Documentation

The Education and Training Monitor 2014 The third edition of the Education and Training Monitor charts the

evolution of education and training systems across Europe. It provides a picture of each country's progress in relation to specific benchmarks and

indicators and highlights the latest policy developments and analyses. While focused on empirical evidence, each section in the Monitor has clear policy messages for the Member States.

The monitor supports the implementation of the strategic framework for European cooperation in education and training (ET 2020) by

strengthening evidence-based policy-making and by linking it more closely to the broader Europe 2020 strategy and the country-specific recommendations (CSRs) adopted by the Council as part of the 2014

Youth in the Crisis: What Went Wrong? Published by the European Youth Forum, the publication examines in

depth the consequences of the financial crisis on young people and finds that the policy answers to the financial crisis negatively affected society as

a whole, but young people in particular. Employment security for young people has significantly decreased, youth has seen cuts to their minimum wage and meanwhile education budgets have been slashed. The

publication argues that the overarching response has been uncoordinated and ineffective with measures that have, overall, disproportionally and

negatively affected young people. It concludes that in Europe young people’s transition into adulthood has, as a result of the financial crisis, been delayed. Young people are now leaving home later and becoming

parents later. The publication makes a raft of recommendations including that the

impact of the crisis on young people can only be effectively addressed with deep structural and institutional changes and policies dedicated to

Tackling early leaving from education and training in Europe: Strategies, policies and measures The report sheds light on early leaving from education and training, a

serious challenge in many EU countries. The report shows that in the EU-28, on average, 19.7% of young people with lower secondary education at

most are in employment, compared to 42.7% of young people who have gained an upper secondary and post-secondary non-tertiary qualification

and 54.6% of tertiary graduates. The report aims to add value to Member States' individual efforts as well as to the European Commission's

endeavours in this area by monitoring developments in the design and implementation of strategies, policies and measures to combat early leaving and support student learning.

Final report of the European Education, Training and Youth Forum 2014

The report sums up the key messages of the European Education, Training and Youth (ETY) Forum’s third edition, which took place in Brussels on the 9th and 10th of October 2014. The theme of the Forum

was “Future priorities of the ET2020 Strategic Framework for European Cooperation in Education and Training and Synergies with Youth Policy”.

Search Tool This new tool is an online resource for organisations applying under these actions. The tool helps organisations to identify project partners ahead of

Traineeship at the European Railway Agency 2015-2016 The European Railway Agency traineeships are organised twice a year, each for a period of 3 to 5 months, beginning in March and October. The

traineeship programme is addressed to young university graduates, without excluding those who, in the framework of lifelong learning, have

recently obtained a university diploma and are at the beginning of a new professional career. nationals of the Member States of the European Union, of candidates of an acceding country or from the European

Economic Area are eligible to apply. Trainees will receive a monthly grant of 1,087.40 EUR. This amount might be subject to a positive indexation in

Berlinale call for Young Photographers

Thirteen young photographers are given the assignment of presenting

their personal view of the Berlinale in all its diversity: the red carpet,

glamorous film stars, hectic staff, or behind-the-scenes secrets. Each

participant will decide on a theme, embark on a search for motifs, select

images, and put together a series of works for exhibition. The

photographs will be shown at C/O Berlin in the Amerika Haus at the

conclusion of the Berlinale. A specialist jury will judge the works

submitted by the participants, and the three best series will receive an

award.

Prospective photographers between the ages of 20 and 25 who are still

enrolled in their studies are invited to participate. They will have to submit

their CV with ten samples of their work (maximum size A4 and no

originals since the application materials will not be returned) by 9th

January 2015.

Bogliasco Fellowship Programme 2015-2016 Approximately 50 fellowships are awarded, without regard to nationality,

to qualified persons doing advanced creative work or scholarly research in the following disciplines: archaeology, architecture, classics, dance, film or video, history, landscape architecture, literature, music, philosophy,

theatre, visual arts. The duration of the residency at the Liguria Study Center is 30 to 34 days depending on the geographic origin of the fellow,

their discipline, and various scheduling requirements of the Foundation.

The Young Researcher of the Year Award 2015

The International Transport Forum has launched “The Young Researcher of the Year Award 2015”. Researchers under 35 years of age who have undertaken their research in an institution, university or consultancy firm

located in a member country of the International Transport Forum are invited to submit an original paper, which has made an outstanding

contribution to transport research, under the theme "Transport, Trade and Tourism". The research paper may analyse any aspect of the interlinkages between the transport sector and global trade and/or tourism. The best

author will be awarded with a prize of EUR 5,000 and will also be invited to attend the award ceremony taking place in Leipzig, Germany, during

the International Transport Forum from 27th to 29th May 2015. Deadline to apply: 30th January 2015.

College of Europe Scholarships for university graduates from ENP

countries The College of Europe, founded in 1949, is a unique postgraduate institute specialising in European education and training. Intensive programmes

are offered in European integration issues, with particular emphasis on law, economics, political and social sciences.

