Study on the contribution of the alumni and diaspora to the Joint

Africa-EU Strategy The study, commissioned by the European Commission, looked at how alumni of European programmes perceive their ability to have an impact

on the development of higher education in Africa and investigated what motivates them to try to positively influence the higher education

situation in Africa. The study shows that the great potential of alumni of European study programmes to improve higher education within Africa is still not utilised to the full extent. Despite national differences, poor

infrastructure and a lack of resources are identified as the main obstacles to alumni engagement in the development of higher education in Africa.

The findings will feed into the early stages of future initiatives taken as part of the Joint Africa-EU Strategy, through the Erasmus+ programme for example. The results of the study will also contribute to the other

Employers’ Guide to Quality Internships Published by the European Youth Forum, the guide is aimed at employers

who are interested in setting up internship schemes or who would like to improve the internship opportunities they offer to young people. The

The Eurodesk Last Minute Offers (LMO) website is a free European multilingual database dedicated to the promotion of international learning mobility projects for young people directly in their language. LMO is based

Comic & Cartoon Competition - Gender Equality: Picture It! Launched by the UN Women and the European Commission, together with

the Belgian Development Cooperation and UNRIC, the competition is part of the UN Women campaign “Empowering Women – Empowering Humanity: Picture It!” celebrating the 20th anniversary of the Fourth

World Conference on Women that took place in Beijing in 1995. Comic and cartoon artists and art students, from 18 to 28 years old, who

are residents of an EU Member State, are invited to depict through their drawings, the messages of the 12 Critical Areas of Concern of the Beijing Platform, and reflect on women’s rights and empowerment and on the

relationship between women and men. The first, second and third winners will receive cash prizes. Furthermore the five finalists will be invited to

Brussels (Belgium) to the Competition awards ceremony in summer 2015. Costs for travel and stay are covered by the organisers. In addition, the finalists’ and semi-finalists’ drawings will be published in a booklet and

may be used for exhibition as well as for further publication.

Traineeships for young professionals at the OHIM Launched by the Office for Harmonisation in the Internal Market (OHIM),

the Traineeships for young professionals 2015/2016 gives young professionals first-hand experience of the work of the European Union and

the chance to participate in intellectual property administration. The scheme targets young professionals from both EU Member States and non‑member states who have completed the first cycle of a higher

education course (undergraduate studies) and have obtained a degree or equivalent before the traineeship starts. They should have a working

knowledge of one of OHIM's five official languages (English, French, German, Italian and Spanish), equivalent to level B1 in the Common

European Framework of Reference for Languages and preferably a good knowledge of another official EU language.

The Council of Europe’s youth sector works on the basis of a partnership between non-governmental youth organisations and governments, in

what is known as the co-management system. This means that representatives from non-governmental youth organisations (NGYOs) and

youth networks cooperate closely with government officials (European Steering Committee for Youth) to establish the standards and work priorities of the Council of Europe’s youth sector and make

recommendations for future budgets and programmes. The Advisory Council on Youth is the non-governmental partner in the co-management

system. Representatives of non-governmental youth organisations or networks not members of the European Youth Forum are invited to apply

for a seat on the Advisory Council on Youth for a two-year mandate (January 2016 to December 2017). Candidates, between 18 and 30 years old, should have a mandate from their organisation/network to actively

participate in the work of the Advisory Council and preferably have experience in at least one of these priority areas:

Call for tenders EAC/47/2014 Framework Service Contract to Carry out Studies Supporting European Cooperation in Education

and Youth The aim of the call is to enhance evidence-based policymaking and

In the framework of the ICT 2015 event in Europe, the European Commission is inviting young researchers, students and innovators in ICT-

related field to join the ICT 2015 "Innovate, Connect, Transform' event taking place in Lisbon, (Portugal) on 20th-22nd October 2015. Eligible candidates should be up to 30 years old, coming from an EU Member

State or one of the associated countries of the Horizon 2020 programme; have at least secondary school level (if young innovator) and be enrolled

at a university/research institute based in the EU or one of the associated countries and/or a strong interest in ICT. Furthermore they should have good command/proficiency in spoken and

written English. Selected participants will be able to interact, communicate, participate and discuss at the ICT 2015 event and have free

travel and accomodation (flights or train tickets within Europe and accommodation in a nearby hotel; entrance, food and drinks at the event)

