ABB has secured total orders worth close to US$40 million from three leading gas trans-portation industry players in the first quarter of 2013 to supply power and electric propulsion equipment for LNG vessels to be built in South Korea. ABB will supply its fuel-efficient and environmental friendly propulsion plant to work in combination with a duel fuel diesel engine plant on board a 155,000 cu m capac-ity LNG carrier ordered from Hyundai Heavy Industries (HHI) by a South East Asian ship owner. The scope of supply by ABB will include generators, switchboards, transform-ers, drives and propulsion motors were all the components are manufactured by ABB factories. Together in this agreement is also an order for the same package plus additional switchboards to one 170,000 cu m LNG FSRU for a Norwegian/South East Asian ship owner. The ship will be built at SHI’s Geoje Island facility for delivery in 2015. As per June 1st 2013, a total of 38 DFDE LNG Carriers are under construction/commissioning with ABB power & propulsion system. Heikki Soljama, Head of ABB Marine and Cranes business unit says: “Repeat orders for LNG carrier power and propulsion systems via HHI and SHI con-solidates our strong relationship with two of the leading yards in the field.

ABB wins orders of around $40 million from LNG vessel carriers

GasLog Ltd. announces delivery of GasLog Sydney

GasLog Ltd. is pleased to announce the delivery of the fully owned LNG carrier GasLog Sydney, from Samsung Heavy Industries. Immediately on delivery she commenced a medium-term charter to Methane Services Ltd. (BG Group).The vessel is a 155,000 cubic meter tri-fuel Diesel Electric LNG carrier that sets new standards for efficient performance and environmental protection. The vessel is classified to the ABS ENVIRO+ notation, signifying the highest level of environmental protection and energy conservation. Furthermore the vessel is equipped with a new type of cargo compressors that will reduce the release of greenhouse gasses and offer enhanced cargo and heel management.

Statoil: Fast-track development of Delta 2

Together with its partners, Statoil has submitted its plan for the devel-opment and operation (PDO) of the Delta 2 field in the North Sea. This development forms part of Statoil’s fast-track portfolio. “Delta 2 marks an important new step for Statoil and our fast-track development strategy. The fast-track projects will considerably boost Statoil’s equity production and will produce 100,000 barrels of oil equivalent daily (boe/d) by the end of 2014,” says IvarAasheim, Senior vice president for field development. The goal of Statoil’s fast-track developments is to recover resources by utilising the existing infrastructure while this is still feasible. These are known as time-critical discoveries. This concept is suitable for making the development of limited discoveries profitable.

At DNV, we have been talking about LNG bunkering for a long time. We’ve made projections, we’ve designed ships, we’ve made videos, we’ve chaired ISO com-mittees, we’ve done risk assessments, and yet, I was stopped short when I faced this question:So, how many of these LNG bunkering barges will be needed?The politically smooth answer, of course, is something like this:

Well, that is a question that depends on the uptake of LNG as a marine fuel in the various geographic regions, which again depends on ship operator’s willingness and ability to embrace new technology, and blablabla…

Alternatively, let’s just do a math exercise: In our Shipping 2020 study, our opti-mistic scenario indicated a global LNG demand of 15 million tons from shipping. In other studies, we have assumed bunkering will be undertaken by bunkering barges of two size categories, 1600 and 4000 m3. Further assumptions indicate that one bunkering barge on average may do one bunkering operation every sec-ond day. This means that 60 off 1600 m3 barges and 24 off 4000 m3 barges could serve the global LNG fuelled fleet in 2020.And remember, 2020 is the year when growth of LNG in marine applications re-ally takes off, so this fleet of 84 LNG bunkering barges is just the beginning of a whole new shipping market.

Η ... «κινεζοποίηση» του ΠειραιάΞΑΦΝΙΚΗ ΕΜΠΛΟΚΗ ΜΕΤΑΞΥ ΟΛΠ ΚΑΙ ΜΑΞΙΜΟΥ

Οι στήλες αυτές υπήρξαν άκρως επιφυλακτικές στην κινεζική επενδυτική εισβολή στα λιμάνια της χώρας, και ιδιαίτερα του Πειραιά, ο οποίος θα μπορούσε, αν η Ελλάδα δεν είχε πτωχεύσει, να εκμεταλλευθεί τις διεθνείς συγκυρίες και να εξελιχθεί αυτοδύναμα σε ισχυρό διαμετακομιστικό κέντρο εμπορευματοκιβωτίων, λόγω της διαρκούς αυξήσεως των μεταφορών μοναδοποποιημένων φορτίων.Ωστόσο, οι κυβερνήσεις Παπανδρέου και Σαμαρά προώθησαν δυναμικά την σύναψη συμφωνίας με την Cosco, η οποία όμως τις τελευταίες ημέρες προσέκρουσε σε...ύφαλο, καθώς προκλήθηκαν δύο παρενέργειες. Πρώτον, η άρνηση του νέου αφεντικού της Cosco να καταβάλει το εγγυημένο μίσθωμα και δεύτερον η διαφοροποίηση του επί κεφαλής του ΟΛΠ κ. Γ. Ανωμερίτη με το Μαξίμου γιά τον τρόπο ιδιωτικοποίησης του λιμένος Πειραιώς. Οι σχετικές εξελίξεις έχουν ως εξής:Η αποκρατικοποίηση του ΟΛΠ βρίσκεται επί θύραις. Την στιγμή που το λιμάνι του Πειραιά περιλαμβάνεται μεταξύ των πρώτων 50 εμπορικών λιμένων του κόσμου καταλαμβάνοντας την 46η θέση, η κυβέρνηση φέρεται αποφασισμένη να τον αποκρατικοποιήσει, σχεδιάζοντας διαγωνισμό γιά την πώληση της καταστατικής πλειοψηφίας του ΟΛΠ, που αντιστοιχεί στο 67% του μετοχικού κεφαλαίου.Η Cosco θεωρείται βέβαιο ότι θα συμμετάσχει στον διαγωνισμό, καθώς ο Πειραιάς έγινε ισχυρός βραχίων της Κίνας στην ΝΑ Μεσόγειο γιά την προώθηση των προϊόντων της στην Ευρώπη και σε ολόκληρο τον κόσμο.Σύμφωνα με δημοσιογραφικές πληροφορίες, η Cosco έχει δεσμευθεί να υπογράψει συμβάσεις γιά την ναυπήγηση τουλάχιστον 6 ποντοπόρων πλοίων ετησίως στην ναυπηγοεπισκευαστρική ζώνη του ΟΛΠ. Αν η δέσμευση αυτή υλοποιηθεί, τότε θα πάρει μεγάλη ανάσα η ναυπηγοεπισκευαστική ζώνη του ΟΛΠ.Μία άλλη θετική εξέλιξη, είναι ότι ο ΟΛΠ μπορεί να χρησιμοποιήσει ευρωπαϊκά κεφάλαια ύψους 100 εκατομμυρίων ευρώ για την κατασκευή του νέου προβλήτος κρουαζιεροπολοίων, αλλά και ακραίου σταθμού αυτοκινήτων (car terminal), για την εκφόρτωση και προώθηση ιαπωνικών αυτοκινήτων προς την ευρωπαϊκή αγορά, καθώς η σημειουμένη διολίσθηση του γεν εξακοντίζει τις ιαπωνικές εξαγωγές αυτοκινήτων προς την Ευρώπη.Ο επι κεφαλής της εισηγμένης κ. Γ. Ανωμερίτης ανεκοίνωσε στο μεταξύ ότι η υπογραφείσα νέα επένδυση της ΣΕΠ ΑΕ ύψους 230 εκατομμυρίων ευρώ επαυξάνει την περιουσία του Δημοσίου, τα έσοδα του ΟΛΠ και καθιστά το λιμάνι του Πειραιά ένα από τα σημαντικότερα της Ευρώπης. Για την επένδυση αυτή δεν παραχωρείται ενεργός παραγωγικός χώρος του ΟΛΠ, αλλά θαλάσσιος χώρος, που σήμερα παραμένει αναξιοποίητος.Πάγια θέση του κ. Ανωμερίτη είναι ότι για την ανάπτυξη του λιμενικού

συστήματος της χώρας, ένας μόνον ευρωπαϊκός δρόμος υπάρχει: Η μεγέθυνση των λιμένων πρέπει να γίνει μέσα από συνενώσεις και να εφαρμοσθεί η πολιτική των παραχωρήσεων.Σύμφωνα με το πρακτικό διαδικασίας φιλικής διευθέτησης, η ΣΕΠ ΑΕ αναλαμβάνει να κατασκευάσει το δυτικό τμήμα του προβλήτος ΙΙΙ και τον νέο τερματικό σταθμό προβλητών πετρελειοειδών. Σύμφωνα με το Πρακτικό, θα αναβαθμισθούν ο ανατολικός και ο δυτικός προβλήτας ΙΙΙ με κατάλληλο εξοπλισμό, ώστε να δέχεται νέας γενεάς πλοία (super super post Panamax).Με διάφορα έργα που προβλέπει το Πρακτικό, θα αυξηθεί η δυναμικότητα του ΣΕΜΠΟ)ΣΕΠ από 3.700.000 TEU’s σε 6.200.000 TEU’s. Με την νέα επένδυση των 230 εκ. ευρώ, το λιμάνι του Πειραιά θα μετατραπεί σε ένα από τα πιό σύγχρονα και μεγάλα λιμάνια κοντέϊνερς της Ευρώπης.Πάντως οι Κινέζοι επιμένουν γιά την μη καταβολή του εγγυημένου ετησίου μισθώματος, μέχρι να επιστρέψει η ελληνική οικονομία στα επίπεδα του 2009. Δεν αποκλείεται οι μέχρι στιγμής άριστες σχέσεις μεταξύ ΟΛΠ και Cosco να τεθούν σε κίνδυνο, μετά μάλιστα και την αποχώρηση από το πηδάλιο της Cosco του κάπτεν Γουέι Τζιαφού, που υπήρξε ένθερμος πρωτεργάτης της ελληνοκινεζικής συνεργασίας. Το καινούργιο (και σκληρό) αφεντικό της Cosco είναι ο Μα Ζεχουά. Αλλά και το «αφεντικό» του ΟΛΠ, ο κ. Γ. Ανωμερίτης, είναι κάθετα αντίθετος στην πώληση του λιμανιού που προωθούν, ύστερα από καθυστέρηση ετών, το ΤΑΙΠΕΔ και η κυβέρνηση. Ο κ. Ανωμερίτης, όπως προκύπτει και από τις προαναφερθείσες δηλώσεις του, διαφωνεί κάθετα με την προσέγγιση που υιοθετεί το Μαξίμου.Αλλά και οι Βρυξέλλες έχουν κάποια αναπάντητα ερωτήματα, όπως για παράδειγμα μήπως αποτελεί κρατική βοήθεια η αναστολή της καταβολής του ελαχίστου ετησίου ανταλλάγματος έστω και προσωρινά.Από την άλλη πλευρά τονίζεται ότι αν η κυβέρνηση ενδώσει στην αιτιολογία της Cosco γιά δραματική αλλαγή των συνθηκών και δεχθεί αλλαγή των όρων της συμβάσεως σε ό,τι αφορά το εγγυημένο αντάλλαγμα, ίσως τότε ανοίξει η όρεξη και άλλων ξένων επενδυτών να ζητήσουν τροποποιήσεις στις συμβάσεις που έχουν υπογράψει με το Ελληνικό Δημόσιο.Η Cosco από την πλευρά της θεωρεί ότι δεν αλλάζει η αρχική σύμβαση με την αναστολή καταβολής του εγγυημένου ανταλλάγματος, αλλά στο τίμημα που θα καταβάλει σε ετήσια βάση η Cosco, δηλαδή το 21% των εσόδων της μέχρι το 2016 και στην συνέχεια το 24,5%. Έτσι όπως ήλθαν τα πράγματα, όποια τελικά λύση επιτευχθεί, θα ενισχύσει την κινεζική παρουσία στην βασική θαλάσσια πύλη εισόδου της Ελλάδος, με μελλοντική ενίσχυση των επαχθών όρων των Κινέζων, που θα ισοδυναμεί κατά την γνώμη μας με οιονεί παραχώρηση μέρους της εθνικής μας κυριαρχίας γιά μισό αιώνα.

Energy Saving Devices – The example of Becker Mewis Duct

For those making decisions regarding which Energy saving devices (ESD) op-tions are the best either for new builds or vessel refits, there are a myriad of considerations. The economic case for energy/fuel saving is here to stay and will increasingly become a decisive competitive factor. Background Work on ESDs began as far back as the first half of the 20th century, gaining momentum in the late seventies/early eighties due to the oil crisis. Many types of devices were investigated, and almost as many were ultimately rejected – with the possible exception of propeller ducts. Understanding why so many devices failed can assist current decision-makers by providing focus on the relevant issues. At least four technical aspects contributed to the vanishing ESDs: −Structural failure. Unforeseen vibration caused excessive fatigue on many of the larger devices such as ducts, spoilers, Grim or vane wheels, leading to their failure. (Of course, the vibrations themselves were also a source of unpopularity.) −Lack of accuracy in full-scale measuring capability. Historically, due to a lack of transparent and accurate measuring systems/procedures, the energy-saving po-tential of the devices could not be verified in ship trials. Without proof of their financial viability, the often large investments could not be justified. −Lack of transparency of the savings in actual operational conditions. Ships hard-ly, if ever, sail in the ideal conditions assumed during ESD calculations. In reality, differences occur in actual speed, draft (trim), water depth and wind and wave conditions that were, historically, unknown. −Limited insight into the detailed working principles of the devices and therefore a lack of ship-specific design capability. One has to understand the world prior totrying to improve it! This is particularly true for the complex flow around a ship, which increases in complexity where it counts most i.e. the interaction at the stern of the vessel between ship, device and propulsor. The good newsIn recent years the capabilities for visualization and, hence, interpretation of the physical forces affecting ship resistance have improved significantly. New tools, such as Computational Fluid Dynamics (CFD), which calculates the detailed flow around the ship, show quickly and easily the potential for resistance reduction and/or propulsive efficiency improvements. At the same time, on-board measur-ing and monitoring systems now produce copious data regarding events at sea and ship performance, thereby contributing to knowledge about ships’ operation-al profiles. Operational profiles are an important parameter in decision making around ESD’s. Recently, new procedures have been agreed, strictly describing tools and methods for performance measurement trials, in order to eliminate arbi-trariness. Finally, the technique of Finite Element Analysis combined with agreed acceptable cavitation in the propeller, allows improved calculation of strength and stiffness of the proposed devices. The ideal world The application of energy saving devices (ESDs) either recovers original design losses at retrofit or avoids them at new-build. The main losses are: 1. Generation of waves at the ‘pressure peaks’ along the hull, typically around the bow, fore and aft shoulders and stern. 2. Generation of flow (lost kinetic energy) due to the friction of the hull and pro-peller. 3. Propulsion losses due to the propeller, and generation of flowing water (lost kinetic energy). The case for Becker Mewis Duct

The Becker Mewis Duct is a novel power-saving device developed for full-form slower ships that provides either significant fuel savings at a given speed or, al-ternatively, allows the vessel to travel faster at a given power level. It consists of two strong fixed elements mounted on the vessel: a duct positioned ahead of the propeller together with an integrated fin system within. The duct straightens and accelerates the hull wake into the propeller and also produces a net ahead thrust. The fin system provides a pre-swirl to the ship wake which reduces losses in pro-peller slipstream, resulting in an increase in propeller thrust at given propulsive power. Both effects contribute to each other. The achievable power savings from the Becker Mewis Duct are strongly dependent on propeller thrust loading, from 3% for multi-purpose ships up to 8% for tankers and bulkers. The power savings is virtually independent of ship draught and speed. It is ideally suited to both new-build and retrofit applications (e.g. Tankers, Bulkers and MPCs).Improved propulsion, Proven fuel savings, Reduced greenhouse gases (GHG), No moving parts, no service necessary, Reduced vibrations & pressure pulses, Return on investment in approx. 1 year, Installation time approx. 4 days.How it worksHigh blocked ships have low propulsion efficiency. The reasons for this are the bad wake field and high propeller loading. Water inflow has such an unfavorable characteristic that the propeller must operate in bad inflow conditions. The Mewis Duct harmonizes and stabilizes the flow and generates a pre-swirl to reduce rota-tional losses in the propeller slipstream. The integrated fins have a stator effect by generating a pre-swirl counter to the direction of propeller operation. This gener-ates more thrust. The fins are asymmetrically profiled and arranged to generate a perfectly homogenous flow distribution. Consequent propulsion improvement can only be achieved if several aspects of hydrodynamic performance are taken into account. The combination of the Mewis Duct and a corresponding Becker Rudder dramatically increases the efficiency of the system by means of wake field optimization and less rudder resistance at improved manoeuvring performance.