The European Commission offers a large number of scholarships to university graduates coming from European Neighbourhood Policy countries for post-graduate studies at the College of Europe during the

academic year 2015-2016. The scholarships will cover academic expenses, accommodation, meals and travel costs. Candidates should be

university graduates coming from: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, the Palestinian Authority, Syria, Tunisia and Ukraine.

Google Europe Scholarship for Students with Disabilities

The scholarship is addressed to students with disabilities who are pursuing university degrees in the field of computer science at a university anywhere in the European Union. The scholarship aims to help dismantle

barriers that prevent students with disabilities from entering computing, encourage them to excel in their studies and become active role models

and leaders in creating technology. Candidates should be at the final year of a Bachelor’s degree, or enrolled in a Master’s or PhD programme (or equivalent), in 2014/2015, be enrolled at a University in Europe, be

citizens, permanent residents and international students with disabilities studying at a University in Europe. The best candidates will each receive a

7,000 EUR (or equivalent) scholarship for the 2015/2016 academic year. Deadline to apply: 31st January 2014.

Erasmus+ Key Action 3 - Support for policy reform - Prospective initiatives The objective of the call is to support projects in two strands.

Strand 1 — Education and training field 1. Reducing disparities in learning outcomes affecting learners from

disadvantaged backgrounds. 2. Raising the quality of education through the use of learning analytics and learning semantics.

3. Promoting innovative collaborative teaching and learning. 4. Opening up (virtual or physical) infrastructures of education and

training institutions to adult learning and provision of modular certified learning opportunities.

5. Improve quality and raise excellence in vocational education and training. 6. Reforming higher education to make it more diversified, responsive and

competitive.

Strand 2 — Youth field 7. Using e-participation as an instrument to foster young people’s empowerment and active participation in democratic life.

Public authorities at national/regional/local level responsible for education, training and youth policy, non-profit organisations (NGOs), private or

public, research centres, universities, chambers of commerce, networks, recognition centres, evaluation institutions, trade organisations and social partners, schools or other educational institutions, civil society and

cultural organisations, companies, international organisations from EU Member States, the European Free Trade Association (EFTA), the

European Economic Area (EEA), and from candidate countries (Former Yugoslav Republic of Macedonia and Turkey) are invited to apply by 24th

Named in honour of Marco Biagi, a distinguished labour lawyer, victim of

terrorism because of his commitment to civil rights, the award is

addressed to doctoral students, advanced professional students, and

academic researchers in the early stage of their careers. They will have to

submit research papers concerning comparative and/or international

labour or employment law and employment relations.

Papers should be preferably in English, in French or Spanish and should

not exceed 12,500 words, including footnotes and appendices. The author

or authors of the selected papers will be invited to present the work at the

Marco Biagi Association’s 2015 meeting in Leuven, Belgium, on 24th June.

Highlights

Situation of people with disabilities in the EU On the occasion of the

International Day of Persons with Disabilities, on 3rd December,

Eurostat, the statistical office of the European Union, has published data on the economic

and social integration of persons with disabilities in the EU28

Member States. According to the data, around 44 million people aged 15 to 64 in the European

Union (EU28) have reported a disability, often preventing them

from taking part fully in society and the economy. Persons with disabilities had a more limited

access to the labour market in the EU28 in 2011: while the

employment rate of people aged 15 to 64 without disability was 66.9%, this rate was much lower

(47.3%) for those with disabilities. The pattern was the

same for access to education and lifelong learning in the EU28: the participation rate in education

and training of non-disabled people aged 25-64 was 9.8% in

2011, compared with 6.9% for those with disabilities. The gap

existing between non-disabled and disabled persons was also noticeable for social inclusion:

while the at-risk of poverty or social exclusion rate was just

over 20% for non-disabled people aged 16 and over (21.4%) in the EU28 in 2013, this share stood at

almost 30% for disabled persons (29.9%).

October 2014 Euro area unemployment rate According to new data on

unemployment, published by Eurostat (the statistical office of

the European Union), the Euro area (EA18) seasonally-adjusted unemployment rate was 11.5% in

October 2014, stable compared with September 2014, but down

from 11.9% in October 2013. The EU28 unemployment rate was 10.0% in October 2014, also

stable compared with September 2014 and down from 10.7% in

October 2013. In October 2014, 4.983 million young persons (under 25) were unemployed in

the EU28, of whom 3.356 million were in the Euro area. Compared

with October 2013, youth unemployment decreased by 504,000 in the EU28 and by

141,000 in the euro area. In October 2014, the youth

unemployment rate was 21.6% in the EU28 and 23.5% in the Euro area, compared with 23.3% and

24.0% respectively in October 2013. In October 2014, the

lowest rates were observed in Germany (7.7%), the

Netherlands (9.7%) and Austria (10.0%), and the highest in Spain (53.8%), Greece (49.3% in

