Annual Overview "Eurodesk 2013 - a snapshot of action and good practice"

The report highlights the different activities carried out by the Eurodesk network in

2013. The network has been particularly active in delivering information on

European opportunities for young people while promoting youth mobility, together

EP Survey: European youth in 2014

On the eve of the 2014 European Elections, the European Parliament has conducted

a survey among young Europeans aged 16-30 in the 28 EU Member States: 70% of

young people find that EU membership represents an advantage in a globalised

world. The survey will serve as a source of facts and figures for the 5,000 young

people meeting in Strasbourg on 9-11 May at the European Youth Event, as it

addresses the event’s five main themes: youth unemployment, digital revolution,

future of the EU, sustainability and European values.

A Record of Achievements - A United, Open and Stronger Europe

What has the European Commission done for you in the last five years? The answer

publication gives a snapshot of some of the main achievements of the current

mandate delivered to citizens and businesses across Europe over the last five

years.

Youth Organisations and the Youth Guarantee in Europe

Launched by the European Youth Forum, the publication finds that, whilst the youth

guarantee provides an unprecedented opportunity to address youth unemployment

across Europe in a coordinated and comprehensive manner, the youth sector feels

that so far the youth guarantee has not lived up to its potential due to a lack of

financial investment and, in certain cases, a lack of political ambition. Furthermore,

it finds that, as has happened in many Member States, a re-packaging of current,

failed systems to tackle youth unemployment is not enough. A major commitment

from businesses, the youth sector, civil society organisations, public employment

services, local authorities as well as national and European-level decision makers is

needed in order for the youth guarantee to be a success and to tackle the gravely

high youth unemployment rate across the continent (which currently stands at

23.5%). The publication includes detailed analysis of the development and

implementation of the youth guarantee in ten Member States, according to the

Youth Forum’s member organisations in those countries.

It is aimed at both youth organisations and policy-makers to outline the role of the

youth sector in the design and implementation of the youth guarantee.

Make Your Choice

Launched by youngvoters.eu and Generation Europe, Make Your Choice is a new

personalised interactive guide about the upcoming European elections aiming at

showing users how important their voice is in this year’s elections. Designed

specifically for young people, it offers relevant information about the European

political process such as polling locations, dates of the elections, registration

information and a list of local MEP candidates and parties. Users will have to enter

Electio2014

New web platform aimed to orientate and help EU voters decide who to vote for in

the coming European elections. Available in 24 languages, the platform contains the

position of EU-wide and national politicians and civil society organisations on

different issues. The platform has been developed by VoteWatch Europe, an

independent organisation which monitors and analyses the decision-making

activities of the EP and the EU Council of Ministers.

FactcheckEU

FactcheckEU is an European crowd-checking platform. It promotes a collaborative

and bottom-up approach to the European debate, rooted in numbers and facts

rather than stereotypes and prejudices. Users can upload statements, verify them

IED Creative Diary 2014

The European Institute of Design has launched the Creative Diary 2014 offering 31

scholarships to international students for 2014-2015.

Young international students between 18 and 28 years old, not residing in Italy or

Spain, in possession of a high school diploma or equivalent qualification are invited

to submit projects by 13th May 2014, 12:00 noon CET (GMT+1).

FARE Football People Event Grants

Launched by the Football Against Racism in Europe (FARE), the aim of the grant is

to support events across Europe to tackle discrimination and social exclusion as

part of the ‘Football People’ action weeks in October 2014.

Applicants will be able to apply for €3,000 grants. Projects should meet one or

more of these objectives:

- Make football more inclusive through tackling exclusion and discrimination;

- Improve the representation of minorities and women in football;

- Utilise football as a tool for empowerment and social inclusion;

- Educate and breakdown stereotypes.

The events should address topics concerning ethnic minorities, asylum seekers,

undocumented migrants, gender issues, homo/trans/bi-phobia, LGBT rights,

disability, institutional discrimination or exclusion. A project might touch on several

of these issues. All formal or informal groups and organisations are invited to apply

by 15th May 2014, 12:00 CET.

Travel writing scholarship 2014

World Nomads is inviting students and nonprofessional writers from any nationality

(but with exceptional written English skills) to submit applications for its travel

writing scholarship. Three aspiring writers will win a 10-day travel writing trip

across Europe. They will also attend a two-day workshop in Berlin, Germany. They

will then travel to multiple destinations alone and document their trips. Apart from

the trip, the winners will also be enrolled in a travel writing course with 3 months

unlimited access to the course.

The scholarships will cover airfare, accommodation and travel insurance.