European Social Innovation Competition 2015 Based on the theme 'New Ways to Grow' the competition aims at raising

awareness of social innovation's potential to provide solutions to societal challenges and foster sustainable and inclusive growth in Europe. It will

directly support some ideas best illustrating that potential. It will engage citizens and businesses (including start-ups) in a large range of sectors,

Google Science Fair 2015 Young scientists, from 13 to 18 years old, all over the world, are invited to

join the fair and submit interesting, creative projects that are relevant to the world today. They can compete on their own or in a team of up to three persons. Entrants can submit projects in any one of the following

categories: flora & fauna, food science, earth & environmental sciences, inventions & innovation, electricity & electronics, robotics, biology,

chemistry, physics, behavioral & social sciences, energy & space, astrophysics, computer science and math.

Prizes include $100,000 in scholarships and classroom grants from Scientific American and Google, a National Geographic Expedition to the Galapagos, an opportunity to visit LEGO designers at their Denmark

headquarters, and the chance to tour Virgin Galactic’s new spaceship at their Mojave Air and Spaceport.

Erasmus for young entrepreneurs

This call for proposals is addressed to Intermediary Organisations (IOs) that manage the Erasmus mobility scheme locally. The call aims to expand and strengthen the existing network of Intermediary

Organisations (IOs), which act as local contact points for newly established entrepreneurs as well as experienced entrepreneurs in the

participating countries. IOs will be selected to implement the Erasmus for Young Entrepreneurs programme at local level. They will recruit and assist the entrepreneurs who will benefit from the programme.

Young people from 9 to 25 years of age worldwide are invited to submit short videos of one to five minutes and share their thoughts, experiences,

opinions, questions and suggestions about Migration, Diversity and Social Inclusion. Videos must have been completed after January 2013 and, if not in English, must have English subtitles. An international jury will

award prizes in three age-based categories: 9 to 12, 13 to 17, 18 to 25 years old. The three winners will each receive US$ 1,000 as well as an

Highlights

EU Youth Conference Recommendations, Riga, Latvia Under the theme "Empowering young people for political participation in

democratic life in Europe", the EU Youth Conference, hosted by the Latvian Presidency in Riga (Latvia) from 23rd to 26th March, brought together 210 young people and policy-makers from across Europe to

tackle the low levels of youth political participation. The conference issued recommendations for authorities engaged in youth issues across Europe,

grouped under the following goals: - Involving young people in political decision-making

- Enhancing policymakers' engagement with and commitment to young people - Strengthening the role of youth work for the political empowerment of

all young people - Developing youth-friendly tools for political participation

- Developing local and direct democracy For the five months prior to the EU Youth conference, the Structured

Dialogue, a policy consultation with over 40,000 people across Europe, had been carried out by the European Commission to ensure continuous

civil society input on the development and implementation of EU youth policy.The political participation of young people will also be the subject of a high-level policy debate of European Union (EU) youth ministers at the

Education, Youth, Culture and Sport Council to be held on 18th-19th May in Brussels, Belgium.

According to new data on unemployment, published by Eurostat (the statistical office of the European Union), the Euro area (EA19) seasonally-

adjusted unemployment rate was 11.3% in February 2015, down from 11.4% in January 2015, and from 11.8% in February 2014. This is the lowest rate recorded in the Euro area since May 2012. The EU28

unemployment rate was 9.8% in February 2015, down from 9.9% in January 2015 and from 10.5% in February 2014. This is the lowest rate

recorded in the EU28 since September 2011. In February 2015, 4.850 million young persons (under 25) were unemployed in the EU28, of whom 3.254 million were in the Euro area. Compared with February 2014, youth

unemployment decreased by 494 000 in the EU28 and by 230 000 in the Euro area. In February 2015, the youth unemployment rate was 21.1% in

the EU28 and 22.9% in the Euro area, compared with 22.9% and 24.0% respectively in February 2014. http://bit.ly/1EYDclu