Conclusion On average, power savings of over 6% could be achieved and by December 2012 more than 150 vessels have been equipped with the Becker Mewis Duct. The savings of the Becker Mewis Duct are reduced at speeds above approx. 20 knots, which is why this solution is for slower ships such as tankers, bulk carriers and heavy load vessels.BMarine Plus has retrofitted to date 9 Greek vessels with Becker Mewis Duct in the past 3 years in China, Turkey and Panama. It seems ESD’s are here to stay. Owners have to do their own Cost - Benefit analysis based on each vessel’s particular circumstances and utilize the new RND available from ESD makers to make their choices.

Happy New Year!All working in P&I insurance market use to wish to each other a happy new year after end of renewal period the 20th of February. This year can be described as one of the most difficult and confronting period for both Clubs and owners, but not easy at all for bro-kers as well.

Each Club of the International Group wanted to keep a strict stance as far as general increases announced last year by their Board of Directors and on top gave great attention to the loss ratio and records of claims last year for each member. The big casualties last year of Costa Concordia which sank off the coast of Italy in January 2012 and Rena which sank off the coast of New Zealand in October 2011, was the basis that Clubs asked for additional increases due to Reinsurance cost attributed to Club members. As a result, Clubs and members spent a lot of time to calculate total additional increases over and above the general increase and many hours to negotiate open claims for this year which seriously affect the Club records.We may all be of the same mind that indi-vidual claims and general appearance of any Club members’ records can, one way or another, be tolerantly negotiated with Clubs’ claims handlers who, taking into account many factors and lawyers’ advices, support an estimate for each open case, based on which underwriters go on with their views and decision for final premium amount to be asked for next insurance year, with regards also to the particular trading of each fleet or vessel and general performance of the mem-bers.

It has, though, been a much tougher time for brokers this year, after many before, to justify and clarify the various calculations and increases imposed by Clubs and as the renewal deadline approached, brokers had to advise that for 2013 the International Group

has increased the overall group retention from $60m to $70m and has raised individual club retentions to $9m form $8m a year ear-lier. While these are relatively small moves in the context of the hundreds of millions of dollars of reinsured losses, these changes still weigh in underwriters’ favour and improve the quality of the risk to reinsurers.

Brokers had additionally to give owners good reason for the amendments that were made to International Group excess reinsurance rates for clean tankers, dry cargo ships and passen-ger vessels compared to those advised earlier this year. International Group referred to the objective of moving towards a “claims versus premium” balance for each vessel type over the medium to longer term. Is this to encour-age bulk carrier owners to seek to have a sep-arate category to containerships and Ro-Ro vessels, the wrecks of which are more dif-ficult to remove than those of bulk carriers? Or this is to penalize bulk carriers to raise the additional premium required by reinsurers in view of the fewer number of containerships and ro-ros than bulk carriers?One wonders, Is it really difficult times for insurers? Or owners bear the heavy impact of the low market rates and lack of any finance with an unpredictable future, which have an effect on accepting the Re-insurers’ and Clubs’ imposed premium rates? Do the huge casualties only burden the insurance year and force a high P&I number? Discussing with many owners and insurers it would be hard to explain if or how the present market condi-tions and the insurance environment can be separate aspects in our minds. However it is true that despite the wreck of the cruise ship Costa Concordia, cruise market rates, against all expectations, have remained steady. On the other hand, there is little doubt that across the insurance market there has been a sig-nificant hardening that seems unlikely to be undone given the fundamental way that huge casualties have changed the nature of risks in

question. Negotiating a minefield of claims issues of a huge casualty leads sometimes to an estimate that keeps increasing and cannot be defined for several years ahead. One may expect that these claims will further drag out hopes for a timely resolution and can be expensive for all.Following one underwriter’s words, “Marine is no different to any other insurance prod-uct in that it must make an adequate return on capital, and above anything else, Costa Concordia incident is a clear and visible reminder that marine is a highly specialized insurance sector and not a place to be experi-menting”.Owners struggle to find their way around modern ships at the best of times, while insurance cannot intervene in addressing the need for modifications to the way ships are built so that they have a greater chance of remaining upright and afloat. This certainly brings the issue of marine safety to the own-ers’ minds and it is also undoubtedly in the insurers’ mind when they are looking at these large risks. It is worth, though, considering that while big losses demonstrate the tough-ness of the International Group reinsurance arrangements, they have led to an increase in costs of about 40% this year!!

Mediation: valuable key in dispute resolutionThere has been lately much activity in Greece regarding Mediation proc-ess. As per Greek Law 3898/2010 which ratified EC Directive 2008/52, Mediation is pioneering procedure in Greece as it refers to alternative dispute resolution which is quick, inexpensive and without prejudice process, resulting in preserving business relationships and reputation of parties involved. This new method of dispute resolution in Greece aims in unburdening Courts which have been referred with heavy files/cases and hearing dates are scheduled after two to three years and in certain special cases after eight years upon filing the law suits.For most of us working in shipping, Mediation is known as intermediate alternative method that parties mutually agree to try to resolve their dis-pute whilst arbitration or High court proceedings are still ongoing. Me-diation clauses are written into commercial contracts and many in ship-ping may have come across Charterparties as well as Insurance policies which oblige parties to resolve their disputes by mediation before pro-ceeding by other methods. For that reason there have been many Insti-tutes and other bodies, in London particularly but also Paris and recently Greece, which provide services and train Mediators for that purpose and among them Centre for Effective Dispute Resolution (CEDR) which is a London-based mediation and alternative dispute resolution body.In Greece, there have been already established Institutes/bodies for training Mediators under Greek Law which provide to Greek Lawyers and non Lawyers the ability to train and the skills to practice Mediation in Greece and abroad. Lists of Accredited Mediators can be found in Ministry of Justice relevant site for any reference.For the purpose of being acquaintant with the procedure, reference is made to the Rules a Mediator makes sure that parties involved are aware of, which focus mostly on the following:The Mediator is neutral which is important for parties to trust him/her.The Mediator’s Role is not to express opinions or advices so that he/she does not appear to be on one party’s side and losing the trust of the other.The Mediation is voluntary, so parties are not obliged to agree if there is no interest in them.The Mediation is without prejudice, since parties cannot refer to what is said when case continues in Court.The Mediation is confidential in two ways (“double confidentiality”), first the parties cannot talk to anyone outside the Mediation about what is discussed and second whatever is said to the Mediator in private meet-ings he/she will not tell the other side without express permission. Ex-ceptions to the rule of confidentiality in Mediation communications that are permitted by law involve immediate threats of physical violence or when child abuse is suspected or reported or actions against the law is assumed.The Mediator will not issue any judgment or award as his/her job is only to try and help parties reach a settlement based on their interests.During Mediation, any documents remain privileged and confidential and cannot be disclosed or used in Court or arbitration proceedings if case is not resolved in Mediation. The representatives of the parties have

power to agree a settlement provided that the representative has suf-ficient knowledge of the problem and full authority to make and sign a binding agreement on behalf of the represented party, and that efforts to mediate with the representative are likely to enhance the possibility of achieving a settlement. No settlement proposals discussed at Mediation are binding until a settlement agreement is signed by both parties and Mediator. Parties in the Mediation process agree to make a good faith effort to resolve their conflict which means to make an honest endeavor to participate in communications with the other party with the purpose of reaching a mutually acceptable settlement.The parties agree to be courteous throughout the Mediation process by respecting the opinions, perceptions and refraining from personal at-tacks, intimidation, threats and verbal or physical abuse. The parties may consult legal counsel any time during the mediation process. The mediator has no duty to protect the interests of the parties or to provide them with information about their legal rights. The Mediation process is terminated when (a) the parties reach a settlement agreement; (b) the mediator determines that further efforts at mediation are no longer likely to achieve a settlement; (c) both parties withdraw from the mediation proceedings; or (d) a party may bypass the mediation process and pro-ceed to arbitration depending on circumstances that allow such phase.Should the parties fail to settle their conflict, both parties, if eligible, may apply for binding arbitration, otherwise, legal remedies may be sought through the civil courts.There is, however, no framework for the way a Mediation will be or-ganized. The mediator’s role is to guide the parties toward their own resolution. Through joint sessions and separate caucuses with parties, the mediator helps both sides define the issues clearly, understand each other’s position and move closer to resolution. Most often, mediations start with a joint session used to set the ground rules and an agenda. The joint session also helps define the issues and determines the parties’ posi-tions. Generally, during the process, parties move to separate caucuses. The mediator will carry messages—offers, counter offers, questions, demands, and proposals—between both sides to help the parties move closer to resolution. Mediation is becoming more and more common, including mediation in shipping and insurance and since paperwork is limited in Mediation process the costs compared to other methods of dispute resolution are minor. Yet, no judgment is issued by a Mediator and if one of the parties’ objectives is to obtain a legal precedent then Mediation cannot satisfy that need. Still, in our experience, many dis-putes can at some point be a matter of principal. One party may feel that its requirements can only be satisfied by the establishment of some form of precedent, but careful thought should always include whether this is in fact a genuine need.

Greek shipping will remain a reliable partner

It has been most unfortunate for Greece in 2012 to have had to face the most severe crisis of its national economy which has also coincided with one of the deepest crises in the endemic cy-clical nature of international shipping.

The international shipping downturn has not only been deep but also long in its duration due to three major factors: the reduc-tion of cargo volumes transported, the overcapacity of tonnage, and the inability of the credit system internationally to provide sustainable finance.It is much too early to evaluate with any certainty the direction for the immediate future. Our main interest remains focused on the developing countries especially China and India, with the hope of a speedy recovery of international trade. In the face of these objective difficulties we have been called upon as entre-preneurs of the sea but also as Greek citizens to face these chal-lenges with courage and faith in our abilities.

In respect of the shipping straits, as entrepreneurs we have all prerequisites to steer through safely and retain our leadership not only in numbers and size but also in the high quality of serv-ice. However, in view of rapid changes occurring in the global economy, Greek shipping is satisfied so far with the dynamic role that it continues to play in the international arena.In June 2012 and for a whole week, the heart of the international shipping industry was beating in the Greek shipping capital due to the Posidonia International Exhibition, bringing once more to the fore the primacy of Greek shipping in global shipping de-velopments as well as its strategic importance since it has the highest percentage of transportation capacity in the world. At the same time, the Greek Government started the effort for the stabilization of the national economy.

From the very beginning, the shipping community conveyed its support and declared its willingness to contribute to this effort. To this effect, the Greek shipping community has voluntarily offered to contribute over the next three years, for all vessels, under both Greek flag and foreign flags operated by shipping companies established in Greece, the double amount of tonnage tax a Greek ship would normally contribute. This initiative aims at enhancing the fiscal revenues over the next critical period. It is noteworthy that the state revenues have already been given a boosting due to the obligation, as of 2013, of vessels under for-eign flag operated by companies established in Greece, to also

pay an annual tonnage tax to Greece.These developments are being implemented within the long es-tablished institutional legislative framework for shipping where shipping is recognised as a non-negotiable, historic national economic and strategic asset, which must remain internation-ally competitive. As highlighted in a recent study of the Greek Foundation for Economic and Industrial Research (IOBE), the existing contribution of Greek-owned shipping to the Greek economy is decisive but also its potential contribution is equally, if not more important.

Greek-owned shipping can also provide significant employment especially for the growing list of unemployed youth. The ap-propriate legislative framework is a prerequisite to allow the recruitment of Greek ratings on competitive terms taking into account the international standards.At the beginning of the second half of 2012, following a suc-cession of failed administrative schemes over a period of two and a half years, an autonomous and independent Ministry for Shipping was re-established, manned predominantly by the Hel-lenic Coast Guard which as before will carry out its executive work. This fact was warmly welcomed by the Greek shipping community and it is a confirmation, in practice, of the need for an autonomous Ministry.

Lastly, due to the dire economic situation of Greece, the Union of Greek Shipowners considered necessary to set up, with the fi-nancial support of the Greek shipping community, a programme of social welfare and solidarity in order to support a significant part of the population most affected by the crisis. The Greek shipping community has hastened once again as it has done his-torically on numerous occasions to the assistance of the home country and its citizens, in periods of crisis.In any case, the adverse economic circumstances existing at na-tional and European level, coupled with the deep recession in international shipping, render imperative the co-operationbetween the shipping industry and the State, in order to main-tain the competitiveness and, hence, the sustainability of Greek-owned shipping. In this way, it may continue, throughits establishment in Greece, to remain a major and successful component of the national economy. This is not only our entre-preneurial but, mainly, our national objective. On this difficult path towards the revival of the country, Greek shipping will re-main a reliable partner.

CSCL Equips More of its Fleet with ECO-AssistantTo enhance the operation-al efficiency of its fleet, China Shipping Container Lines Co., Ltd. (CSCL) has rolled out ECO-As-sistant onto its entire fleet of eight 14,000TEU con-tainer vessels, following a successful test of the soft-ware on one of these ves-sels. Furthermore, an ex-tra agreement was signed to expand thedeployment of ECO-As-sistant to another eight 9,600TEU container ves-sels of CSCL’s fleet.ECO-Assistant is ad-vanced trim optimisation software developed by FutureShip, the maritime consultancy unit of clas-sification society Germanischer Lloyd (GL).Once installed onboard, it can produce instant fuel savings and areduction of the ship’s CO2 emissions.The sea trial report provided by FutureShip demonstrated that fuel savings of 10% have been achieved in one sailing of the 14,000TEU container vessel using the tool. A further verification test conducted by CSCL resulted in a reduction of fuel consump-tion of up to 8.2%. ECO-Assistant has displayed in the real operation its instant effect in saving fuel and cutting down on emissions. While used as a hands-on tool for lowering the operational cost of a fleet, it also has the potential to be instrumental in reducing the fuel consumption and environmental footprint of the whole shipping industry.Trim is one of the central drivers of energy efficiency in ship operation. The ECO-Assistant delivers an optimum trim angle for a specific ship with an input of a few simple opera-tional parameters, such as current speed, displacement and water depth. As a result, fuel savings and reduction of CO2 emissions can be realised instantly. The initial investment in implementing the system can usually be paid back in the short term.“As well as its instant effect, this software is easy to install, asthere is no need to modify the vessels. The software itself is also very user friendly, so the training required is minimally time in-tensive,” said Vincent Li, Vice President of FutureShip China. “The system can also be deployed in all types of vessels, includ-ing container vessels, multi-purpose vessels and bulk carriers.”Since its launch in 2009, there have been more than 300 installa-tions of the tool onboard and onshore across the globe. In Asia, it is being employed by many large operators including Master-bulk. In 2012, ECO-Assistant won the Environment Award at the Lloyd’s List Asia Awards.

Peruvian Navy Tall Ship to be built with GL class

“La Unión” the new Peruvian Navy tall ship sail training ves-sel, will be constructed under the supervision of classification society Germanischer Lloyd (GL). Tall ships are used in navies around the world to build seamanship, leadership and foster teamwork under challenging conditions at sea.The keel laying for the new ship took place in December 2012 at Marine Industrial Services (SIMA), the Peruvian shipyard where the new vessel will be constructed. The 50 million dollar project will involve more than 800 people working on the ves-sel’s construction, including regional craftsmen from Peru who will provide the carved wood used on the ship.The design of the vessel is a four masted barque, with 3400m2 sail area. Each of the masts is anchored in the keel and stretches some 60m in height, as tall as a 20 story building. A barque is a classic ship design, the workhorse of the 18th and 19th centu-ries, square rigged with three or four masts. La Unión has fours masts: three square rigged masts with the aftmost mast rigged fore-and-aft. When completed La Unión will be one of the larg-est Class A tall ships currently operating, with a total length (in-cluding bowsprit) of 113.5m, a beam of 13.5m, and a draft of 11.5m. The ship will accommodate some 257 people, with space for 134 marine cadets in 36 two to four person cabins. It has an officer complement of 25 and can accommodate 257 people in total. The capacity of the vessel will also allow it to be used for humanitarian aid missions. Construction of La Unión is slated for completion in 2015.

