Documentation Erasmus+ Inclusion and Diversity Strategy in the field of Youth

Young people have been hit particularly hard by the economic crisis of 2008 and its aftermath and increasing numbers face long-term

unemployment, discrimination and poverty. The revised strategy seeks to achieve an even greater impact on the lives of disadvantaged young people and to ensure that Erasmus+ responds positively to diversity in the

Adult Education and Training in Europe

The Eurydice report supports the exchange of policy and practice between countries and concentrates on measures to ensure that the most vulnerable groups of adult learners, in particular those with low basic skills

or insufficient qualifications, have appropriate access to lifelong learning opportunities. The report's six chapters cover background statistical data

on adult education and training, national policy commitments to adult learning, main types of publicly subsidised programmes, learning flexibility and progression pathways, outreach initiatives and guidance

services as well as targeted financial support.

5 Years of Erasmus for Young Entrepreneurs

The brochure analyses the impact of the programme after its five years of existence. According to the publication, the programme has a positive impact on the European economy and contributes directly to the creation

of new companies, with more than a third of the aspiring entrepreneurs going on to create their own business after the exchange. In addition,

61% of new entrepreneurs and 54% of host entrepreneurs surveyed increased their turnover after participating in the programme. http://bit.ly/1qiy2zh

ILO Report: Is education the solution to decent work for youth in

developing economies? The International Labour Organisation report provides up-to-date evidence on the link between labour market outcomes and educational

attainment for the population of youth in low and middle-income countries. Based on the school-to-work transitions surveys (SWTSs) run in

2012-2013, the report summarises the education profile of youth, identifies patterns of qualifications mismatch measured in over and undereducation and examines rates of return to education.

U-Multirank results on International Orientation of Higher Education

U-Multirank has published an international orientation ranking for 237 U-Multirank higher education institutions. The "readymade ranking" looks at

performance over four indicators for international orientation: spread across teaching and learning; doctoral training; research and the composition of the academic staff. The rankings compare

internationalisation for whole institutions and for specific disciplines (mechanical engineering; electrical engineering; physics; and business

studies). Only 27 out of the 237 achieve top scores on all four indicators. http://bit.ly/1KE5eI2

School Education Gateway New website, linked to eTwinning, providing information on European

education policy, news, expert articles, best practices and additional resources in 23 languages. The website is aimed primarily at teachers and school staff, as well as

actions: a catalogue of professional development on-site courses for teachers and school staff, a repository of mobility opportunities and

Future Leaders Programme Young leaders from 21 to 26 years of age from all around the world,

playing an active role in the fight against poverty or involved in innovative projects to address global challenges in their community, are invited to apply for the Programme and get the chance to win an invitation to the

2015 edition of European Development Days (EDD15), taking place in Brussels, Belgium on 3rd-4th June. Selected Future Leaders will speak in

the auditorium panel discussions, along with key political leaders, and have the opportunity to present their story to the audience, engaging with the delegations of governments and international organisations. Prior and

during the forum, they will also have the opportunity to visit the EU institutions, meet relevant development policy-makers and present

European Investment Bank - Summer jobs for students The European Investment Bank offers a limited number of summer jobs for students in the period from June to September, from two to four

weeks maximum, providing the opportunity to gain first exposure to working life and to earn some pocket money. To be eligible, students

must be aged from 18 to 25 inclusive and must still be attending an educational establishment. Students should live locally in Luxembourg or the surrounding areas or be able to secure accommodation at their own

expense. Students taking up these summer jobs provide general assistance in basic administrative tasks. Applicants are selected by

drawing lots. Interested applicants should apply on-line between 9th and 20th March 2015. Applications from those who have worked as a

summer student in the Bank in the last 3 years will not be taken into consideration.

YouthActionNetGlobal Laureate Fellowship Programme The Programme gives support to 20 young social entrepreneurs who,

through their emerging projects, promote social change and connect youth with local communities. Eligible candidates should be between 18

and 29 years old, as of 1st October 2015. They should be founders or co-founders of existing ventures with at least one year of impact, be fluent in English and be available to attend leadership training and public events

from 2nd to 8th October 2015 in Washington, DC.

Photo Contest - What does science mean to you? Every month, teams of three young people from 13 to 18 years old, from

the European Union, will have the opportunity to express their answers to the question ‘What does science mean to you?’ in a photo. The photos

will be voted online by their peers. Each month, between 15th January 2015 and 15th May 2015, three winning teams will be announced based on the results of online voting. The twelve monthly winning entries will then

be submitted to a jury which will determine the final three winning teams of the competition.