OPEN DAYS 2014 University Master Class

The European Commission's Directorate-General for Regional & Urban Policy, the

Committee of the Regions and the Regional Studies Association are inviting PHD

and early career researchers interested in European Cohesion Policy to participate

in the 12th OPEN DAYS 2014 - European Week of Regions and Cities that will be

held on 6th-9th October 2014 in Brussels, Belgium, through the OPEN DAYS Master

Class University. Eligible candidates should be registered PhD students and early

career researchers, and be from recognised academic institutions. They will have to

submit a paper about one or several of the following topics:

- the reform(s) of EU cohesion policy and its impact on regional and urban

development in the EU;

- building administrative capacity and partnerships at local level;

- challenges for European Territorial Cooperation.

Finalists will be invited to attend OPEN DAYS and present their research.

European Elections 22-25 May 2014: I'm a voter

All around Europe people are getting ready to vote in May. With the I’m a voter

app, the European Parliament is inviting any citizen, from 18 years old, from the 28

Member States of the European Union to spread the message about the European

elections and how they care about it by sending up to five virtual balloons to their

friends. Fifteen winners will get the chance to win a two nights trip to Strasbourg,

France, and be also invited to the first plenary of the new Parliament.

Deadline to participate is 21st May 2014 at midnight CET.

Erasmus Charter for Higher Education 2014-2020

The Erasmus Charter for Higher Education (ECHE) provides the general quality

framework for European and international cooperation activities a higher education

institution (HEI) may carry out within the Erasmus+ programme.

The award of an Erasmus Charter for Higher Education is a pre-requisite for all

higher education institutions (HEIs) located in one of the countries listed below and

wanting to apply and participate in learning mobility of individuals and/or

cooperation for innovation and good practices under the Programme. For HEIs

located in other countries, the ECHE is not required, and the quality framework will

be established through interinstitutional agreements between HEIs. The Charter is

awarded for the full duration of the Programme.

HEIs established in one of the following countries are eligible to apply for an

Erasmus Charter for Higher Education:

- the Member States of the European Union,

- the EEA-EFTA countries (Iceland, Liechtenstein, Norway),

- the former Yugoslav Republic of Macedonia and Turkey.

The Charter is awarded for the full duration of the Programme.

The National Authorities will designate, among the applicants, the Higher Education

Institutions to be considered eligible to participate in learning mobility of individuals

and/or cooperation for innovation and good practices under the Programme, in their

respective territories.

Mediterranean Journalist Award 2014

Journalists of written press, television, radio and new media, citizens of the 42

countries of the Union for the Mediterranean, in addition to Syria and Libya, are

invited to submit their works tackling intercultural issues between and within Euro-

Mediterranean societies ranging from minorities, migration, integration and identity

to religion and cultural traditions. Works could have been published in

printed/online media, or broadcast on radio or television between the 1st of June

2013 and 1st of May 2014. In addition, a special award will be dedicated to works

on the theme ”The diverse faces of intolerance in the Euro-Mediterranean Region".

The winners will receive a cash prize and will be involved in the Anna Lindh

Foundation’s regional activities during a whole year.

Europemobility Video Contest 2014

Any European learner who has done a practical training programme, a youth

exchange, a work placement, a business exchange or an internship abroad, within

or outside Europe, is invited to join this contest seeking for original and creative

videos showing mobility experiences.

The learning mobility exchange in another country may have been supported by a

national programme, by own initiative or by the following programmes: Youth in

Action, Leonardo da Vinci, Erasmus Placement, Erasmus for Young Entrepreneurs,

Comenius and Grundtvig.

Videos should:

• be one to three minutes long;

• be original;

• respect the international Intellectual Property Rights (IPR) legislation;

• be in English or have English subtitles.

There will be two award categories, one for the videos elected by the

Europemobility International Jury and one for those elected by the online voters.

For each category there will be three prizes:

- €500,00 for the best video nominated by the Jury, plus a trip to Italy;

- iPad for the best video nominated by the online voters, plus a trip to Italy;

The second and third winners of both categories will receive a trip to Italy, plus a

recognition prize.

Deadlines:

- 15th July 2014, 23:59:59 CET to upload videos.

Highlights

Youth unemployment in the EU28

regions in 2013

In 2013, the average unemployment

rate for young people aged between

15 and 24 in the EU28 was 23.4%.

Regional differences in the

unemployment rate for young

bingen (both 4.4%) and

Freiburg (4.7%), and the highest in

Ceuta (72.7%) in Spain and Dytiki

Makedonia (70.6%) and Ipeiros

(67.0%) in Greece. In more than

three quarters of the EU28 regions,

the unemployment rate for young

people was at least twice that for total

unemployment. These data on

regional unemployment, compiled on

the basis of the EU Labour Force

Survey, are published by Eurostat, the

statistical office of the European

Union.