August 2014), Italy (43.3%) and Croatia (41.5% in the third

EU launches Investment Offensive to boost jobs and

growth On 26th November, Commission

President Juncker presented an investment plan of € 315 billion over 3 years for education,

health, energy efficiency, transport and infrastructure, to

get Europe growing again and get more people back to work. The Plan is built on three main

strands: - a new European Fund for

Strategic Investments, guaranteed with public money, to mobilise at least € 315 billion of

additional investment over the next three years (2015-2017);

- a credible project pipeline coupled with an assistance

programme to channel investments where they are most needed;

- an ambitious roadmap to make Europe more attractive for

Education, Youth, Culture and

Sport Council Conclusions On 25th November 2014, in Brussels, Belgium, EU ministers

of Education, Youth, Culture and Sport adopted conclusions on the

European audiovisual policy in the digital era, in preparation for the future review of the Audiovisual

Media Services Directive and the modernisation of the EU copyright

framework. The Council also adopted conclusions establishing a Work Plan for Culture (2015-

2018) setting out the priorities for European cooperation in cultural

policy-making for the next four

years, focusing on topics that represent a clear EU added value

and encourage cross-sectorial cooperation. Furthermore,

ministers debated, in public deliberation, the contribution of cultural and creative sectors,

including cultural heritage, to the Europe 2020 objectives, in the

context of the mid-term review of the Europe 2020 strategy. The Council also adopted conclusions

on sport as a driver for innovation and economic growth, which

highlight the positive effects on others sectors of the economy of research and innovation in sport,

as well as its potential to create jobs.

Commissioner Navracsics calls for a strategic alliance with youth organisations

On 21st November, addressing the General Assembly of the

European Youth Forum in Cluj Napoca, Romania, the European Commissioner for Education,

Culture, Youth and Sport, Tibor Navracsics, urged young people

to work with him during his coming mandate, calling for a “strategic alliance” between his

office and youth organisations. He stated that young people will be

at centre of future policy making. He also mentioned his priorities for the mandate, which include

increasing representation for young people, the recognition of

informal and non-formal learning, the affordability of education, and tackling youth unemployment. He

pledged to work with EU Employment Commissioner

Marianne Thyssen on the latter,

citing disastrously high unemployment levels in many EU

member states as a serious concern.

Varna: European Youth

Capital 2017

Varna, Bulgaria’s third-largest city, has been awarded the title

of European Youth Capital for 2017. The announcement was

made at the European Youth Forum’s General Assembly in

Cluj-Napoca, Romania, on November 19th. The European Youth Capital (EYC) title is

awarded to a different European city each year by the European

Youth Forum. During an EYC year, the host city holds events and projects designed to

demonstrate the active, essential role that young people and youth

organisations can (and do) play in society. Varna will be the ninth EYC which, since 2009, has been

awarded to Rotterdam, Turin, Antwerp, Braga, Maribor,

Thessaloniki, Cluj-Napoca, and

Ganja. Varna’s application pledged to make the city a “social

hub” for young people, with “Innowave” the title of the year.

During its EYC year, the city will focus on the development of social entrepreneurship as a tool

for increased youth participation, sustainable employment,

Launched by the Erasmus Student Network, this year's survey focuses on Local

Integration, Economic Impact and Accompanying Measures in

International Mobility. The survey is addressed to all of those who participated in a traineeship or in

The EU Studies Fair 2014, organised by European Voice, is an education and

networking event bringing together universities, prospective students and

representatives of EU institutions. Over 40 academic institutions from across the

1st-8th March 2015: International Development Youth Forum, Tokyo,

Japan

The International Development Youth Forum is an opportunity for youth from all

over the world with an interest in international development to get together. The

theme for the 2015 edition is “Hunger x Win-Win”, aiming to figure out cutting-

edge solutions for both hunger in developing countries and social problems in

developed countries. The Forum is addressed to young people between 18 and 28

years old worldwide.

Financial support will be available for participants from developing countries.

Participants who are not eligible for a scholarship will have to pay a participation

fee of JPY 30,000 (approximately € 200).

Interested participants will have to fill in the online application form and submit

24th-28th August 2015: Global Youth Ag-Summit, Canberra, Australia The 2015 Youth Ag-Summit will be an opportunity for young leaders worldwide to

discuss ideas, develop a vision and deliver action to “Feed a Hungry Planet”. Participants will have to be between 18 and 25 years old as of 24th August 2015,

be legally able to travel internationally, holding a valid passport, with at least six

months validity after 20th August 2015 and be able to communicate orally in

English. Furthermore, they should be interested on agriculture, environmental

stewardship, food, world hunger, biotechnology, and/or farming. Participants

should be from or reside in the following countries: Argentina, Australia, Austria,

European Citizenship Training Courses 2015

The courses are meant to support youth workers and youth leaders developing

their critical understanding of European Citizenship and encourage them to

The European Training Calendar contains current training offers of different

institutions and organisations, such as SALTO, the National Agencies for the

YOUTH IN ACTION Programme, non-governmental youth organisations, the