Alfa Laval to deliver PureSOx exhaust gas cleaning systems for three DFDS Ro-Ro vessels

Alfa Laval – a world leader in heat transfer, centrifugal separation and fluid handling – will supply Alfa Laval PureSOx exhaust gas cleaning systems to DFDS Seaways for three roll-on/roll-off cargo vessels to be retrofitted by the Polish shipyard Re-montowa. The contract was signed in December 2012 and an initial an-nouncement made in January 2013. Delivery is scheduled for July 2013 with installation and commissioning to follow immediately thereafter. This order signals a vote of confi-dence for PureSOx from DFDS, a leading shipping and logistics com-pany serving northern Europe with routes across the North Sea, the Baltic Sea and the English Channel. DFDS first installed Alfa Laval’s PureSOx on the M/V Ficaria Sea-ways in 2009. PureSOx has logged more than 10,000 hours of success-ful operation in both open and closed loop configurations as well as con-tinuous compliance with current and future IMO regulations. This includes Regulation 14 of MARPOL Annex VI, which takes effect January 1, 2015, and restricts sulphur and particulate matter emis-sions to a maximum of 0.1% in sulphur emission control areas (SE-CAS), among DFDS’ most frequented routes. The installation of PureSOx will enable the three Ro-Ro vessels to continue to use heavy fuel oil with a high sulphur content, yet comply with the future sulphur oxides (SOx) emissions limit. The M/V Petunia Seaways and the M/V Magnolia Seaways, which are sister ships to the Ficaria Seaways, are each powered by a MAN 9L60MC-C main engine, providing an output of 21 MW on each vessel. ClassNK Announces Massive Expansion in Europe with New Offices and New Vessels from European Owners

ClassNK Chairman and President Noboru Ueda Honored at Seatrade Asia Awards

Classification society ClassNK announced that it would be getting even bigger, and will soon open more than five new offices in Eu-rope. The announcement was made during a press conference held during the Nor-Shipping 2013 exhibition, and was highlighted by a special signing ceremony which saw four renowned Northern Euro-pean owners officially transfer nearly a dozen vessels to ClassNK. The new expansion which includes new offices already established in Klaipeda, Lithuania, and Ebeltoft, Denmark will see ClassNK open new offices in Bergen, Norway; Würzburg, Germany; and Helsinki, Finland; with further offices planned in Ukraine and Swe-den. The importance of the new offices was emphasized by ClassNK Executive Vice President Yasushi Nakamura, who said: “As a non-profit organization, our goal is to reduce costs for the maritime in-dustry. By expanding our presence in Europe, we can not only better serve the needs of the growing number of European owners who class their vessels with ClassNK, but also reduce the costs of sur-veys and certification costs for owners and manufacturers through-out the region.The addition of offices represents a 25% increase in the size of ClassNK’s network in Europe, an expansion made necessary by the growing number of European owners who are classing their vessels with the Society. ClassNK’s strategy to enhance operations in Europe was signaled by its expansion of the ClassNK Hamburg Office in 2011, in a move to provide better support to the shipowning community in Northern Europe. This move has paid dividends for ClassNK, which set new records for the number of vessels and total tonnage added to its register in 2012. Speaking during the press conference, ClassNK Chairman and Pres-ident Noboru Ueda noted that “Nearly 1000 vessels and more than 25 million gross tons were added to the NK register in 2012; a new record for NK and a historic success that we owe in no small part to the support of shipowners in Europe.”

ClassNK’s recent growth has been led by German owners and Norwegian who have together transferred nearly 100 existing and newbuilding vessels totaling more than 2.5 million gross tons to ClassNK since the beginning of 2012. The growing trend among European owners to choose ClassNK for their vessel classification was clear during the signing ceremony held as part of the confer-ence, which commemorated the official transfer of three existing bulk carriers from Orion Bulkers GmbH & Co. KG, two bulk carrier newbuildings from Johann M. K. Blumenthal GmbH & Co. KG, one existing tanker from Medallion Reederei GmbH, and five bulk carriers from Norway’s Stove Rederi AS to the ClassNK register.

Speaking on the occasion Chairman and President Ueda stated: “As we welcome these vessels to the ClassNK family, we promise to continue our efforts to better support the growth and development of the maritime industry here in Europe and provide even better service to owners and operators throughout the maritime commu-nity.”

ClassNK Chairman and President Noboru Ueda was honored with the Seatrade Lifetime Achievement Award at the Seatrade Asia Awards on 21 June 2013 in recognition of his outstanding contribution to the devel-opment of the maritime sector in Asia. Held annually by London-based maritime media company Seatrade Communications, the Seatrade Asia Awards recognizes excellence in such fields as innovation, safety, and

education within the Asian maritime industry. The awards ceremony was held in the JW Marriott Hotel, Hong Kong with the attendance of almost 400 people from all over the maritime industry. Speaking on the occasion, Mr. Ueda said: “As chairman and president of ClassNK, it has been my mission to ensure that our classification society would make a positive and lasting impact on the maritime industry. I am deeply honored to receive this award, a symbol that we have achieved some small part of this goal”. ClassNK was also awarded with the “Clas-sification Society Award” and the “Technical Innovation Award” by a distinguished panel of judges. This marks the third consecutive year for ClassNK to be awarded the Classification Society Award. These selec-tions were based on ClassNK’s commitment to innovation and activi-ties in the greater Asian maritime industry and its dedication to contrib-uting to the intellectual development of the industry over the past year. The awards were received by Mr. Ueda on behalf of ClassNK.

Royal Caribbean International’s first Quantum Class cruise ship will feature a unique crane and viewing gondola supplied by MacGregor; the North Star will lift guests 91m above sea level to give them pano-ramic views of the sea and surrounding ports of call MacGregor has won the contract to deliver North Star, an engineer-ing marvel that takes guests to new heights with a jewel-shaped, glass capsule, transporting them on a spectacular journey more than 91 m (300 feet) above the ocean and over the sides of the ship to deliver awe-inspiring 360-degree views for Royal Caribbean International’s first Quantum Class cruise ship, Quantum of the Seas. The crane’s slewing function will also allow the viewing gondola to be swung out over the sea for a unique guest experience. The order was booked in the second quarter 2013 order intake. Quantum class will debut in fall 2014 with Quantum of the Seas, fol-lowed by her sister-ship Anthem of the Seas in spring 2015. Quantum ships span 16 decks, encompass 167,800 gross registered tons, carry 4,180 guests at double occupancy and feature 2,090 staterooms. Quan-tum of the Seas will sail out of the New York Harbor from her homeport of Cape Liberty on 7- to 12-night itineraries during the winter 2014/15 season. The ship is under construction at German shipyard, Meyer Werft and is scheduled to make its debut crossing from Southampton to New York in autumn 2014. The electro/hydraulically-driven crane will have an outreach of 41m, and the 7.1-tonne viewing gondola will be able to accommodate 14 guests and one crew member. The gondola will be fitted with a stabilis-ing system to ensure that it remains level with respect to the vessel’s deck. It will also damp gondola movements, providing a comfortable

ride for the guests. “We are the first crane supplier involved in anything like this type for a cruise ship,” says Jonas Hägglund, MacGregor Sales Manager. “Safety is paramount, and the operator needed a crane supplier that would not only deliver the highest safety standards, but also proven, reliable tech-nology for the North Star guest experience.” The system is designed for 100 percent redundancy with two separate power units, each large enough to drive the crane in reduced speed mode; it will also be provided with a diesel-driven emergency power pack. Additional safety features include automatic cut outs and safety valve overload protection on all crane motions. The crane is designed to standards set by German technical certification company, TÜV süd. North Star will be controlled using a separate PLC safety system in addition to a MacGregor CC3000 crane control system. “The CC3000 provides excellent load control and can easily be adjusted with a laptop computer for different parameters, such as speed ramp times,” says Mr Hägglund. “All crane movements will be smooth and immediate, with stepless speed control, essential for this type of guest experience. It is also important that the experience is as quiet as possible, so the main power pack will be rubber-suspended to minimise vibrations and noise transmission; the crane housing will also be isolated to minimise noise. “Given the vessel’s cruising areas, the system is fitted with an air-type cooler to keep the crane’s hydraulic oil at a moderate temperature even in very hot ambient conditions; this ensures a long oil life and reliable crane performance,” he adds.

BWM: update on IMO Convention and USCG requirementsThe IMO MEPC(65), which was held from 13 to 17 May 2013, approved a draft Assembly resolution providing a modified scheme for compliance with the D-2 biological standard (treatment) as summarized in the fol-lowing table:

According to the requirements of the Convention, all ships < 400GT will be subject to surveys and certification. Ships < 400 GT will be subject to nation-al survey and certification regimes (if any). Considering that the Convention applies to all ships flying the flag of a Party or operating under the authority of a Party, irrespective of their gross tonnage, it is important to highlight that also ships having a gross tonnage < 400GT will have to comply with the Convention’s requirements. This means that these ships also will be subject to the implementation scheme described in above and will be requested to carry on board a Ballast Water Management Plan and Ballast Water Record Book starting from the date of entry into force of the Convention.It is to be noted that at the time being 37 States constituting 30.32% of world GT have ratified the BWM Convention.

US REQUIREMENTS ON BWM – UPDATE ON ALTERNATE MANAGEMENT SYSTEM (AMS) ACCEPTED BY THE USCGAs regards USCG, the revised 33 CFR Part 151, Subparts C (Ballast Water Management for Control of Nonindigenous Species in the Great Lakes and Hudson River), D (Ballast Water Management for Control of Non-indigenous Species in Waters of the United States) and Part 162 (Engineering Equipment) has been in force since June 2012, despite the fact that the IMO’s BWM Convention has not yet entered into force.

According to these rules, most vessels are required to treat their ballast water after a certain vessel-specific date in the future. US legislation requires the ballast water treatment system (BWTS) to be type approved by the USCG, but currently no BWTS has such type approval. As a temporary measure,

the USCG may accept BWTS that have been type approved by another flag state (or as delegated) according to IMO BWM Convention criteria, subject to a review by the USCG. The USCG calls this an Alternate Management System (AMS). Vessel operators may use an AMS to manage their ballast water discharges in lieu of ballast water exchange, while the treatment system undergoes approval testing to Coast Guard standards. An AMS may be used to meet the Coast Guard ballast water treatment requirements for up to five years after the ship’s ballast water discharge standard compliance date specified in the final rule. This

The Marine Technical Committee meeting of Bureau Veritas for 2013 took place on June 6th at the Yacht Club of Greece.The well-attended meeting started as always with the social time, where attendees had the chance to exchange their views and latest news from the shipping world. The technical presentations introduced by the Committee’s Chairman Mr. George Sarris, General Manager of Enterprises Shipping & Trading S.A. This meeting was particularly important since it marked the admission of important players of the Piraeus-shipping family. The technical discussions started with Mr. Dimoulas, Hellenic Plan Approval Operational Manager, & Mr. Tsilimos, Hellenic Plan Approval Deputy Manager, presented the ballast water treatment sys-tems to our clients by Bureau Veritas and Tecnitas to assist in imple-menting and monitoring energy efficient operations on their vessels.

Dr. John Kokarakis, Technology & Business Development of Marine Hellenic, Black Sea & Middle East Zone, presented the slow steam-ing implementation problems.

Over the years, it has been customary to include two or three tech-nical presentations in our technical committee meetings. This year Bureau Veriras decided to include members, not only as recipients of knowledge but also knowledge disseminators. Bureau Veritas con-template to form our technical presentations in the form of a work-shop and ask members to contribute your experience, knowledge, concerns and questions. Bureau Veritas aspire not only to exchange and receive feedback but also to enhance our knowledge and under-standing in select “hot potato” areas, being the focus of the Greek shipping community these days.

The committee initiated a workshop style of presentation. The idea was to receive valuable feedback from the committee members in an interactive mode. This type of meeting was welcomed by the mem-bers of the Bureau Veritas technical Committee as evidence by their strong participation in the discussions.

Like always, the meeting was finished with the traditional dinner, where there were ample opportunities for everybody to fraternize and enjoy the delicious food offered by the restaurant of Yacht Club of Greece.

Ικονίου, πιστοποίησαν με αυτοπρόσωπη παρουσία τους ο Πρόεδρος και Δ/νων Σύμβουλος του ΟΛΠ Α.Ε. κ Γιώργος Ανωμερίτης και ο Δ/νων Σύμβουλος της ΕΡΓΟΣΕ Α.Ε. κ. Κώστας Σπηλιόπουλος συνοδευόμενοι από διοικητικά και τεχνικά στελέχη των δύο εταιριών και της «ΑΚΤΩΡ», η οποία κατασκεύασε το έργο. Το έργο αποτελεί το επιστέγασμα των έργων της Σύμβασης μεταξύ ΟΣΕ Α.Ε. και ΟΛΠ Α.Ε. για την κατασκευή δύο επιλιμένιων σιδηροδρομικών σταθμών, έναν για τη μεταφορά εμπορευματοκιβωτίων και έναν για τη μεταφορά αυτοκινήτων. Ο νέος σιδηροδρομικός σταθμός βρίσκεται στην απόληξη της μονής σιδηροδρομικής γραμμής, μήκους 17 χλμ., η οποία συνδέει το Εμπορικό Λιμάνι του ΟΛΠ Α.Ε. με το Θρίασιο Εμπορευματικό Κέντρο του ΟΣΕ Α.Ε. και το εθνικό σιδηροδρομικό δίκτυο. Για την αξιοποίηση και του νέου τερματικού σταθμού, σύμφωνα με τη Σύμβαση ΟΣΕ/ΟΛΠ υπεύθυνος κατ’ αποκλειστικότητα διαχειριστής εργασιών μεταφόρτωσης είναι ο ΟΛΠ Α.Ε. Τα εγκαίνια του νέου επιλιμένιου σιδηροδρομικού σταθμού μεταφοράς αυτοκινήτων θα γίνουν το Σεπτέμβριο , οπότε μέσα από συμφωνίες των εταιριών αυτοκινήτων, του ΟΛΠ και της ΤΡΑΙΝΟΣΕ θα αρχίσει και η λειτουργία του νέου σταθμού. Όπως είναι γνωστό

σε σύσκεψη που έγινε στον ΟΛΠ πριν από 4 μήνες μεταξύ όλων των ενδιαφερόμενων χρηστών, εκδηλώθηκε σημαντικό ενδιαφέρον χρησιμοποίησης του νέου δικτύου. Με το έργο αυτό ο ΟΛΠ Α.Ε. και η θυγατρική του εταιρία «Συνδυασμένες Μεταφορές» (Logistics ΑΕ) αναμένεται να δραστηριοποιηθούν σε ένα ακόμα δυναμικό τομέα της λιμενικής βιομηχανίας. Όπως είναι γνωστό ο ΟΛΠ Α.Ε., παρά την κρίση, έχει επεκτείνει δυναμικά τις εργασίες του στο χώρο μεταφοράς αυτοκινήτων (car-terminal), καθιστώντας το Λιμάνι του Πειραιά διεθνή κόμβο car-terminal στη Μεσόγειο.

Οργανισμός Λιμένος Πειραιά

Την ικανοποίηση του εξέφρασε κατά τη συνεδρίαση του Συμβουλίου Διευθυντών ο Πρόεδρος και Δ/νων Σύμβουλος του ΟΛΠ Α.Ε. κ. Γιώργος Ανωμερίτης για την απόφαση της Ευρωπαϊκής Επιτροπής για την έγκριση του έργου της επέκτασης του νότιου λιμένα κρουαζιέρας με συγχρηματοδότηση από κοινοτικούς, εθνικούς και πόρους του ΟΛΠ. Το έργο αυτό το οποίο έχει εγκριθεί: (α) από την Επιτροπή Σχεδιασμού Ανάπτυξης Λιμένων,(β) έχει ενταχθεί στο ΕΣΠΑ και(γ) έχει προκηρυχθεί από την ΕΔΑ του ΠΕΠ Αττικής, αποτελεί έργο κλειδί για τη μετατροπή σε κόμβο (hub) κρουαζιέρας της Μεσογείου του λιμένα Πειραιά. Η επέκταση του λιμένα κρουαζιέρας για πλοία νέας γενιάς (άνω των 300μ.) αποτελεί ένα ώριμο έργο με πλήρεις μελέτες, το οποίο προσαρμοσμένο τεχνικά μπορεί

να ολοκληρωθεί εντός της τρέχουσας προγραμματικής περιόδου. Το έργο αυτό και η έγκρισή του έχουν όμως τεράστια σημασία για όλο το λιμενικό σύστημα της χώρας, αφού με την εισήγηση της Γ.Δ. Ανταγωνισμού και την έγκριση της Ευρωπαϊκής Επιτροπής, θα αποτελέσει “πιλότο” θεσμικά για την κατασκευή λιμένων με κρατική ενίσχυση και κοινοτική χρηματοδότηση. Το πιο σημαντικό στοιχείο της έγκρισης αποτελεί σίγουρα το οικονομικό σκέλος της πρότασης: Η Επιτροπή ενέκρινε κρατική ενίσχυση ύψους 113,9 εκ. Ευρώ εκ των οποίων τα 96,9 εκ. αποτελούν χρηματοδότηση από τα διαρθρωτικά Ταμεία της Ε.Ε. Αυτό σημαίνει ότι επί του προϋπολογισμού του έργου ύψους 120 εκ. Ευρώ (χωρίς εκπτώσεις) τα 96,9 εκ. συγχρηματοδοτούνται από την Ε.Ε., 17 εκ. Ευρώ αποτελούν την εθνική συνδρομή και

τα 6,1 εκ. ιδιωτική συμμετοχή του ΟΛΠ Α.Ε. Το ποσοστό ενίσχυσης διαμορφώνεται στο 95% και ίσως είναι το υψηλότερο ποσοστό ενίσχυσης που έχει λάβει λιμάνι στην Ευρώπη, απόρροια των τεκμηριωμένων θέσεων του ΟΛΠ και των Εθνικών Αρχών.