European Commission and Council

of Europe sign a new youth

partnership for the period 2014-

2016

On 7th April 2014 the 2014-2016

Framework Partnership Agreement in

the field of youth was signed by the

Deputy Secretary General of the

Council of Europe, Ms Gabriella

Battaini-Dragoni and the Director for

Youth and Sport Erasmus+ of the DG

ECA, European Commission, Ms

Chiara Gariazzo. The agreement

renews the partnership, which started

in 1998, aimed at creating synergy

between the two partner institutions

in the youth field. In 2014-2016 the

three specific themes of the EU-CoE

youth partnership are:

participation/citizenship; social

inclusion with the focus on outreach,

access to social rights and fighting

new forms of xenophobia and

discrimination; and recognition and

quality of youth work. The new

partnership aims to improve the

knowledge on youth and contribute to

the development of youth work and

the promotion of its quality and

recognition. Activities of the EU-CoE

youth partnership will target decision

makers, governmental experts, youth

researchers, youth practitioners and

youth organisations for the benefit of

young people in Europe. They will be

organised all over Europe and the

South Mediterranean.

Young people and the

#ConnectedContinent

On 3rd April MEPs voted positively on

the #ConnectedContinent, the

European Commission’s proposal

regulation aimed at eliminating

roaming charges, introducing net

neutrality, and taking other steps to

build a telecoms single market in

Europe. In a recent survey conducted

by ThinkYoung (a think tank on

youth), young Europeans from 18 to

34 year old asked to end

"unbelievable" roaming prices and

"unfair" restrictions on what they can

and can't access online from their

mobile devices. Responses were

gathered from over 1,000 EU citizens

via social media and in person

between 9th October and 10th

November 2013. According to the

survey, a majority of young

Europeans would increase their mobile

usage if roaming fees disappeared

and 79% of them are in favour of

strengthening the EU's regulatory

powers in order to guarantee fair

prices and to harmonise the internal

market.

Netherlands, Bangladesh and

Paraguay share the first prize of the

ILO’s Call for Good Practices and will

be featured on MTV. A committee of

international experts assessed the

103 entries received from 57

countries, and identified those that

had proven more effective in

supporting young people’s entry in the

labour market. Each of the winning

practices proposed innovative

solutions that helped disadvantaged

youth boost self-esteem, acquire

employable skills and get a foothold in

the labour market.

European Youth Capital 2017

shortlist announced

Cascais (Portugal), Galway (Ireland),

Newcastle (United Kingdom), Perugia

(Italy) and Varna (Bulgaria) are the

five selected cities to compete for the

title of European Youth Capital (EYC)

2017. These cities will now progress

to the next round of competition to

compete for the coveted title. During

the second round, the cities will have

an opportunity to present an

extensive draft programme of youth-

related cultural, social and political

events and activities. The European

Youth Capital 2017 will encourage the

implementation of the Council of

Europe’s Charter on Local and

Regional Participation of Young People

through the promotion of new ideas

and innovative projects.

"Europe for Citizens" funding

programme 2014-2020 adopted

On 14th April 2014, the Council of the

European Union has unanimously

adopted the 'Europe for Citizens'

programme for the period 2014-2020.

The EU programme offers funding

support in two thematic areas:

· "European Remembrance": focusing

on Europe as a peace project and

supporting initiatives which reflect on

the causes of the totalitarian regimes

that blighted Europe's modern history.

· "Democratic engagement and civic

participation": strengthening the

general public's understanding of how

EU policies are shaped today and also

fostering the close involvement of civil

society in European policy-making.

The establishment of the programme

committee, the adoption of its rules of

procedure and of the annual work

programme for 2014 and the

publication of the programme guide

are planned for the beginning of May.

The first deadline for submission of

applications for town twinning

projects, networks of twinned towns

and remembrance projects is

provisionally set for 4th June 2014;

the second deadline for submission of

applications for town twinning

projects, networks of twinned towns

and civil society projects is

provisionally set for 1st September

2014.

EU Council adopts Directive to

improve enforcement of workers'

rights

The EU's Council of Ministers adopted

a new Directive to ensure the better

application at national level of EU

citizens' right to work in another

Member State. The new rules,

proposed by the Commission in April

2013, aim to bridge the gap between

rights and reality and will make it

easier for people working or looking

for a job in another country to

exercise their rights in practice.

implement the Directive at national

Creation and Upskilling of the Workforce, Athens, Greece

ICT industry offers to support the creation of jobs and growth in Europe. The

9th May 2014: Europe Day, EU Open Doors

On the 9th of May 1950 Robert Schuman presented his proposal on the creation of

an organised Europe, indispensable to the maintenance of peaceful relations. This

proposal, known as the "Schuman declaration", is considered to be the beginning of

the creation of what is now the European Union. To celebrate Europe Day, the EU

institutions will open their doors to the public in Brussels, Luxembourg and

Strasbourg. Local EU offices in Europe and all over the world will organise a variety

of activities and events for all ages.