The teams must consist of at least two girls. Only one photo per team may be submitted. No team member can participate in more than one team. The online voting will be open from the first day of the month (from

00:01 CET) until the 15th of the month (at 23:59 CET). The monthly winners will be announced on the website during the week after the voting

period. The final three winning teams will be announced on the website on the 25th of May 2015. The 1st Prize winning team will be offered a trip to Milan, Italy, to attend the European Union Contest for Young Scientists

(EUCYS) in September 2015 for no more than 3 days. The 2nd Prize winning team will be offered an ICE Watch branded with the campaign's

visual identity: Science: it's a girl thing! The 3rd Prize winning team will be offered a Xoopar Boy/Girl Bluetooth Speaker branded with the campaign's

visual identity. Deadline to submit entries: 31st March, 30th April 2015.

Young people, from 13 to 15 years old, from the EU Member States, candidate countries and potential candidates in Southeast Europe are

invited to share their views in a one-minute video on what a united Europe means to them. National juries will select one entry from each country. The winners will travel to Brussels, Belgium, where they will have

the opportunity to explore the city and the European institutions, and meet young people from all over Europe.

The competition is organised by the European Commission.

Youth Photo Contest - Our Future is on the Table Launched by the European Commission in the framework of the European

Development Days 2015, the contest invites young people between 15 and 25 from all over the world to submit photos and a short story

explaining their vision of how food affects our future. Participants will have the opportunity to share photos in three different categories: how food affects the environment, society or the economy. Participants will

upload their photo on the EuropeAid Facebook page, accompanied by a short caption of maximum 140 characters, as well as a short text of

maximum 1 000 characters to explain the story behind the photo. Entrants may submit multiple entries but will only be judged for the one

photo that has the most votes. The six talented finalists, one per continent, will win an all-expenses paid trip to Brussels, Belgium to attend

European Development Days on 3rd-4th June 2015. Their photos will be displayed during the forum and they will have the opportunity to meet global leaders in development. The finalists will be determined by a jury

who will choose from the 30 photos attracting the highest number of votes on Facebook. During the forum, attendees will be invited to vote for

their favourite picture among those submitted by the six finalists. The author of the winning photo will be invited to attend the 2015 Universal Exhibition in Milan, Italy, ‘Feeding the planet. Energy for life’.

Youth-led organisations in developing countries working to improve the lives of young people and their communities can apply for financing their

projects through the UN-HABITAT Urban Youth Fund. The Fund grants projects promoting employment, good governance, shelter and secure

tenure. Small development initiatives are eligible for grants up to $25,000. Applicants should be between 15 to 32 years of age and coming from developing countries. Support will be given primarily to those

working to improve slum conditions and to raise opportunities for young people growing up in poverty. Projects encouraging gender equality or

involving partnerships with the government or the private sector are particularly welcome.

Innovact Awards The aim of the awards is to promote entrepreneurship and innovation in

all their forms. The competition is open to innovative entrepreneurs from diverse backgrounds and proposing projects/start-up of any field of

activity. The contest awards projects in three categories: - Campus: for innovative student projects, including post-incubation projects;

- Creation: for innovative projects close to implementation; - Startup: for startups (less than 3 years) that were established less than

3 years ago and have not yet developed their business. Five to ten best innovative projects selected will integrate Promo Innovact 2015 and benefit from 9 months of acceleration program (coaching,

training, tool set relationship) to create, fund, implement and develop their start- up in Reims.

Highlights

Eurostat release: January 2015 Euro area unemployment rate According to new data on unemployment, published by Eurostat (the

statistical office of the European Union), the Euro area (EA19) seasonally-adjusted unemployment rate was 11.2% in January 2015, down from 11.3% in December 2014, and from 11.8% in January 2014. This is the

lowest rate recorded in the Euro area since April 2012. The EU28 unemployment rate was 9.8% in January 2015, down from 9.9% in

December 2014 and from 10.6% in January 2014. In January 2015, 4.889 million young persons (under 25) were unemployed in the EU28, of whom

3.281 million were in the Euro area. Compared with January 2014, youth unemployment decreased by 562 000 in the EU28 and by 259 000 in the Euro area. In January 2015, the youth unemployment rate was 21.2% in

the EU28 and 22.9% in the Euro area, compared with 23.3% and 24.3% respectively in January 2014.

Budgets Committee guidelines voted According to a Resolution voted by the Budgets Committee of the

European Parliament, next year’s EU budget priorities should be fostering growth by helping employment, enterprises and entrepreneurship, showing solidarity both within the EU and with countries outside it and

putting EU finances in order by tackling the overdue payments backlog and reforming the EU revenue system. According to the Resolution, the

EU budget and the Juncker investment plan should help the 20 million small and medium-sized enterprises (SMEs), which account for 99% of business in the EU, to again become its main job creators.

EU funds should also encourage the creation of start-ups. Concerning the “European Youth Initiative” job creation schemes for

young people, the Commission should look into the reasons for the initiative’s slow start in EU member states and ensure that it is funded beyond 2015.