Όπως δήλωσε ο κ. Γιώργος Ανωμερίτης: “η απόφαση αυτή φέρνει 120 εκ. Ευρώ στον Πειραιά, ενισχύει την ελληνική κρουαζιέρα, δικαιώνοντας τις προσπάθειες μας για τη μετατροπή του λιμένα Πειραιά σε Πύλη Τουρισμού και Πολιτισμού. Θα πρέπει να ευχαριστήσουμε ιδιαιτέρως το Υπ. Οικονομικών και τα στελέχη του, το Υπουργείο Ναυτιλίας και Αιγαίου, την Περιφέρεια Αττικής, τα στελέχη του ΟΛΠ Α.Ε. και τους συνεργάτες του, τα στελέχη της Τask Force για τη βοήθεια τους και φυσικά τους αρμόδιους Επιτρόπους και τους συνεργάτες τους για την απόφαση αυτή.”

Ικανοποίηση Ανωμερίτη για την επέκταση του Νοτίου Λιμένα

Στον καπετάνιο του κρουαζιερόπλοιου “Royal Princess” καπτ. Tony Draper και τους αξιωματικούς του, ο Πρόεδρος και Δ/νων Σύμβουλος του ΟΛΠ Α.Ε. κ. Γιώργος Ανωμερίτης και οι συνεργάτες του, παρέδωσαν το θυρεό του λιμανιού και βιβλία ως δώρα, με αφορμή την πρώτη άφιξη του νεότευκτου πλοίου της Carnival στον Πειραιά. Σε δηλώσεις του ο κ. Γιώργος Ανωμερίτης ανέφερε ότι “το α’ πεντάμηνο του 2013 σε σχέση με το 2012 στο λιμάνι του Πειραιά υπήρξε αύξηση των transit επιβατών κρουαζιέρας +17,23%, ενώ χαιρέτισε την απόφαση της Ευρωπαϊκής Επιτροπής, την οποία ανακοίνωσε η Επίτροπος κ. Μ. Δαμανάκη βάσει της οποίας ο Πειραιάς και το λιμάνι του θα αποτελέσουν το 2015 τη Ναυτική Πρωτεύουσα της Ευρώπης. Είναι αυτονόητο ότι ο ΟΛΠ Α.Ε. και ως Αρχή και ως Επιχείρηση θα συνεργασθεί με την Αυτοδιοίκηση και όλους τους φορείς του Πειραιά, ώστε το 2015 να είναι μια ευκαιρία προβολής και ανάπτυξης του Πειραιά και της Ελληνικής Ναυτιλίας”.

Toν ΟΛΠ Α.Ε επισκέφτηκε πολυμελής αντιπροσωπεία της Επιτροπής Μεταφορών του Δήμου Σαγκάης και του Οργανισμού Λιμένος Σαγκάης (SMTPA) , τους οποίους υποδέχθηκε ο Πρόεδρος και Δ/νων Σύμβουλος του ΟΛΠ Α.Ε κ. Γιώργος Ανωμερίτης, ο Γενικός Δ/ντής κ. Σταύρος Χατζάκος και Διευθυντικά στελέχη του ΟΛΠ Α.Ε. Κύρια θέματα της συνάντησης υπήρξαν: οι μεσοπρόθεσμοι στόχοι ανάπτυξης του λιμένα του Πειραιά, οι εξελίξεις στην αγορά διακίνησης εμπορευματοκιβωτίων, οι εκτιμήσεις για την παγκόσμια κρίση στις μεταφορές εμπορευμάτων δια θαλάσσης και στην επίδραση που έχουν στη ναυπηγοεπισκευή πλοίων και στις ναυτιλιακές δραστηριότητες και, θέματα που άπτονται της ανάπτυξης κρουαζιέρας και λιμενικών υποδομών για κρουαζιερόπλοια. Σημειώνεται ότι ο Οργανισμός Λιμένος Σαγκάης με ευρύτατες αρμοδιότητες ως ρυθμιστικής Αρχής, ανήκει μετοχικά εξ ολοκλήρου στην Τοπική Αυτοδιοίκηση και την Περιφερειακή Κυβέρνηση, χωρίς τη συμμετοχή στο μετοχικό κεφάλαιο ιδιωτών.

Τον cpt Robert Olmer και τον cpt Μίκυ, υποδέχτηκαν οι επικεφαλής του Οργανισμού Λιμένος Πειραιώς Α.Ε. επί του πλοίου. Ο Πρόεδρος και Δ/νων Σύμβουλος του Οργανισμού κ. Γιώργος Ανωμερίτης επέδωσε στον πλοίαρχο το θυρεό του λιμένα και βιβλία, καθώς επίσης και ο Δήμαρχος Πειραιά κ. Β. Μιχαλολιάκος, ο Αντιπεριφερειάρχης κ. Στ. Χρήστου, οι λιμενικές αρχές, οι Γ.Γ. του ΕΟΤ και Υ.N.A. κ.κ. Λειβαδάς Π. και Αθ. Χριστόπουλος και οι εκπρόσωποι της εταιρίας. Στην εκδήλωση παρίστατο και απηύθυνε χαιρετισμό και ο Πρέσβης των Η.Π.Α. κ. Daniel Bennett Smith. Ο κ. Οι διοργανωτές επιβεβαίωσαν σήμερα ότι το 3ο Posidonia Sea Tourism Forum θα πραγματοποιηθεί το Μάιο του 2015 στην Αθήνα, προσθέτοντας ότι η εκδήλωση αυτή, η οποία διοργανώνεται κάθε δύο χρόνια, κατάφερε να εδραιωθεί πολύ γρήγορα ως η κορυφαία επιχειρηματική πλατφόρμα για φορείς λήψης αποφάσεων των κλάδων κρουαζιέρας και yachting, κυβερνητικούς και τουριστικούς φορείς, ρυθμιστικές αρχές, λιμάνια και προορισμούς από την ευρύτερη περιοχή της Μεσογείου και της Μαύρης Θάλασσας. «Είμαστε πολύ ικανοποιημένοι με την επιτυχία του Posidonia Forum, το οποίο αποτελεί σημαντική προσθήκη στο χαρτοφυλάκιο των διοργανώσεών μας», δήλωσε ο κ. Βώκος Θεόδωρος, Project Director των Εκθέσεων Ποσειδώνια Α.Ε., διοργανώτριας εταιρείας της

έκθεσης Ποσειδώνια, της πιο σημαντικής έκθεσης της ναυτιλιακής βιομηχανίας στον κόσμο. Πάνω από 650 αντιπρόσωποι και 32 εκθέτες από 25 χώρες παρακολούθησαν το φετινό συνέδριο, που πραγματοποιήθηκε για δύο ημέρες τον περασμένο μήνα στο Μέγαρο Μουσικής Αθηνών. Οι διοργανωτές πιστεύουν ότι η επιτυχία αυτή είναι μόνο η αρχή αφού για το 2015 ο πήχης έχει τεθεί ακόμη υψηλότερα.«Εξέχουσες προσωπικότητες συμμετείχαν ως κεντρικοί ομιλητές και συντονιστές του συνεδρίου, καθώς επρόκειτο για άτομα που εκπροσωπούν τους μεγαλύτερους φορείς και ενώσεις της

κρουαζιέρας και του yachting στον κόσμο. Τα θέματα που τέθηκαν και συζητήθηκαν ήταν εξαιρετικά επίκαιρα για πολλούς άμεσους και έμμεσους φορείς της θαλάσσιας τουριστικής βιομηχανίας, γεγονός που συνέβαλε καθοριστικά για να διεξαχθεί ένα σπουδαίο συνέδριο που αμφισβήτησε, προκάλεσε και ενέπνευσε», δήλωσε ο κ. Βώκος.Όλοι οι συμμετέχοντες από τους κλάδους της κρουαζιέρας και του yachting συμφώνησαν ότι η Ελλάδα διαθέτει σημαντικά ανταγωνιστικά πλεονεκτήματα σε ό, τι αφορά τον θαλάσσιο τουρισμό, αλλά απαιτούνται περαιτέρω ενέργειες για να ξεπεραστούν ορισμένες άστοχες πολιτικές και αναχρονιστικές νομοθετικές ρυθμίσεις που εμποδίζουν την ανάπτυξη. Σύμφωνα με τους ομιλητές στο Posidonia Sea Tourism Forum, η Ελλάδα έχει τη δυνατότητα να αυξήσει

σημαντικά το μερίδιό της στον ευρωπαϊκό θαλάσσιο τουρισμό, τα συνολικά έσοδα του οποίου διαμορφώνονται στα 40 δισεκατομμύρια ευρώ ετησίως. Παρά το γεγονός ότι οι πρόσφατες προσπάθειες της Ελλάδας να βελτιώσει τη διαφάνεια και να απλοποιήσει τις γραφειοκρατικές διαδικασίες είναι αξιέπαινες, αποτελεσματική αλλαγή μπορεί να προκύψει μόνο μέσα από μακροπρόθεσμες στρατηγικές και καλύτερο συντονισμό. Η ανάπτυξη υποδομών και επίσπευση νομοθετικών μεταρρυθμίσεων, που στοχεύουν στην αύξηση της ανταγωνιστικότητας τόσο στο home-porting όσο και στον ελλιμενισμό σκαφών αναψυχής, θα μπορούσαν να επιταχύνουν την

ανάπτυξη του θαλάσσιου τουρισμού στην Ελλάδα και κατά συνέπεια να συμβάλουν στην οικονομική ανάκαμψη της χώρας και στην καταπολέμηση της υψηλής ανεργίας. «Πιστεύουμε ότι όλοι όσοι παρακολούθησαν το συνέδριο συνειδητοποίησαν τις τεράστιες αναπτυξιακές δυνατότητες που παρουσιάζει ο θαλάσσιος τουρισμός καθώς και το θετικό αντίκτυπο που μπορεί να έχει στις οικονομίες της περιοχής. Δεσμευόμαστε ότι το επόμενο συνέδριο θα δώσει ακόμη περισσότερη τροφή για σκέψη, και ζητάμε από όλους τους εμπλεκόμενους φορείς να εξετάσουν τα θέματα που τέθηκαν κατά τη διάρκεια του συνεδρίου και να προτείνουν στρατηγικές και μέτρα που θα βοηθήσουν την περιοχή μας να αποκομίσει περισσότερα οφέλη από αυτό τον προσοδοφόρο τομέα», κατέληξε ο κ. Βώκος.Η εκδήλωση εγκωμιάστηκε από τους αντιπροσώπους και τους εκθέτες για την μεγάλη της επιτυχία και τα απτά αποτελέσματα. Κατά τη διάρκεια των δύο ημερών σφυρηλατήθηκαν αρκετές συνεργασίες, καθώς οι εκπρόσωποι εταιρειών και οι προορισμοί ήρθαν σε επαφή με στελέχη του κλάδου και συμμετείχαν σε μία σειρά από σεμινάρια και στοχευμένες συναντήσεις με στόχο την ανεύρεση αμοιβαίων συνεργιών. Ο Ελευθέριος Κεχαγιόγλου, Πρόεδρος του Ελληνικού Δικτύου Μικρών Νησιών δήλωσε: «Χάρη στη συμμετοχή μας, είμαστε κοντά στην επίτευξη συμφωνίας με τη Seabourn Cruises για δύο διερευνητικές επισκέψεις πλοίων της στην Ύδρα αυτό το καλοκαίρι. Επιπρόσθετα, τον ερχόμενο Σεπτέμβριο και σε συνεργασία με τη Donomis Cruise Services θα διοργανώσουμε ένα B2B συνέδριο για τοπικούς επιχειρηματίες, εστιάζοντας στις δικές τους ευθύνες για αυτούς τους τομείς και στους τρόπους με τους οποίους μπορούν να βελτιώσουν τις υπηρεσίες τους προκειμένου να εισέλθουν σε μια πορεία ανάπτυξης». Η Cahya Summaningish από την Πρεσβεία της Δημοκρατίας της Ινδονησίας, δήλωσε: «Αυτή είναι η 2η συμμετοχή μας στο Posidonia Sea Tourism Forum. Όταν επισκεφτήκαμε το συνέδριο για πρώτη φορά το 2011 συνειδητοποιήσαμε αμέσως τη σπουδαιότητα αυτού του θεσμού και ως εκ τούτου, αποφασίσαμε να συμμετέχουμε και εφέτος ως εκθέτες. Επιπρόσθετα, το γεγονός ότι ένας αριθμός κορυφαίων φορέων του κλάδου της κρουαζιέρας και του yachting θα παρακολουθούσαν την εκδήλωση ήταν επίσης ένας πολύ σημαντικός παράγοντας που μας ώθησε να επισκεφτούμε την Ελλάδα για μια ακόμη χρονιά».Ο Jamal Humaid Al Falasi, Διευθυντής της Cruise Tourism Dubai πρόσθεσε: «Ενδιαφερόμαστε πραγματικά να αναπτύξουμε σχέσεις στην περιοχή και να επεκταθούμε σε νέες αγορές. Μέσα από συναντήσεις που είχαμε με αντιπροσώπους εταιρειών κρουαζιέρας, στόχος μας ήταν να τους πείσουμε να επαναδρομολογήσουν κάποια από τα πλοία τους στην περιοχή μας και να χρησιμοποιούν το Ντουμπάι ως έναν από τους κεντρικούς τους σταθμούς. Μείναμε πολύ ευχαριστημένοι με τη συμμετοχή μας στο 2ο Posidonia Sea Tourism Forum, καθώς ήρθαμε σε επαφή τους κατάλληλους ανθρώπους ενώ παράλληλα θεωρούμε πως καταφέραμε να πετύχουμε τους στόχους μας. Είχαμε επίσης μια πολύ εποικοδομητική συνάντηση με την Υπουργό Τουρισμού, όπου συζητήσαμε στρατηγικές προώθησης

κρουαζιέρων στην Ελλάδα με επιβάτες από το Ντουμπάι καθώς και το αντίστροφο αλλά και το ενδεχόμενο για μια μελλοντική συνεργασία».Ένα σημαντικό χαρακτηριστικό του φετινού Posidonia Sea Tourism Forum ήταν η ειδική ενότητα που διοργανώθηκε από το Πρόγραμμα Ανάπτυξης των Ηνωμένων Εθνών (UNDP) για τους προορισμούς της Μαύρης Θάλασσας, δίνοντας την ευκαιρία στις πόλεις Σότσι, Μπατούμι και Τραπεζούντα να παρουσιάσουν τις δυνατότητές τους και τις πρόσφατες βελτιώσεις των υποδομών τους σε ανώτερα στελέχη του κλάδου της κρουαζιέρας. Η Dita Daniela Drone, Επιχειρησιακή Πράκτορας στο UNDP BSTIP, σχολίασε: «Το πρόγραμμα του Posidonia Sea Tourism Forum είχε ένα εύρος περιεχομένου που έδωσε το έναυσμα για γόνιμο προβληματισμό και σκέψη. Και σε αυτό το πλαίσιο η εκδήλωση ήταν μια πραγματικά μεγάλη ευκαιρία για τους καλεσμένους της UNDP BSTIP - τις λιμενικές αρχές και τους ταξιδιωτικούς πράκτορες από την περιοχή της Μαύρης Θάλασσας - να ενημερωθούν για τις νέες τάσεις, τη νομοθεσία και τις δραστηριότητες των κυριότερων φορέων του κλάδου, καθώς και να δικτυωθούν και να οργανώσουν ειδικά προγραμματισμένες και στοχευμένες συναντήσεις με τους αντιπροσώπους των εταιρειών κρουαζιέρας. Ανυπομονούμε να συνεργαστούμε και πάλι με τα Ποσειδώνια στο επόμενο συνέδριο». Ο κ. Alexander Kikava από τον Οργανισμό Λιμένος του Μπατούμι κατέληξε: «Το Posidonia Sea Tourism Forum ήταν ένα από τα πιο ενδιαφέρουσες και εποικοδομητικές εκδηλώσεις για τον Οργανισμό Λιμένος του Μπατούμι. Κατά τη διάρκεια της εκδήλωσης δόθηκε ιδιαίτερη έμφαση στην πολλά υποσχόμενη περιοχή της Ανατολικής Μαύρης Θάλασσας. Με την υποστήριξη του προγράμματος προώθησης του εμπορίου και των επενδύσεων στη Μαύρη Θάλασσα του Προγράμματος Ανάπτυξης των Ηνωμένων Εθνών, οι εκπρόσωποι του οργανισμού μας ήταν σε θέση να παρουσιάσουν τον προορισμό μας και να συμμετέχουν σε Β2Β συναντήσεις με κορυφαία στελέχη των μεγαλύτερων εταιρειών. Μελέτη XRTCΠοιο είναι το μέλλον της Ελληνικής Ακτοπλοΐας;