9th-11th May: European Youth Event, Strasbourg, France

Ahead of the European elections, 5,000 young Europeans will meet at the European

Youth Event (EYE) from 9th to 11th May to participate in workshops, hearings,

debates and discussions organised by the European Parliament and its partners. All

the activities are based on five issues important to young people in Europe:

employment, digital revolution, future of the European Union, sustainability and

European values. Those who cannot be at the EYE in person will have the

opportunity to stream the top activities with their phone, tablet or computer

anywhere and follow the debate online via the event's social media channels:

Facebook and Twitter #EYE2014.

Speakers include ministers, commissioners, MEPs, Nobel laureates, journalists and

youth organisation leaders.

27th-28th May 2014: First European Media Literacy Forum, Paris, France

The main objective of the forum is to contribute to the establishment of a

reinforced European media literacy policy oriented towards the inclusion of Media

Education in European school curricula. In addition, the Forum also aims at

promoting the development of media literacy initiatives in the field of non-formal

and informal education as well as paying special attention to disadvantaged groups.

The Forum will bring together governments, audio-visual authorities, institutions,

experts, teachers, media professionals, industry, researchers, NGOs, and

foundations.

The Forum is funded by the European Commission and UNESCO into the Media

LiteracyAction, and co-organised by the EMEDUS Project and the Gabinete de

Comunicación y Educación (UAB), within the frame of the Global Alliance for

Partnerships on Media and Information Literacy (GAPMIL).

16th-17th June 2014: Youth Leadership Forum, Warsaw, Poland

The Forum, organised by the OSCE Office for Democratic Institutions and Human

Rights in Warsaw (ODIHR), is addressed to youth leaders representing prominent

human rights and democracy activists, civil society leaders and representatives,

young politicians, young members of Parliaments and young civil servants.

The aim of the event is to present recommendations to participating States on how

to enhance the participation of youth in political life. Participants should be youth

leaders, between 25 and 35 years of age, from South-East, Central and Western

Europe, Canada and the USA. The organisers will cover travel, accommodation and

meals.

21st-26th June 2014: Euroscience Open Forum, Copenhagen, Denmark Biennial pan-European meeting dedicated to scientific research and innovation.

Leading scientists, researchers, young researchers, business people, entrepreneurs

and innovators, policy makers, science and technology communicators and general

public will analyse and discuss new discoveries and debate the direction that

research is taking in the sciences, humanities and social sciences.

There are fees for registering.

Young researchers can apply for a travel grant by 5th May 2014.

22nd-27th June 2014: International Youth Camp Dialogue 2014, Ethnomir,

Kaluga region, Russian Federation

Within the framework of cooperation with the Russian Federation, the Council of

Europe Youth Department is co-organising the sixth International Youth Camp

Dialogue. The camp aims to consolidate the efforts and experiences of youth and

ethno-cultural organisations from the Russian Federation, the Commonwealth of

Independent States and Council of Europe member states for promotion of values

and ideas of Intercultural Dialogue on local level. Young people from 18 to 30 years

old, resident in one of the Council of Europe’s member states other than the

Russian Federation, able to work in the Russian language, member of a youth

organisation (at a local, regional or national level) and who have an experience with

running intercultural, interethnic or interreligious youth events are invited to apply

online by 5th May 2014.

21st-25th July 2014: Entrepreneurship Summer School, Brussels, Belgium The course is addressed to young people interested in establishing their own

business and willing to get inspired and learn more from experienced and

successful entrepreneurs. The course will be done in an innovative way, without

teachers, lecture style courses, or power point presentations, but real

entrepreneurs sharing their experience with students giving them an inside view of

entrepreneurship.

3rd-7th August 2014: Vienna International Model United Nations, Vienna,

Austria

Students and young people from all continents are invited to participate to this five-

day event characterised by intense negotiations, getting to know the working

procedures of the United Nations, as well as by cultural exchange, gaining

experience and making new friends.

Interested applicants should send their registration by 30th June 2014 (or 31st

May if they are in need of a visa for Austria).

9th-16th August 2014: European Rally, Margam Park, Port Talbot, Wales

The European Rally 2014 will bring young people together from across Europe to

gain the knowledge, skills and confidence they need to take active roles in their

local communities. The theme for this edition will be: “Tomorrow's World - creating

a sustainable future for you, your organisation and your rural community”.

Participants should be between 18 and 25 years old and have a good knowledge of

English.

Salto-Youth: Training Calendar

The European Training Calendar contains current training offers of different

institutions and organisations, such as SALTO, the National Agencies for the YOUTH

IN ACTION Programme, non-governmental youth organisations, the European

Youth Centres of the Council of Europe and the Partnership Programme on

European Youth Worker Training. They are addressed to young people, group

leaders, mentors, trainers and other specialists.