Erasmus+ Master Loan Guarantee Scheme – EIF calls on banks New to Erasmus+ in 2015 is the Erasmus+Master Loans Guarantee Scheme, initiated by the European Commission in cooperation with the

European Investment Fund (EIF). As part of the implementation of this scheme on 13th February, the EIF has launched a 'call for expression of

interest' inviting banks to sign up to the new Erasmus+ Master Loans Guarantee Scheme. Loans will become available to Master students later in 2015, once banks have been selected by the EIF. The loans should help

Bachelor's graduates to study abroad for a full Master's degree (up to €12,000 for 1 year or up to €18,000 for a 2 year Master's programme, to

be taken in a different EU/Erasmus+ country from where the student obtained their Bachelor's degree). The new Guarantee Scheme will see up

to €3 billion in loans provided and will benefit up to 200,000 students by 2020.

Survey abouth Youth Hate Speech In the framework of the No Hate Speech campaign, the Council of Europe

is inviting young people worldwide to tell their thoughts and experience about hate speech on the Internet. The survey is available in 27 languages, is simple and quick and will be useful to define the follow-up to

the campaign at European and national levels. The survey is available here and will be open until 22nd March 2015.

Public consultation on service provision to long-term unemployed Launched by the European Commission, DG Employment, Social Affairs

and Inclusion, the consultation aims to collect thoughts and opinions from citizens, key stakeholders and experts on measures for long-term

unemployed to bring them back into employment, and to shorten the period they are unemployed. The consultation is available here and will be open until 15th May 2015.

Georgia first neighbourhood country to join the Creative Europe Programme

On 26th February, European Commissioner for Education, Culture, Youth and Sport Tibor Navracsics and Georgian Minister of Culture and Monument Protection Mikheil Giorgadze signed an Agreement on Georgian

participation in the Creative Europe Programme, the EU programme for the support of cultural and creative sectors. This makes Georgia the first

neighbourhood country to join the Programme, and allows cultural and creative organisations from Georgia to team up with partners from all over Europe to get funding for cultural cooperation projects, literary

translation schemes, and cultural networks and platforms in the framework of Creative Europe.

Employment Initiative in 2015 The latest plan to make €1 billion in Youth Employment Initiative (YEI)

funding, i.e. one-third of the total for 2014-2020, available in 2015 alone was debated on 10 February at the European Parliament with European Commissioner Thyssen. This plan could deliver a thirtyfold increase in the

funding made available for EU member states in 2015 to support their efforts to get 650,000 young people into work. Youth Employment

Initiative (YEI) funding tops up European Social Fund (ESF) money in member states with regions where youth unemployment exceeds 25%.

Parliament and Council would need to amend ESF rules to allow the plan to front-load YEI funding in 2015 to be put into effect. http://bit.ly/1IJPwxC

Intergroup

The European Parliament’s renewed Youth Intergroup met on 4th February 2015 for the first time during the European Parliament’s 8th term (2014-

19). Seven MEPs were also elected as Co-Chairs and Vice-Chairs, and will be involved in organising the intergroup’s work over the next five years.

Participants, around 20 MEPs and their representatives, outlined a strong desire to build a coalition for young people. Though not official Parliament committees, Intergroups are formed by MEPs with a view to debating

issues of significant importance and, therefore, can develop strong influence in the Parliament. For the last five years, the Youth Intergroup

of the European Parliament has provided a unique space for MEPs from different political groups and committees to exchange views and work together on comprehensive and effective policies affecting young people,

antigypsyism through education, Strasbourg, France The training aims to develop 20 young educators’ competences to address issues related to antigypsyism through educational activities with young

people and, by doing so, associating them to the wider use of the toolkit. Furthermore the training will support the exchange of practices and

networking among participants and identify support measures and actions within the framework of the Roma Youth Action Plan for combating antigypsyism. The training is addressed to young people between 18 and

30 years old, with experience in developing and running educational activities with young people and active in Roma communities.

The training course aims to support the quality development of non-

formal education activities in the Council of Europe through the development of competence of trainers active in the youth field.

Participants should come from and be supported by a youth organisation, network or pool of trainers. They should have an educational function, be

doing non-formal education activities, reside in one of the countries of the European Cultural Convention or in one of the countries of the neighbourhood policy, have already some relevant experiences of

European level youth work education and training activities and be able to work in English. Candidates from underrepresented countries in the

Trainers Pool and candidates from underrepresented groups, such as ethnic minorities, Roma, migrants, asylum-seekers and refugees, people from disadvantaged neighbourhoods, people with disabilities, will be given

priority in the selection.

The European Platform of Youth Centres is organised annually and is a platform for exchange and knowledge sharing among youth centres

decision-makers planning to establish a youth centre with Council of Europe philosophy and quality standards, members of the statutory bodies