Δεν υπάρχει αμφιβολία ότι η διατήρηση του έντονα υφεσιακού οικονομικού κλίματος που έχει περιέλθει η χώρα καθώς και η προσπάθεια εφαρμογής ενός απολύτως ορίζοντιου μείγματος μέτρων προσαρμογής από την Τρόικα, έχουν εξαντλήσει την αγοραστική δύναμη του οικονομικά ενεργού πληθυσμού και έχουν οδηγήσει τα επίπεδα ανεργίας στο υψηλότερο επίπεδο μεταξύ των υπολοίπων χωρών της ΕΕ. Παράλληλα, είναι προφανές ότι η προσπάθεια που καταβάλεται καθώς και η στοχοθεσία της κυβέρνησης για έξοδο της χώρας από την ύφεση είναι ενθαρρυντική, ενώ πολλές δράσεις είναι προς την σωστή κατεύθυνση. Ενδεικτικό είναι το γεγονός ότι έχεισημειωθεί μια σοβαρή μείωση των δημοσίων δαπανών και υπάρχει κάποιο πρωτογενές πλεόνασμα, το οποίο βέβαια επιβάλλεται να διατηρηθεί σε απόλυτο βαθμό και να μην βασίζεται σε αναβολές και διακανονισμούς. Όμως, είναι εξίσου προφανές, ότι οι επιμέρους μεταρρυθμίσεις και αλλαγές που επιδιώκονται δεν έχουν αποφέρει στην πραγματική οικονομία κάποιο απτό όφελος μέχρι τώρα αν και θα μπορούσε κάποιος να υποστηρίξει οτι ακόμη ειναι νωρίς για κάτι τέτοιο.Το 2013, βέβαια, αποτέλεσε για τον χρηματοοικονομικό κλάδο έτος ορόσημο αφού ολοκλήρωθηκε με επιτυχία τo σύνολο των επιβεβλημένων ανακεφαλαιοποιήσεων, αν και ο κύριος μέτοχος των 4 μεγάλων τραπεζικών ομίλων είναι το Ταμείο Χρηματοπιστωτικής Σταθερότητας. Η επιτυχία αυτή δεν σηματοδοτεί βέβαια αυτόματα και την έναρξη της χρηματοδότησης των επιμέρους οικονομικών κλάδων, αφού το μεγάλο αγκάθι στους ισολογισμούς των 4 συστημικών χρηματοοικονομικών ομίλων της χώρας αφορά στα μη-εξυπηρετούμενα δάνεια και των οποίων το ποσοστό φθάνει στο σύνολο περίπου το 30%. Η διαχείριση και αντιστροφή ενός τέτοιου δυσμενούς μακρο- οικονομικού περιβάλλοντος κρίνεται εξαιρετικά δύσκολο εγχείρημα, αν λάβουμε υπόψη και το γεγονός ότι η ανεργία στον ενεργό ηλικιακά πληθυσμό τρέχει με ρυθμό που στην πραγματικότητα ξεπερνά το 30%. Οι ανισορροπίες και οι στρεβλώσεις που έχει υποστεί ολόκληρο το οικονομικό σύστημα της χώρας εδώ και 10ετίες, χρειάζεται πλέον στοχευμένα και βαθιά μέτρα που θα αλλάξουν τα απαρχαιομένα δεδομένα και κατεστημένα στουςεπιμέρους κλάδους.Από αυτή την μέγγενη δεν μπορεί να ξεφύγει και ο κλάδος της ακτοπλοϊας, ο οποίος επιτελεί, μεγάλο κοινωνικό έργο, αφού εξασφαλίζει την συγκοινωνιακή συνέχεια του νησιωτικού μας χώρου. Η ενίσχυσή της αποτελεί απαραίτητη προϋπόθεση για την αξιοποίηση των αναπτυξιακών δυνατοτήτων του Ελληνικού κράτους και επιβάλλεται να συνιστά απόλυτη προτεραιότητα όλων των εμπλεκομένων φορέων και όχι μόνο του υπουργείου. Είναι πασίδηλο εδώ και τέσσερα πλέον χρόνια ότι ο κλάδος αδυνατεί να λειτουργεί με όφελος όχι απλά επιχειρηματικό αλλά και με όφελος μόνο κοινωνικό, αφού η απουσία ζήτησης για ακτοπλοϊκές μεταφορές καθιστά την δραστηριοποίηση πλοίων όχι μονάχα σε συγκεκριμένες γραμμές αλλά γενικότερα απαγορευτική τουλάχιστον επιχειρησιακά.Παράλληλα, έιναι γεγονός ότι το υπουργείο Ναυτιλίας και Αιγαίου προχωρήσε πρόσφατα στην υπογραφή υπουργικών αποφάσεων για την ενίσχυση της ανταγωνιστικότητας του υπό ελληνική σημαία επιβατηγών πλοίων στην Αδριατική, ενώ με άλλη απόφασή του καταργεί ένα μεγάλο μέρος υποχρεωτικών εκπτώσεων, που οι ακτοπλόοι θεωρούσαν καταχρηστικές επί σειρά ετών. Πρόκειται όμως για αποφάσεις που πρακτικά

μένουν στα χαρτιά, τουλάχιστον για την θερινή περίοδο, αφού ουσιαστικά δεν εφαρμόζονται από τις εταιρείες διότι δεν επιθυμούν κατά την λεγόμενη «υψηλή» περίοδο να μειώσουν το επίπεδο των προσφερόμενων υπηρεσιών προς τους επιβάτες. Η εφαρμογή όμως των εν λόγω αποφάσεων κατά τη χειμερινή περίοδο ενδεχομένως να επιφέρει τα επιθυμητά για τις εταιρείες αποτελέσματα.Το θέμα της ανταγωνιστικότητας της ιταλικής έναντι της ελληνικής σημαίας αφορά κυρίως στην οικονομική στήριξη του ιταλικού κράτους προς τις ναυτιλιακές εταιρείες και είναι ξεκάθαρο από όλους τους εμπλεκόμενους. Η ιταλική κυβέρνηση, έχει την δυνατότητα και επιδοτεί τις ασφαλιστικές εισφορές, ενέργεια που είναι απολύτως συμβατή με την κοινοτική νομοθεσία. Η πολιτική επιδοτήσεων του ιταλικού κράτους προς τις ακτοπλοϊκές εταιρείες που τα πλοία τους φέρουν την ιταλική σημαία συμπληρώνεται με την παρακράτηση των φόρων μισθωτών υπηρεσιών που εισπράττουν οι εταιρείες από τους εργαζομένους στα πλοία τους. Σύμφωνα με υπολογισμούς που έχουν προβεί κατά καιρούς οι ακτοπλοϊκές εταιρείες, το μισθολογικό κόστος των πλοίων που φέρουν την ελληνική σημαία είναι περίπου 50% υψηλότερο από εκείνο πλοίων που φέρουν την ιταλική σημαία.Σε αυτό το πολυσύνθετο επιχειρηματικό παζλ προστίθεται πλέον και η Τρόικα η οποία μέσω της εφαρμογής συγκεκριμένων μνημονιακών μέτρων επιδιώκει μονοδιάστατα τον περιορισμό του εργασιακού κόστος, ενώ παράλληλα αδυνατεί να κατανοήσει την ανάγκη λήψης μέτρων ανάπτυξης που αφορούν στη μείωση του ΦΠΑ και του κόστους ταξιδίου, ενέργειες που θα είχαν πολλαπλά θετικά αποτελέσματα, μικρά ή μεγάλα, στην αύξηση της κίνησης και του τουρισμού και της οικονομικής ζωής της χώρας. Τα δύο προαναφερόμενα σημαντικά αυτά ζήτήματα είναι βέβαια αρμοδιότητας του Υπουργείου Οικονομικών και του ΥΠΕΚΑ. Σε μία περίοδο που η αγοραστική δύναμη βαίνει συνεχώς μειούμενη, το ύψος των ναύλων για ακτοπλοϊκές μεταφορές είναι πολύ μεγάλο θέμα, καθώς επηρεάζεται από παράγοντες που δεν μπορούν να ελέγξουν οι εταιρείες, όπως είναι τα καύσιμα, η υψηλή φορολόγηση και οι κρατήσεις υπέρ τρίτων. Ο ΦΠΑ, 13% για τους επιβάτες και 23% για τα οχήματα, είναι ο πιο υψηλός στην Ευρώπη. Επίσης υπάρχουν ακόμη τα λιμενικά τέλη, τα οποία επί της ουσίας στερούνται ανταποδοτικότητας και ο επίναυλος 3%. Σε όλες τις ευρωπαϊκές χώρες οι θαλάσσιες συγκοινωνίες επιδοτούνται, ενώ εφαρμόζονται πολύ χαμηλοί συντελεστές ΦΠΑ. Έχει υπολογιστεί από τους ακτοπλόους ότι η συνολική επιβάρυνση του εισιτηρίου από τη φορολογία και τις κρατήσεις υπέρ τρίτων είναι περίπου 22% στους επιβάτες, 32% στο αυτοκίνητο και 32% στα φορτηγά.Όσον αφορά στο καυτό ζήτημα των προμηθειών καυσίμων, οι ακτοπλόοι υποστηρίζουν ότι επιβαρύνονται με $17 δολάρια ανά τόνο για την τήρηση των λεγόμενων στρατηγικών αποθεμάτων, ποσό μεγαλύτερο από άλλες ευρωπαϊκές χώρες. Σε όλο αυτό το ακανθώδες πρόβλημα όμως καλούμαστε να προσθέσουμε τα στατιστικά δεδομένα για τον μήνα Ιούλιο (1-29) του Υπουργείου για την επιβατική κίνηση από το λιμάνι του Πειραιά για τα 5 τελευταία χρόνια και που επιβεβαιώνουν την διατήρηση της τραγικής εικόνας. Το 2009 είχαν ταξιδέψει 1.25εκ επιβάτες, το 2010 έπεσαν στο 1.14 εκ., το 2011 ακόμα περισσότερο, στο 1.08 εκ., το 2012 στις 895,298 ενώ φέτος έχουν ταξιδέψει 866,331. με το 2012, σημειώνει η κίνηση στον Αργοσαρωνικό φέτος, αφού έχουν επιβιβαστεί 317,947 επιβάτες από 298,831 πέρυσι. Το μοναδικό καλό σημάδι στην αγορά είναι η μείωση των μέσων τιμών του πετρελαίου κατά 10% κατά μέσα όρο στο επτάμηνο που πέρασε. Την ίδια αυτή περίοδο και εν μέσω καλοκαιρινής περιόδου η ΠΝΟ προειδοποιεί για απεργιακές κινητοποιήσεις και απέστειλε εξώδικο στο υπουργείο Ναυτιλίας και Αιγαίου ζητώντας να ακυρώσει την υπουργική απόφαση που επιτρέπει την υπογραφή ατομικών συμβάσεων στη ναυτιλία, από τη στιγμή που δεν υπάρχουν εν ενεργεία ΣΣΕ ανά κλάδο. Επίσης ζητά την απόσυρση άλλων υπουργικών αποφάσεων που προβλέπουν τη μείωσης της σύνθεσης πληρωμάτων στα πλοία της Αδριατικής, καθώς και την αποπληρωμή όλων των ναυτεργατών στους οποίους οφείλονται μισθοί από τις ακτοπλοϊκές εταιρείες. Αδιαμφισβήτητα, η τραγικότητα και πολυπλοκότητα του προβλήματος δεν έχουν ακόμα κατανοηθεί από όλους τους εμπλεκόμενους φορείς και ο κάθε ένας χωριστά αντιλαμβάνεται με διαφορετικό τρόπο την κατάσταση στηνοποία βρίσκεται ο κλάδος. Όμως, το οικονομικό, πολιτικό και κοινωνικό περιβάλλον σε τοπικό επίπεδο επιτάσσει για εξεύρεση κοινά αποδεκτών τρόπων περιορισμού της καταστροφής αφού κάτι τέτοιο θα επέφερε πολλαπλάσιες και ανεξέλεγκτες ζημιές. Η διαμόρφωση, τουλάχιστον σε αρχικό στάδιο, πνεύματος συνεργασίας των εμπλεκομένων στην αλυσίδα που λέγεται ελληνική ακτοπλοΐα αποτελεί θεμέλιο για αυτό που, ως αναλυτές της εν λόγω αγοράς κρούουμε τον κώδωνα αρκετά χρόνια τώρα, επιβάλλεται να εφαρμοστεί άμεσα και σε όλα τα στάδια της συγκεκριμένης επιχειρηματικής δραστηριότητας: Επανασχεδιασμός, Αναδιάρθρωση και Ανασυγκρότηση. Το τρίπτυχο αυτό αφορά σε άμεσο επίπεδο τον κλάδο, η εφαρμογή όμως των επιμέρους ενεργειών και δράσεων αφορά και τους υπόλοιπους εμπλεκόμενους φορείς, την πολιτεία, τα συνδικάτα και τα τραπεζικά ιδρύματα. Ο εξορθολογισμός του κλάδου δεν εναπόκεινται μονάχα στον εξορθολογισμό του κόστους λειτουργίας των πλοίων αλλά στον τρόπο λειτουργίας της κάθεμιας εταιρείας. Έτσι, σε επίπεδο αναδιαμόρφωσης του λειτουργικού μοντέλου των εταιρειών η ελαχιστοποίηση του ΦΠΑ θα συνδράμει σαφώς στον επιμερισμό των οφελειών σε ολόκληρο το τουριστικό προιόν της χώρας και όχι μόνο στην ακτοπλοία. Επίσης σε λειτουργικό επίπεδο, οι εταιρείες θα έπρεπε να τους δίνεται η δυνατότητα να έχουν ευελιξία στον αριθμό του ξενοδοχειακού προσωπικού ανάλογα με τον αριθμό των επιβατων και της ζήτησης ανά περίοδο. Παράλληλα, θα μπορούσε να εφαρμοστεί συνολικός και κοινός τρόπος προμηθειών καθώς και υπηρεσιών όπως, ασφάλειες H&M , καλύψεις P&I κλπ. Μια ακόμα ενδιαφέρουσα πρόταση που έχει τεθεί (Δρ. Α. Κορρές) είναι η εφαρμογή ενός μοντέλου χρονοναύλωσης των πλοίων καθώς θα εξαλείψει την εποχικότητα και τα κόστη καυσίμων που αποτελούν τα κύρια προβλήματα στην δραστηριοποίηση των πλοίων. Κατά αυτόν τον τρόπο οι ναυλωτές θα εκδίδουν εισιτήρια από τα οποία θα πληρώνουν για την ναύλωση, τα καύσιμα και τα λιμενικά τέλη των πλοίων όπως είναι η πρακτική για τις ναυλώσεις στην ναυτιλία γενικά. Οι χρονοναυλωτές θα έχουν και την δυνατότητα να διαπραγματευτούν συνολικά την αγορά καυσίμων και τα προιόντα αντιστάθμισης κινδύνου σε καύσιμα και συνάλλαγμα. Ένα πολύ σημαντικό ζήτημα που αφορά στον παραπάνω τρίπτυχο είναι και η διαχείριση των λογιστικών απο-μειώσεων των αξιών των πλοίων όλων των εταιρειών αφού η αύξησή τους από το 2011 στο 2012 ήταν της τάξης του 68% και ανήλθε στα €93εκ. Δεδομένης της οικονομικής συγκυρίας, η πολιτεία θα πρέπει σε συνεννόηση με την Τρόικα και τις εταιρείες να διαμορφώσει ένα μοντέλο χειρισμού των λογιστικών αυτών απο-μειώσεων ώστε, αφού τα Διεθνή ΛογιστικάΠρότυπα επιτρέπουν όταν η αγορά καλυτερεύσει οι χαμένες αξίες σε λογιστικό επίπεδο να ανακτηθούν, να «μεταφερθούν» προσωρινά σε έναν μηχανισμό ή σε έναν άλλο οργανισμό έιτε ανά εταιρεία είτε συνολικά, που να εγγυάται και να καλύπτει την λογιστική αυτή ζημία κατά την κατά την περίοδο της πτωτικής αγοράς έως την αναστροφή της. Η νέα πολιτική ηγεσία του Υπουργείου Ναυτιλίας και Αιγαίου δεν θα μπορούσε να είναι αντιμέτωπη με μεγαλύτερα προβλήματα από τα σημερινά γιατί απλά η

κατηφόρα συνεχίζεται παρά τις δραστικές και σε κάποιο βαθμό επιτυχημένες αποφάσεις της προηγούμενης ηγεσίας. Σε αυτό λοιπόν το κομβικό σημείο, η πεπειραμένη στο ναυτιλιακό κλάδο νέα ηγεσία, δεν επιτρέπεται να μείνει άπραγη κι απλά να αφήσει τον “πολιτικό χρόνο” να εξανεμισθεί. Επιβάλλεται να δώσει ιδιαίτερη έμφαση στην αναδιοργάνωση του δικτύου αλλά και την ενίσχυση της ρευστότητας. Το πρώτο γίνεται άμεσα, αφού δεκάδες μελέτες έχουν συνταχθεί από διανοούμενους της ναυτιλίας, καθηγητές των κεντρικών και παραμεθόριων πανεπιστημίων και έχουν πληρωθεί στο σπάταλο παρελθόν ενώ είναι βέβαιο ότι κάποια από αυτές θα είναι χρήσιμη και θα χαίρει κοινής αποδοχής. Το έχουμε πει και το επαναλαμβάνουμε: δεν υπάρχει χώρος για νέες μελέτες και νέα έξοδα. Έχουν γίνει πολλά και πολλά από αυτά πρέπει να αξιοποιηθούν τώρα και να γίνει επιτέλους ο νέος σχεδιασμός της ακτοπλοϊκής αγοράς. Λαμβάνοντας τις σχετικές αποφάσεις, το Υπουργείο πρέπει και οφείλει να συνεχίσει το έργο της ενημέρωσης της κοινωνίας και ειδικότερα της νησιωτικής χώρας, καταστήσει σαφέστατο το πρόβλημα της ακτοπλοΐας στους ναυτεργάτες συνδικαλιστές και όλοι μαζί με τους πλοιοκτήτες/διαχειριστές να προχωρήσουν στην υλοποίηση του σχεδιασμού της νέας ακτοπλοΐας της χώρας που σε καμία περίπτωση δεν θα είναι “της φτώχιας” όπως πολλοί μπορεί να φοβούνται, αφού και ο στόλος θα μπορέσει να παραμείνει νέος και οι Έλληνες ναυτικοί θα εργάζονται επάνω στα πλοία προσφέροντας τις πολύτιμες υπηρεσίες στους χρήστες, Έλληνες και ξένους. Στο θέμα της ρευστότητας, πέραν των λογιστικών θεμάτων που αναπτύχθηκαν στην παρούσα μελέτη, οι προτάσεις ή λύσεις είναι κατά την γνώμη μας μονόδρομος. Πρέπει άμεσα να γίνει εφαρμογή νέου μοντέλου επιδοτήσεων αντίστοιχο αυτών του Ευρωπαϊκού Βορά ή Νότου, αφού παντού εκτός της χώρας μας οι επιδοτήσεις είναι γενναίες και σύννομες με τον ευρωπαϊκό νόμο. Στη συγκεκριμένη ρύθμιση έχουν υποχρέωση να συμφωνήσουν οι δανειστές μας εκπροσωπούμενοι από την Τρόικα. Δεν νοείται η Ελλάδα να παραμένει εκτός σταθερής τροχιάς μεταφορικού έργου της Ευρωπαϊκής Ένωσης ή οι πολιτικές επιδοτήσεων να συμμερίζονται ιδεολογικές πλατφόρμες κρατικών μονοπωλίων και να μην επιχειρείται η λύση. Παράλληλα με τα παραπάνω, η επίλυση του προβληματικού δανεισμού είναι μονόδρομος. Οι αρχικοί και εναπομείναντες δανειστές της Ελληνικής Ακτοπλοΐας είναι κυρίως οι Ελληνικές και Γερμανικές Τράπεζες. Για να μπορέσουν αυτές να βοηθήσουν τον κλάδο, θα πρέπει τα εναπομείναντα δάνεια τους να αναχρηματοδοτηθούν από επενδυτικές τράπεζες της Ευρωζώνης και μετά την άμεση ελάφρυνση τους, οι ίδιες αυτές τράπεζες να υποχρεωθούν να διαθέσουν κεφάλαια εποχικής στήριξης της αγοράς κυρίως τους χειμερινούς μήνες αποφεύγοντας έτσι την ισχυρή πιθανότητα κατάρρευσης του κλάδου. Εξάλλου, η ιστορία έως τώρα έχει δείξει ότι οι τράπεζες που στηρίζουν ορθολογικά τις ακτοπλοικές εταιρείες δεν έχουν χάσει. Οι εταιρείες οφείλουν να συνεχίσουν το επίπονο έργο της μείωσης του κόστους λειτουργίας τους, να περιορίσουν ακόμη παραπάνω τις ανταγωνιστικές στρατηγικές και δράσεις τόσο στα οικονομικά όσο και στα γραφειοκρατικά θέματα και να εξηγήσουν ακόμη πιο απλά και καλύτερα τον μεγάλο κίνδυνο κατάρρευσης που διατρέχουν. Νέες επενδύσεις δεν μπορούν να υπάρξουν στο άμεσο μέλλον αλλά αυτό δεν είναι ανησυχητικό αφού ο μέσος όρος ηλικίας του στόλου είναι ακόμη σχετικά μικρός.Τέλος, συστήνουμε στους χρήστες των δημοσίων υπηρεσιών των ακτοπλοϊκών πλοίων, επιβάτες και μεταφορείς, να προσεγγίζουν το πρόβλημα με μεγαλύτερη σοβαρότητα και σκεπτικισμό περιορίζοντας τις απαιτήσεις για συχνότητα η ταχύτητα της οποιασδήποτε σύνδεσης. Έχουν όλοι, ακόμη και σήμερα, την δυνατότητα σχεδιασμού των αναγκών τους και το ευτύχημα είναι ότι ακόμη και στο “μάτι του κυκλώνα” που πλέει το πλοίο της ελληνικής οικονομίας αλλά και ο ακτοπλοϊκός στόλος, όλα τα ελληνικά νησιά συνδέονται με την ηπειρωτική Ελλάδα εξυπηρετούνται με ασφαλή και ποιοτικά πλοία τα περισσότερα των οποίων είναι υψηλών προδιαγραφών. Είναι μεγάλη ευκαιρία μέσα στον χρηματοοικονομικό πάτο που βρίσκεται η Ελληνική Ακτοπλοϊκή Αγορά να νοικοκυρευτεί και να ανασυρθεί με μαργαριτάρια γιατί αυτό αξίζει σε όλους τους Έλληνες που είναι και οι κύριοι χρήστες της.

Veteran Salvage Master Shelby Harris Assumes New Leadership Role within TITAN

Veteran Salvage Master Shelby Harris has been named TITAN Salvage’s new director of marine operations in Asia, where he will bring more than 15 years of experience responding to large-scale domestic and international salvage and wreck removal projects. He will be based out of the company’s Singapore office and equip-ment depot, a 45,000-square-foot site west of the city, and report to TITAN’s Director of Operations Patrick Keenan.Harris will be in charge of spearheading operational efforts and continuing to strengthen the team in the region, where TITAN has continued to grow its presence, response and capabilities since open-ing there in 2009. “Shelby is one of the most experienced, innovative

and successful salvage masters in our industry,” said Keenan. “His technical acumen and operational focus will blend perfectly with the commercial expertise of our Asia General Manager Chandran Mathavan. Their leadership will help us become an even more formidable force in the region for both wreck removal and marine emergency response.”“Because we have salvors we can rely on like Shelby, we are able to take risks others can’t, said TITAN Managing Director Rich Habib. “He is a great fit for this role and will help us continue to meet the operational excellence our customers have come to expect with every project.” Harris joined TITAN in 1998 as a commercial diver shortly after graduating from the Divers Institute of Technology in Seattle. He quickly moved up the organization with roles of increas-ing responsibility to his most current position as salvage master, which he assumed in 2004 after being part of more than a dozen large-scale projects – responding to several wreck removal and emer-gency response activities throughout the world, including those in the Western Pacific and Indian Oceans. He also recently coordinated a 70-man dive team for grouting operations on the stabilization phase of the ongoing Costa Concordia project off the island of Giglio, Italy, and helped ensure the successful wreck removal of the New Carissa off Coos Bay, Oregon. Harris’ work has also been featured in several news publications and TV news segments.

Norwegian Cruise Line confirms order for second Breakaway Plus vesselNorwegian Cruise Line announced today that it has confirmed an order for a second “Breakaway Plus” cruise ship with Meyer Werft GmbH of Papenburg, Germany for delivery in spring 2017. Along with the first Breakaway Plus ship, which is scheduled for delivery in October 2015, these two new vessels will be the largest in the line’s fleet at approximately 163.000 gross tons and 4.200 passenger berths each and will be similar in design and innovation to the line’s current Breakaway-class, the first of which, Norwegian Breakaway, launched in New York in early May.The combined contract cost of the two Breakaway Plus-class ships is approximately €1,4 billion. Stena Bulk saves SEK 65 million with efficiency-enhancing measuresAt the beginning of this year, Stena Bulk initiated a project where tra-ditional energy efficiency and reduced bunker fuel consumption were expanded by the addition of increased efficiency from a more com-mercial and operational perspective. The relationship between freight and bunker fuel will be maximised still further. Enhancing efficiency will also lower the environmental impact by reducing sulphur oxide emissions by around 1,400 metric tons in 2013.Half of the SEK 65 million in savings on an annual basis is considered to be related to technology and half to commercial and operational measures. “We have always been at the cutting edge when it comes to technological developments, but now we have also succeeded in achieving operational excellence, which is having a major impact. We are delighted to see that our ambitious project for increasing energy efficiency, where we are working with a specific energy budget for each vessel and voyage, has had immediate and very positive results”, says Erik Hånell, President and CEO of Stena Bulk.Stena has long been known for its innovative ship designs and its utilisation of the latest technology to improve energy efficiency and reduce bunker fuel consumption.Today, the company operates an extremely modern fleet where the performance of the new Suezmax tankers is the best in their class. Compared with vessels of the same type built only 2-3 years ago, bunker fuel consumption is 25 percent lower and compared with older tonnage from the end of the 1990s, it is as much as 40 percent lower.

Danish-Greek maritime cooperation honoured with prestigious export award

H.R.H. Prince Henrik of Denmark presented the “Diploma of the Danish Export Association and His Royal Highness Prince Henrik´ s Medal of Honour” to Mr Theodoros Vourakidis, Sales Director of the renowned company M.I.E. Co. Ltd..

Since the Danish company Scandinavian Boiler Services began coop-erating with M.I.E. in 2007 their turnover in Greece has increased more than tenfold. “That is a significant increase, which can be attrib-uted to the Greek partner’s very active sales performance, absolute reliability and fine reputation in the market. The maritime industry does not need speak with one voice so much as to deliver one message.

To achieve this all sectors of the shipping industry have to improve cooperation between themselves and work together. Shipping is an over-regulated industry and much of the blame for this lies with the industry which has allowed the regulators to have pretty much a free hand and the time has come to declare, “enough is enough”.“We are the biggest industry in the world and it is time it was realised that without shipping half the world starve and the other half freeze,” said Spyros M Polemis, when as chairman he launched The Liberty Congress, June 20.

Since its arrival in Piraeus, in 2009, the restored HELLAS LIBERTY has helped foster all which is good in shipping, playing host to events and visitors with an affinity to maritime industry and its traditions. One of the last three surviving Liberty ships which played such an important part in re-laying the foundation of Greek shipping after the Second World War, the HELLAS LIBERTY was therefore the perfect location for a powerful group of shipping leaders to discuss with the Greek shipping community ways of enhancing cooperation and sharing responsibility amongst all stakeholders so as to improve the quality of service and the image of the shipping industry.

Led by Mr Polemis, former chairman of ICS and president of ISF, more than 220 delegates registered for the 1st Liberty Congress, which mixed presentations with four lively hour-long Q & A sessions. Nearly 12 hours of discussion took place during the day.After opening remarks by Mr Polemis and a keynote address by Efthimios E Mitropoulos, Imo secretary general Emeritus, presenta-tions were made by the chairmen of IMIF, The Baltic Exchange, Bimco, Intertanko, Intercargo, IACS and the chief executive officers of banks,

shipping companies, shipbrokers, law firms and senior classification personnel.

Under the general theme ‘enhancing cooperation and sharing responsibility, Mr Polemis said “we have done much to improve quality” but “claims, disputes, and bad publicity” still abound.

“It’s time we say enough is enough. Governments have to do their part by deeds not just words,” said Mr Polemis.

Mr Mitropoulos, noted “the nature of the business forces competition between those in it”. He empha-sised the key to the industry’s strength is coordi-nation and cooperation and this can be achieved through the Imo. He warned however, “a group attitude could hurt Imo”.

Mr Mitropoulos also pointed out much has been done to improve the image of shipping, but said, “my word is my bond is in danger”.IMIF chairman, Jim Davis said “shipping people are still entrenched in their own ideas. He said shipping must ensure its rightful place in the world, but warned cargo owners “are looking closely at the cost of trans-portation” hence the entry into ownership of charterers. He said there is a way out of the present shipping crisis, “but it will be painful”. “We can not longer push the problem back. We must fully realise the position is in a mess and we have to get out of it,” Davis told the forum.

Alexandros Tourkolias, ceo National Bank of Greece, also delivered a message of “the need for cooperation in a time in a timer when changes and adjustments have to be made”. He expressed doubts about the ability of some shipbuilders and their drive to win orders. “Banks and bankers do not pay too much attention to the shipbuilder, and I believe in the years to come we may regret building these ships because of their quality,” said Mr Tourkolias.

Shipowner, George Gourdomichalis, chairman, G Bros Maritime, was one to noting an absence of charterers among delegates, claiming “they just want a cheap ship” and are “not prepared to share any risk”. “They even want to put their own guards on board,” he said while calling for more transparency on the part of charterers, who are now seeking to become shipowners.

David Beard, senior director SSY, said owners have allowed charterers to put conditions in charter parties when allow them to “build a ring of steel to protect themsevles”. He agreed charterers have been able to do this, because of the state of the market.With speaker after speaker pointing out charterers seemingly turned down an invitation to the forum, and shipyards also took a similar line, Baltic Exchange chairman, Quentin Soanes, suggested owner bodies like

Intercargo and Intertanko should “set up a vetting scheme for charterers”.

Manolis Vordonis, former executive director of Thenamaris Ships Management noted the forum “was a very different gathering to the usual industry event”. While charterers were coming in for considerable criticism, Mr Vordonis said the ship’s master, the crew and the managers should cooperate with the charterers, so that all aspects of the voyage are executed as efficiently as possible.

As the forum proceeded, it became evident delegates felt the need for shipping to speak with “one voice” was not as important as “to deliver the same message”. The fragmented nature of the industry “does not work in our favour,” said Graham Westgarth, Intertanko chairman. “We need to adopt common positions on key issues, not amalgamate. When issues arise we should develop a task force and call on expert advice to work as one.”

Bimco president, John Denholm, said politicians are “not against ship-ping”, they “just lack experience”. “The industry should supply the knowledge and engage with politicians early and with energy if we are to stop this flow of well-intentioned regulation,” said Mr Denholm.

John Platsidakis, chairman of Intercargo, saw different views as being “vital”, but said “we need to work together, not in conflict”.ICS secretary general, Peter Hinchliffe, said regulators expect the indus-try to speak with one voice, because “ultimately when the industry is united better results are achieved for the common good”.Dirk Fry, president Columbia Shipmanagement, outlined the philosophy of the Prompt Payment Code, which he said “is about encouraging and prompting best practice between organisations and their counterparties”. Mr Fry explained the PPC was established in 2009 and that now there are more then 1,500 companies signed up to it. Indeed, before the forum closed, Mr Fry was seen in discussion with interested Greek service com-panies wanting to know more about PPC. Philippe Donche-Gay, head of Marine & Offshore Division, BV, said it was up to ship owners and class to work together with Imo regarding the application of rules and regulations, with the goal of “ensuring a level playing field within the shipping industry”. He said through Imo the industry can work to ensure agreement on sensible rules and assist in developing programmes for preventing PSC detentions for quality shipping.

Kirsi Tikka, president, ABS, Europe said an industry which embraces cooperation and sharing of responsibility, would result in a raising of standards “by raising awareness among industry stake holders” and this would “ultimately have an impact on the quality of the ship and the qual-ity of the service”. Though, like charterers, shipyard representatives were tin on the ground, Stavros Hatzigrigoris, md Maran Tankers Management, called for coop-eration at the ship design stage between owners, shipyards and classifica-tion societies. He said this was especially necessary at this time “in order to produce more efficient vessels best suited for the particular trade”.

Ioannis Kourmatzis, coo, Division Europe and North Africa, DNV, took a similar line saying how important it is for all parties to liaise in the development of optimum vessels for the future. Kourmatzis pointed out shipyards need to plan ahead to be cost effective in providing a quality product. He also stressed that from an environmental point of view it is necessary for all parties to start with a clean sheet of paper, “beginning with a design of new hull lines, so the ships of the future are as efficient as today’s technology can produce”.IACS chairman, Tom Boardley, said regulations through consultation, will lead to a strong foundation for the future. He said governments need to liaise much more closely with shipowners, class societies and ship-yards, before regulations are decide, or “even before regulators proposals are finalised”. Mr Boardley welcomed good regulation, but insisted for that to happen “the consultation has to start before positions become entrenched”. Yasushi Nakamura, esxecutive VP, ClassNK, spoke of the “need for a connecting bridge between shipowners and class” and proposed a joint approach to r&d with yards and shipowners. Mr Nakamura said when it comes to new green technology, there is a need to prioritise the various elements that have to be adopted and there influence ship designs, and what the cost benefit analysis would reveal.He outlined some ClassNK research projects and suggested all stakehold-ers to share the cost, something that interested Captain Panayiotis Tsakos and Mr Mitropoulos, founder and chairman respectively, of the Maria Tsakos Foundation which has established a Scientific Council with the aim of filling any vacuum in the broad field of maritime research. Among panelists to make comments were Panayiotis Tsakos, founder Tsakos Group; Harry Vafias, ceo StealthGas; Leonidas Polemis, ceo Remi Maritime; and Chris Turner, technical manager, Cockett Marine Oil.The Liberty Congress was sponsored by : ABS, ClassNK, Bureau Veritas, Setel Hellas, Furuno, Cisco, Aspida Maritime Security, Safe Ship Investment Fund, Lloyd’s Register, Navios Maritime Holdings, Korean Register, DNV, Wartsila and Golden Star Ferries.

Proceeds from the event went to the non-profit organisation, Friends of the Liberty and support the maintenance of the Liberty Museum, as well as the charities:

ARGO (In support of children of seafarers with special needs); The Mission to Seafarers; RNLI (Royal National Lifeboat Institution; Sailors Society; MDA (Muscular Dystrophy Association); and CHARA (Centre for People with Special Needs)In parallel, with the forum, the ‘Liberty Challenge’, yacht race took place. This event, was a combination of two yachting events which have common goals to inspire people to learn from past experiences and work together for a better future. It recognized that the Liberty Enterprise and the Yacht Club of Andros have a strong historical past with a vision to keep the memories alive through educating people about the benefits of seamanship, camaraderie, professionalism and teamwork for a common goal. The ‘Liberty Challenge’ sailing regatta, centered on the 46th Andros Yacht Club race, an event of 72 mile from Vouliagmeni Bay which start-ing June 21 and travelling through the night to Xora Bay, Andros and provided another unique opportunity for people to bond under the chal-lenging environment of competitive sailing whilst also sampling the spirit of the Aegean Sea and Cyclades coastline.

Customers return for more rudder Ecospeed applicationsOver the last two month the rudders of several types of vessels were given an Ecospeed protective coating at yards in China and Estonia. In total eight vessels, including some newbuilds, belonging to five different owners were treated. Four of these owners were returning customers.These owners had experienced firsthand the devastating effect of cavita-tion on rudders coated with a traditional coating system. For this reason they decided to use Ecospeed to ensure lasting protection against corro-sion and erosion damage for the rudders of their vessels for the remain-der of their service life. Tests in a flow channel, carried out in Grenoble, have confirmed that Ecospeed performs extremely well under severe cavitation. This has been backed up by many success stories. The rudder of the 195-meter container vessel, Marie Delmas, for instance, was still in excellent condition when the ship came into drydock after sailing for five years with Ecospeed.Protection of your rudders is best begun at the newbuild phaseWhen a vessel comes into drydock, maintenance of its stern area, espe-cially cavitation damage repair, can take a long time. There are strict procedures concerning blasting, painting, welding and propeller and stern tube seal work. Painting is then assigned to the end of the schedule. As a consequence it may be rushed or not get done at all or else prolongs the stay in drydock. With an Ecospeed application one can avoid these problems from day one because the underwater hull will not need to be

repainted during drydocking. Ecospeed will remain intact for the life-time of the vessel and is guaranteed for ten years. At the most, touch-ups amounting to less than 1% of the surface area will be required. Planning the maintenance of the vessel’s stern area therefore becomes much easier. The newbuild phase is the perfect time to apply Ecospeed, but the coating can also be used to protect vessels that have been in service for some time and are already facing cavitation and corrosion damage.Ecospeed’s flexibility makes it easy to adapt the application schedule to the rest of the activities scheduled at the shipyard or drydock in a way which does not interfere with them. Overcoating time can be as short as three hours, which means that for smaller surfaces such as rudders or bow thrusters the two coats required can usually be applied in one single day.ConclusionMore and more owners have applied Ecospeed on the rudders of a large part of their fleet or include Ecospeed in the rudder specs of their new-build vessels. These owners invest in the right coating system to protect their rudders because they know that the savings will be there.A large number of rudders have now been coated with Ecospeed with 100% success. In all cases where Ecospeed has been standardly applied, the rudders suffered no cavitation damage and did not need to be recoated.

GL Young Professionals Award: Innovators for EfficiencyAt a ceremony held at the Nor-Shipping maritime exhibition in Oslo, classification society Germanischer Lloyd (GL) rewarded three young engineers for their outstanding scientific research with the GL Young Professionals Award. As well as seeking out the best new research, the Awards aim to support the best young engineers in the Maritime field and to demonstrate how varied and exciting the engineering profession can be. This year’s awards topic centred on a key area for the future of shipping, asking for theses which presented “Innovative Ideas to Increase the Efficiency of Ships and/or their Operation”.Dr Pierre C Sames, GL Senior Vice President and Head of Research and Rule Development presented the prizes, which range in value from 1,000 to 3,000 Euro to winners from Greece and Germany. Mr Lampros Nikolopoulos of the National Technical University of Athens received the top honour and a first prize of €3,000 for his paper: “Holistic Methodology for the Optimization of Tanker Design and Operation and its Applications”.Second prize and with it an award of €2,000 was given to Ms Eva Binkowski from the University of Rostock for her paper: “Optimisation of a parametrically modelled container-ship for power taking into account predicted operational profiles”. Mr Hannes Lindner of the University of Rostock was awarded third prize and €1,000 for his paper “Verification and Validation of numeric towing test with a ship model free to trim and submerge”. Harbour expansion will boost growth potential of Port of Esbjerg

The largest harbour in Denmark expands when the Port of Esbjerg’s new Østhavn (“East Harbour”) opens Friday 21 June. The 650,000 square metre expansion of the harbour will consolidate Esbjerg’s position as the leading North Sea port for the wind turbine industry and increase its potential to develop and grow other business areas. Esbjerg is the EnergyMetropolis of Denmark, and has recently been nominated to become a member city of the exclusive World Energy City Partnership. Grand openingThe opening ceremony will be attended by the Mayor of Esbjerg, Johnny Søtrup and the Danish Minister of Transport, Henrik Dam Kristensen. To indicate the significance for the entire city, all citizens of Esbjerg are afterwards invited to a harbour festival with music and entertainment.

The new section of the harbour in Esbjerg covers 650,000 square metres, the equivalent of about 100 football pitches. It has taken two years to build and the investment amounts to approximately 100 millioner euro. Designed for offshore wind turbinesRepresentatives from the wind turbine industry will be the first to move into the new area, which features facilities specially designed for testing, pre-assembly and shipping of offshore wind turbines. Yet the Østhavn is also designed to accommodate the needs of the oil and gas industry, as well as trailer (ro-ro) and container operators. Handling offshore wind turbine traffic has become more and more demanding with respect to infrastructure and harbour facilities. Our new Østhavn is big enough for even the largest of wind turbines. Having that capacity is crucial in the ever-more competitive market for offshore wind projects, says Port Director Ole Ingrisch, A strong international harbour in the EnergyMetropolis of Denmark Esbjerg’s Mayor Johnny Søttrup is pleased that the new harbour will enable the Port of Esbjerg to continue to meet demands in the future. He acknowledges that the success in Esbjerg by large is due to the enterpris-ing and adaptive nature of the city that has transformed entirely from fishery to business in the energy sector:- The development in the energy sector is rapid, and we experience a huge demand of offshore wind turbines in the North Sea. It is therefore essential that the Port of Esbjerg had vision and foresight to for instance expand the harbour. We are now not only able to meet demands but also to take an active part in shaping the future development, says Mayor Johnny Søtrup.

Gibdock brings in first Technip ship

Gibdock has underlined its growing reputation in the offshore vessel sector by securing its first dry docking contract from Technip, a world leader in project management, engineering and construction for the energy industry.

Wellservicer, a multi-role diving support vessel with subsea lift capability, has undergone an intensive and relatively complex class renewal docking at the Gibraltar yard, and has been deliv-ered back to Technip, ready for work.

Richard Beards, Gibdock Managing Director, said: “Gibdock’s work is characterised by its diversity and continues to involve a full range of vessel types. However, our location, quality of work and ability to redeliver on schedule is attracting a grow-ing number of high-end offshore vessel owners. It is a matter of pride that we executed this project to the exacting standards set by Technip.”

Gibdock staff undertook Technip’s Integrated Safe System of Work (ISSoW) programme, a course specific to the marine sector exemplifying the standards set for the owner’s fleet. All manual workers engaged in the project passed level 1, with Gibdock management undertaking level 3.

“We were keen to work with Gibdock because we knew their record for carrying out quality work, safely,” said Ricky McGowan, Capex Project Manager for Marine Operations at Technip. “Dealing with the shipyard was smooth, and they took a proactive approach to safety and embracing our ISSoW. Overall we were very happy with how the dry dock went.”

John Taylor, Gibdock Operations Director, said: “Technip has very demanding safety standards. As our offshore workload continues to grow, we are consistently demonstrating that our own safety regime is robust enough to meet the distinctive requirements set for this specialised market.”

The 111.4m long, 9158gt DP-class 3 Wellservicer arrived at Gibdock on May 6th and was successfully undocked on June 17th. After sev-eral days of afloat repairs, and sea trials, she returned to the yard for mobilisation work, before leaving for her next assignment in Canada.

The main scope of work included an extensive overhaul of the ship’s three tunnel thrusters and three azimuthing thrusters, which were removed to the yard’s workshops, disassembled and put through a rigorous maintenance programme before rebuilding.

Gibdock engineers worked in close collaboration with Technip’s sup-plier, Rolls Royce. It also included removal of the two small deck cranes and their replacement with two brand new five tonne capacity

units. This required deck plate modification, including work to under deck stiffeners.

Jonathan Pocock, Gibdock Ship Repair Manager, said: “There was a large amount of pipe modification and considerable steel work. We have carried out a number of deck crane replacements recently; this was different but we were able to draw on our past experience.”Other tasks included an upgrade to the fire line system, which involved fitting new pipework, and the erection of a significant amount of scaffolding. This was required in order to safely gain access to the helideck, and to carry out necessary works to the under deck supports.“Gibdock staff will remain ISSoW-certified for two years,” said Mr Taylor. “We are well prepared to offer our services for consideration by Technip in the near future.”

On Tuesday June 4th Lloyd’s Register held its 1st Hellenic Advisory Committee (HAC) of 2013 at the Piraeus Yacht Club. In their opening comments, Richard Sadler, Lloyd’s Register CEO, and Tom Boardley, Lloyd’s Register’s Marine Director - currently Chairman of IACS –, provided an update on recent developments across the Lloyd’s Register Group, the move to the Global Technology Centre in Southampton and the Group’s focus on technology and innovation. Mr Boardley also talked about the ways to best continue to influence the development of effective regulation in shipping. He emphasised the importance of making the most of both class and owners’ expertise, and a discussion followed on the governance of international shipping and on the commercial outlook for Classification.Tom Boardley together with Apostolos Poulovassilis, Regional Marine Manager for Europe, Middle East & Africa, provided an overview of the recently published report Global Marine Trends 2030, prepared by a team from Lloyd’s Register, Qinetiq and University of Strathclyde. Mr Boardley presented the scenarios assumed and the global drivers within the study – population, economy and natural resources, explaining their impact, the possible future development of trade in the main marine sec-tors including, for example, the impact that Australian gas production will have on the global energy trades. Mr Poulovassilis presented the Shipbuilding and Shipowning scenarios for 2030, specifically looking at bulkers, tankers, LNG and container-ships. One of the key highlight is that China will have a large market share of both shipbuilding and shipownership in all scenarios. For European owners their share of the world fleet is largest in the Global Commons scenario – in a world where there is far more co-operation, growth is stronger and all benefit. Overall, under these scenarios there is a positive outlook regarding Greek ownership during the next two decades, and the Greek fleet could grow at a rate of around 2.8% annually towards 2030.Dr Martin Stopford, President, Clarkson Research, gave the Committee his perspective of the scenarios for shipping, examining historical trends, the future outlook, the purpose of scenarios and a few words about basic guidelines for their formulation. Dr Stopford explained briefly that the shipping system, geopolitical changes, current commercial models and transport performance are factors that contribute to deriving to future scenarios. Mike James, Management Systems Business Director, addressed the Committee on Management Systems Developments in the Marine Industry. He emphasised the contribution and importance of management

systems that deal with energy efficiency, effectiveness, resources and mix, and the fast growing demand around them lately in the energy industry. He introduced ISO 50001, the Energy Management Systems certifica-tion standard, describing the benefits, including cost reduction, increased energy efficiency and security as well as improved environmental perfor-mance. The development of the ISO/PAS 28007 standard which provides guidelines for Private Maritime Security Companies (PMSC) providing privately contracted armed security personnel (PCASP) on board ships was also discussed.The Committee Chairman Theodore Veniamis, who chaired his second HAC Committee meeting since his election in 2011, summarised the pre-sentations, the various arguments and the discussion, also noting together with Mr Sadler the importance of classification societies working with owners and other stakeholders to achieve the best for the marine Industry. Mr Boardley’s contribution as chairman of IACS towards the latter goal was emphasised and noted with thanks by all.

Three months after Hydrex diver/technicians removed the bow thruster of a 294-meter container vessel in Tacoma, a Hydrex team once again mobilized to this location to reinstall the overhauled unit underwater with the use of the Hydrex flexible mobdock.The superintendent of the ship was very satisfied with the first part of the operation. The job was completed well within the available time frame thanks to good team work of the Hydrex divers, the ship staff and the floating crane operator. For this reason the customer asked Hydrex to take care of the reinstallation as well, which was carried out last month.Together with all the necessary equipment, the team mobilized from the Hydrex office in Clearwater, Florida to the vessel’s location. After they set up a monitoring station on a workboat, the team positioned the bow thruster onto a cradle. This cradle was designed especially for thruster operations. It can be adjusted to the size of the unit. In this manner the thruster is prevented from tipping over, making it much easier to handle. The Hydrex divers could lower the unit into the water and maneuver it inside the thruster tunnel in one take. The team positioned the bow thruster and secured the unit.

Norsafe awarded for best maritime safety product of 2013

The great annual ”Safety at Sea Awards” took place on board the famous English warship HMS Belfast in London. A record number of candidates were there to compete for the coveted trophies, and in the finale Norsafe was nominated for their newest free-fall lifeboat, GES50 MKIII. It was therefore a fantastic international recognition for Norsafe when the life-boat was named the winner and the best maritime safety equipment of 2013. Statements from the jury: ”The new free-fall lifeboat from Norsafe, GES50 MKIII, is one of the most advanced LSA equipment around, a real improvement to the lifeboat technology.” One judge added: ”If I had to abandon a ship in one of these boats, I would feel secure. A real life-saver.” The product is an advanced-technology, fully enclosed free-fall lifeboat for evacuation from ships, rigs and offshore constructions. GES50 MKIII provides secure and protected means of escape for persons on board vessels or platforms. The boat is designed to maximise safety at sea and to save lives when an emergency evacuation is necessary.Last year Norsafe conducted the extreme free-fall test with the newly developed free-fall lifeboat. It was tested from a drop height of 61.53m and has been certified for heights up to 47m. The GES50 MKIII is designed and manufactured according to the latest DNV-OS-E406 and SOLAS requirements. Its cutting edge technology has been well received globally and deliveries of more than 100 boats are being made to all continents, as the new standards increasingly are adopted worldwide.

The GES50 MKIII is the first model in a series of three newly developed Norsafe free-fall life-boats that comply with these new regulations.The boat is 50ft (14,9m) long and has a capacity for 70 persons of 100kg each. It is constructed with fire-resistant GRP (Glass fibre Reinforced Polyester). The mate-rials used in the lamination of the polyester, the components of the release hook and lifting pad eyes, the polyurethane buoyancy foam-filled space between the hull and the hull liner, and deck and deck liner are all IACS approved.The GES50 MKIII design and construction allows reliable low-mainte-nance standby and operation. The boat is designed for skid launch, and Norsafe has designed and built a complete new davit (SW50) for the boat. The new SW50 davit is a safe and easy operation davit, designed for mini-mum weight and maximum strength. Together, the new lifeboat and davit is rated as the safest lifeboat system in the world. Its solidity and strength of design provide safety and security at sea.

GL Exchange Forum - Report on MEPC’s 65th session

Germanischer Lloyd’s traditional recap of the latest session of the Marine Environment Protection Committee (MEPC) of International Maritime Organization (IMO), focused on the surprising developments at the 65th session. MPEC 65, held in London in May, saw the IMO potentially postpone the introduction of the TIER III NOx limits contained in regula-tion 13 of MARPOL Annex VI, scheduled to come into effect in 2016, to 2021.Apart from the turn around on NOx, the 65th Session saw adjustments to the compliance timeline for the Ballast Water Convention (BWC), development of the guidelines for cleaner ship recycling contained in the Hong Kong Convention, an expansion of the energy efficiency design index (EEDI) to cover additional ship types, new measures to promote greenhouse gas reduction in shipping including a proposed update to the IMO’s green house gas study, and the re-establishment of the correspon-dence group on ship recycling to finalise thresholds and exemptions to the Inventory of Hazardous Materials (IHM) guideline.

The forum was held at GL’s Head Office in Hamburg and more than 60 representatives from the maritime industry meet to consider the new measures, hear presentations from GL and industry experts, and discuss the likely impact of the changes for the industry.

NOx Tier III: possible delay of implementationMr Ralf Oldenburg from MAN Diesel & Turbo (MAN), looked at the most significant and for many surprising news from MEPC 65, the amendment to delay implementation of the NOx Tier III limits contained in regulation 13 of MARPOL Annex VI. Mr Oldenburg presented some of the systems MAN have developed to meet the requirements. These were well under development, he noted, with exhaust gas recirculation (EGR) and selective catalytic reduction (SCR) already having been shown to be able to meet the Tier III limits onboard test vessels.

All that remained, he said, was to bring these products to market - some-thing that would be easily achieved for the original 2016 entry into force date. The next session of the MEPC would determine the final outcome of the Tier III implementation date, he said, with a two thirds majority vote required to confirm the new 2021date.

Ballast waterThe BWC has yet to enter into force and the delay in its adoption meant

that the schedule for compliance on ballast water management (BWM) had had to be adjusted, explained Mr Ralf Plump, from GL’s Department of Safety and Environmental Research. It was agreed at MEPC 65 that the time line for compliance with the D2-Standard (ballast water treatment) of the BWC should be shifted so that all ships constructed before the entry into force date would have to comply with the D2-Standard at the first renewal survey of the International Oil Pollution Prevention certificate. Mr Plump noted that further to these changes discussion had arisen as to the timing and methods of sampling used for ballast water and the appli-cation of the Convention to offshore units and the use of drinking water as ballast was agreed upon.

EEDI - Expansion to new ship typesMEPC 62 saw the adoption of the Energy Efficiency Design Index (EEDI), the first ever industry wide global regulation to reduce carbon dioxide emissions.

The EEDI has been in force for most ship types from January 2013, Martin Köpke, GL expert on Safety & Environmental Research, outlined how MEPC 65 had seen the expansion of the EEDI to cover cruise pas-senger ships as well as all types of RoRo ships (RoRo cargo (vehicle car-riers), RoRo cargo, RoRo passenger ships) and LNG carriers. Also, from MEPC 65 onwards, icebreaking vessels will be exempt from the EEDI requirements, he said.

He noted that the session had also seen the adjustment of some of the correction values in the EEDI calculation, the Approval of the 2013 Guidance on treatment of innovative energy efficiency technologies, and the adoption of the 2013 Interim Guidelines for determining minimum propulsion power to maintain the manoeuvrability of ships in adverse conditions.

CO2 emissions - Technology Transfer and GHG StudyTorsten Mundt, Topic Manager Environmental Research at GL, outlined the new Resolution on Promotion of Technical Co-operation and Transfer of Technology relating to the Improvement of Energy Efficiency of Ships. The work item was designed to enable cooperation in the transfer of energy efficient technologies to developing countries, he said. The terms of reference for a study to update the greenhouse gas (GHG) emissions’ estimate for international shipping, were also adopted, he said, and this study would focus on updating the current IMO GHG Study from 2009 with its results due to be submitted for MEPC 66.

Ship RecyclingWith incoming EU regulations on ship recycling close likely to be implemented this year, the topic of safely and responsibly dealing with ships at the end of their lifecycle is a key one for international shipping. Mr Jens Rogge, GL Ship Recycling Lead Auditor, looked at some of the changes to the IMO regulations at MEPC 65. A working group had been established and agreed on changes to some of the general threshold values in the IHM guidelines, he said. Furthermore, a Correspondence Group continued to work on the exemptions and the terms of the IHM guidelines, which remain unchanged until MEPC 66.Image: GL’s Torsten Mundt at the Exchange Forum.

Διαβάζοντας κανείς την μυστηριώδη αυτή περικοπή της Οδύσσειας, που αναφέρεται σε πλοία τεχνητής νοημοσύνης, του δημιουργείται η εντύπωση ότι ο Όμηρος μας περιγράφει μία παλαιότερη τεχνολογία της ανθρωπότητος, κατά την οποία ο έλεγχος της σκέψης ήταν μία παραγματικότητα σε παλαιοτάτους και δύσκολα ανιχνεύσιμους χρόνους, και όχι στην εποχή των τόξων και των ακοντίων, τεχνολογία που είχε μείνει σαν ανάμνηση στην εποχή των Φαιάκων.Ποιά είναι όμως η σημερινή πραγματικότητα και ποιά σχέση μπορεί να έχει με τους υπαινιγμούς του Ομήρου που βάζει στο στόμα του βασιλιά των Φαιάκων Αλκινόου; Η υποψία έχει γίνει ποιά βεβαιότητα στις μεγάλες ανθρώπινες μάζες, που εγγίζουν πλέον τον ανησυχητικό αριθμό των 7 δισεκατομμυρίων ψυχών. Κάτι πολύ σοβαρό πρόκειται να συμβεί στην ανθρωπότητα, που θα είναι το αποτέλεσμα μακροχρονίων ερευνών της επιστήμης και της τεχνολογίας. Διάχυτη είναι πλέον η εντύπωση ότι τα όσα συμβαίνουν σήμερα στον πλανήτη δεν αποτελούν παροδικές “ιστορικές στιγμές”, που κάποτε θα περάσουν και η ανθρωπότητα θα επιστρέψει και πάλι ανέμελη στον ειδυλλιακό της βίο, με τους πολέμους της και την κολοπέρασή της, πολλαπλασιαζόμενη ασύμμετρα και ξεζουμίζοντας τον πλανήτη γιά περισσότερη ενέργεια, για περισσότερες τροφές, γιά περισσότερες ανέσεις , γιά περισσότερη…εξουσία, για περισσότερη διασκέδαση και για περισσότερη…δημοκρατία. Όλ’ αυτά αποτελούν μιά αυταπάτη και μιά φενάκη, μπροστά στις δυνατότητες που διαθέτει σήμερα η Νέα Τάξη πραγμάτων, η οποία αισθάνεται τόσο ισχυρή, καθώς έχει συγκεντρώσει στα χέρια

της πρωτοφανή επιστημονικά και τεχνολογικά επιτεύγματα, ώστε δεν διστάζει να επιβάλλει αναφανδόν και απροσχημάτιστα σχεδόν (όρα Λιβύη, Αίγυπτο, Συρία) τις θελήσεις της στους λαούς, χωρίς προσχήματα και χωρίς τον υπολογισμό του λεγομένου πολιτικού κόστους των τοπικών κυβερνήσεων (όρα και περίπτωση Ελλάδος), οι άνθρωποι των οποίων είναι απολύτως υποταγμένοι στις θελήσεις μιάς υπερτάτης εξουσίας, η οποία επισήμως και επί του παρόντος παραμένει αθέατη.

ΜΕ ΜΙΣΟΛΟΓΑ ΚΑΙ ΠΑΡΑΠΛΗΡΟΦΟΡΗΣΗ

Δεν είναι τυχαίο ότι ακόμη και στα πιό προηγμένα κράτη της Ευρώπης, επιβάλλονται σκληρά μέτρα λιτότητος στους λαούς, οι ηγέτες των οποίων αδιαφορούν γιά τις συνέπειες του πολιτικού κόστους, καθώς αυτές είναι αναλώσιμες, και δεν διστάζουν ακόμη και να στοιχηματίζουν την επανεκλογή τους, όχι υποσχόμενοι την κατάργηση ή έστω την επιβράδυνση της λιτότητος, αλλ’ απεναντίας, επαγγελόμενοι νέα σκληρά μέτρα και διαχειριζόμενοι την κρίση με διαφθορά και αναλγησία σε βάρος των λαών τους. Θα έλεγε κανείς ότι οι κυβερνήσεις έχουν στα χέρια τους κάποια μυστικά όπλα, στα οποία στηρίζονται και τα οποία είναι σε θέση να χρησιμοποιήσουν, όταν οι περιστάσεις το επιτρέψουν, δηλαδή, όταν εξεγερθούν οι λαοί. Είναι αλήθεια, ότι η ανθρωπότητα κατά τους δύο τελευταίους αιώνες έχει ανατραφεί με μισόλογα και με παραπληροφόρηση, όσον αφορά τις μυστικές έρευνες των επιστημόνων γύρω από κάθε

Ο ΠΥΡΗΝΙΚΟΣ ΟΛΕΘΡΟΣ

Όλοι γνωρίζουν ότι η ανθρωπότητα κρατά στα χέρια της το

μέσον της εν δυνάμει καταστροφής της: Τα πυρηνικά όπλα, η διασπορά των οποίων αποτελεί τον μεγάλο κίνδυνο ενός θερμοπυρηνικού πολέμου πλανητικών διαστάσεων. Όμως τα πυρηνικά αποτελούν την κορυφή του παγόβουνου. Πριν εκραγεί ένας θερμοπυρηνικός πόλεμος, οι συνέπειες του οποίου θα βλάψουν ακόμη και τους εμπνευστές του, η φαρέτρα της επιστήμης έχει πολλά όπλα γιά να επιβάλλει στις ανθρώπινες μάζες την θέληση των εξουσιαστών. Μία από τις εξουσιαστικές αυτές δυνατότητες, είναι ο μαζικός έλεγχος της σκέψης (Mass Mind Control), ο οποίος έχει φθάσει σε τέτοια επίπεδα προόδου, ώστε οι κάτοχοι του όπλου τούτου να είναι σε θέση να ελέγχουν ολόκληρους λαούς, πολλαπλασιάζοντας μέχρι βαθμού παροξυσμού, διάφορες ψυχολογικές εντάσεις. Οι αθέατοι που

ελέγχουν το παγκόσμιο οικονομικό και πολιτικό σύστημα, έχουν πλέον βεβαιωθεί, ότι εκείνος που ελέγχει την σκέψη του κόσμου, είναι ο κυρίαρχος του κόσμου.

ΟΙ ΑΠΟ ΑΕΡΟΣ ΨΕΚΑΣΜΟΙ

Πολλά λέγονται τον τελευταίο καιρό από τον πολύ κόσμο, ότι «κάποιοι μας ψεκάζουν», και επικαλούνται για την επιβεβαίωση των υποψιών τους, τις μεγάλες ευθείες γραμμές καπνού αεροσκαφών, που παραμένουν επί πολύ αδιάλυτες στα υψηλότερα στρώματα της ατμοσφαίρας. Οι υποψίες αυτές έχουν ενισχυθεί και από τις απόψεις που έχουν διατυπώσει και διατυπώνουν διαρκώς αρμόδιοι

επιστήμονες. Η αλήθεια είναι ότι οι ψεκασμοί αυτοί, που διενεργούνται πειραματικά από την δεκαετία του ’80, αποσκοπούν κυρίως στον έλεγχο του κλίματος. Εκείνο όμως που δεν γνωρίζει ο πολύς κόσμος, είναι ότι οι πειραματισμοί στην ιονόσφαιρα αποσκοπούν κυρίως στην ανάπτυξη της δυνατότητας του Mass Mind Control. Πράγματι, οποιαδήποτε ηλεκτρική διαταραχή που προκαλείται με τεχνητά μέσα στην ιονόσφαιρα, επιστρέφει στην Γη με την συχνότητα του 1 – 20 hertz. Αλλά σ’ αυτή την συχνότητα λειτουργεί ο εγκέφαλος του ανθρώπου – ίσως και άλλων εμβίων όντων – που αποτελεί ένα ηλεκτροχημικό σύστημα νευρώνων, διά των οποίων μεταβιβάζονται όλοι οι ψυχοσωματικοί ερεθισμοί. Όπως έχουν διαπιστώσει οι επιστήμονες, οι νευρώνες επικοινωνούν μεταξύ τους και μεταβιβάζουν ο ένας στον άλλον το ερέθισμα που δέχονται. Από τα πολυετή πειράματα των επιστημόνων, κατ’ εντολή βεβαίως των κυβερνήσεως και των μυστικών υπηρεσιών, έχει ήδη επιτευχθεί κινητικότητα διά της σκέψεως. Αυτό σημαίνει ότι υπάρχουν τα ηλεκτρονικά μέσα γιά τον έλεγχο του μυαλού εκ του σύνεγγυς, αλλά και εκ του μακρόθεν. Γιά παράδειγμα, ένας μαγνητικός τομογράφος μπορεί να δίνει διαρκείς εικόνες λειτουργίας των διαφόρων τμημάτων του εγκεφάλου. Ο πολύς κόσμος δεν γνωρίζει όμως τις δυνατότητες που έχουν σήμερα τα κράτη να ελέγχουν εκ του μακρόθεν την σκέψη διά μέσου ηλεκτρονικού υπολογιστού. Ήδη πολλοί επιστήμονες σπεύδουν να καταγγείλουν δημόσια, ότι το mind control είναι ανήθικη και εγκληματική ενέργεια, διότι οι απόκρυφες σκέψεις των ανθρώπων, θα βρίσκονται στην διάθεση του καθενός, όπως π.χ. των μυστικών υπηρεσιών, των δικαστηρίων, των κρατικών υπηρεσιών, ακόμη και των «χάκερς». Η σύγχρονη τεχνολογία αναιρεί ακόμη και το δικαίωμα του Διός να φρονεί και να στοχάζεται χωρίς να γνωρίζει τους στοχασμούς του

ούτε η Ήρα. Πράγματι, όπως αναφέρει ο Όμηρος {Ιλ. Α 545}, ο Ζεύς λέει στην Ήρα: Μην ελπίζεις ότι όλους τους στοχασμούς μου θα παίρνεις είδηση, αλλ’ όποιον πρέπει θ’ ακούς και κανένας από τους θεούς πριν δεν θα μάθει ούτε από τους ανθρώπους, αλλά όποιον εγώ χώρια από τους θεούς στον νού μου βάλλω». Σήμερα, τον ρόλο του Διός να επιτρέπει σε κάποιους να γνωρίζουν τους στοχασμούς άλλων ανθρώπων, παίζουν οι επιστήμονες και οι εξουσιαστές, στους οποίους έχουν εκχωρήσει τις τρομερές τους αποκαλύψεις, οι οποίες μπορούν να

αλυσοδέσουν σωματικά, πνευματικά και ψυχικά τις ανθρώπινες μάζες. Δεν είναι μάλιστα λίγοι οι επιστήμονες που ζητούν επίμονα να τεθούν οι κανόνες στο mind control, διότι οποιοσδήποτε έχει την δυνατότητα να ελέγχει την σκέψη των ανθρώπων, μπορεί να την χρησιμοποιήσει προς το κακό της ανθρωπότητος.

Η ΜΑΣΤΙΓΑ ΤΟΥ ΥΠΕΡΠΛΗΘΥΣΜΟΥ

Δυστυχώς, η δημογραφική έκρηξη στον πλανήτη, που εξελίσσεται με γεωμετρική πρόοδο, είναι ένα από τα μεγαλύτερα δεινά της ανθρωπότητος και, αν ο ρυθμός ανάπτυξης του ανθρώπου, που σήμερα ανέρχεται σε 2% - 2,5%, δεν ανακοπεί, οι άνθρωποι θα θεωρούνται αναλώσιμοι και θα υφίστανται τις επιθέσεις των κυβερνήσεων και των εξουσιαστών, χωρίς ίχνος ελέους ή τύψης. Πολύ λίγη προσοχή δόθηκε στην πρόσφατη απόφαση της κινεζικής κυβερνήσεως να άρει την απαγόρευση του δευτέρου τέκνου, με το δικαιολογητικό ότι η αχανής αυτή χώρα χρειάζεται ανθρώπινο δυναμικό γιά να αυξήσει την παραγωγικότητά της. Φαίνεται ότι η πρόβλεψη του μεγάλου αστροφυσικού Φρεντ Χόιλ, που διατυπώθηκε στην δεκαετία του ’60, σύμφωνα με την οποία, αν η καμπύλη της διαθέσιμης ενέργειας δεν ξεπεράσει την καμπύλη του υπερπληθυσμού, τότε ένας μεσαίωνας απειλεί την Γη, που θα εκδηλωθεί το 2025, με περιθώριο λάθους +-10 χρόνια. Η ημερομηνία αυτή σχεδόν έφθασε και άρχισε να δίνει φτερά στην φαντασία των μυθιστορογράφων επιστημονικής φαντασίας, όπως γιά παράδειγμα του Νταν Μπράουν, να μιλούν γιά την διάδοση ενός ιού που δεν θα σκοτώνει τους ανθρώπους, αλλά θά θα τους προκαλεί στείρωση, ώστε να σταματήσει η ιλιγγιώδης αναπαραγωγή του ανθρωπίνου γένους, που αποτελεί την αφορμή των επικειμένων δεινών.

Κάποτε οι Νεάτερνταλς πολεμούσαν τους Χόμο Σάπιενς για μία σπιθαμή της απέραντης Γης, μολονότι ο πληθυσμός της ήταν αμελητέος.