Declaration to tackle intolerance, discrimination and radicalisation

adopted In the wake of recent events, on 17th March 2015 EU education Ministers

met in Paris, France, and adopted a Declaration on promoting citizenship and the common values of freedom, tolerance and non-discrimination

through education. The declaration calls for Europe's combined efforts to prevent and tackle marginalisation, intolerance, racism and radicalisation

and to preserve a framework of equal opportunities for all. The Ministers talked about strengthening the key contribution which education makes to

personal development, ensuring inclusive education for all children and young people and empowering teachers so that they are able to take an active stand against all forms of discrimination and racism. The

importance of enhancing social, civic and intercultural competences, critical thinking and media literacy was emphasised at the meeting.

Similarly, the need to foster education of disadvantaged children and young people was mentioned. According to the Declaration, European, national, regional and local level action is to be enforced. The main tool at

the European level is the 'Education and Training 2020' strategic framework. Furthermore, the Erasmus+ programme also has a great

potential to contribute through the mobility of learners and teachers, strategic partnerships and education institutions cooperation platforms, as well as to dialogue and joint projects on citizenship education,

volunteering and youth exchanges. The meeting was a joint initiative of the French government, the European Commission and the Latvian EU

Presidency. The Declaration will be discussed at the Education, Youth, Culture and Sport Council meeting on 18th-19th May 2015.

According to a Eurostat release published to coincide with the United Nations International Day of Happiness on 20th March, young people are

more likely to be satisfied with life than any other age group. The survey asked residents across the EU to answer the question “Overall, how happy are you with your life these days?”. Participants had to rate their

satisfaction on a scale from zero, meaning not satisfied at all, to 10, meaning a full satisfaction rating. Nearly 80 percent of European residents

in the survey rated their overall life satisfaction at 6 or higher, resulting in an average satisfaction rating of 7.1. However, the age group of 16-24 year olds demonstrated the highest life satisfaction rating, with an overall

average of 7.6. The majority of Member States followed this trend, apart from six countries where those aged 65 and older reported the highest

scores of life satisfaction. While those in either education or training gave the highest life satisfaction averages, there was a clear link between unemployment and low life satisfaction. Eurostat found that those who

were unemployed reported the lowest level overall of life satisfaction at 5.8 out of 10.

by employers The European Civil Society Platform on Lifelong Learning (EUCIS-LLL) is

partners with the GR-EAT project and they are conducting a Survey on volunteering and their benefits to employers. All employers (public,

private and non-profit) are encouraged to take this 10-minute survey to improve the procedures for volunteering recognition.

The survey is available here and will be open until 30th April 2015.

Labour market reforms must continue according to the

Commission's Joint Employment Report According to the Joint Employment Report (JER), which was adopted on

9th March by the EU's Council of Employment, Social Policy, Health and Consumer Affairs, the employment and social situation continues to cause concern and reforms supporting the well-functioning of the labour markets

must continue. Recommendations include:

- stepping up of the Youth Guarantee implementation; - investing adequately in human capital through education and training to increase productivity;

- reintegrate long term unemployed in the labour market; - improve tax benefits systems to support job creation;

- tackle gender gaps; - modernise social protection systems to provide effective protection for all.

Second results from U-Multirank published The second results from U-Multirank, the world's largest international

university ranking, were published. U-Multirank covers more than 1,200 universities from over 80 countries. It gives results for the institutions as a whole, as well as for their

performance in seven subject fields – computer science, medicine, psychology, electrical and mechanical engineering, business studies and

Belgium The European Youth Work Convention 2015 is one of the flagship initiatives of the Belgian Chairmanship of the Council of Europe. It will

28th-31st October 2015: Nantes Creative Generations Youth Forum,

Nantes, France The Forum will be an occasion to discuss and share innovative experiences among young people in different European countries, all of whom are

involved in original projects that help strengthen the notion of citizenship, of «living together». The forum is addressed to young people, from 18 to

30 years old, from any member country of the Council of Europe. Participants’ transport and accommodation costs will be covered by Nantes Métropole (Maximum 2 participants per project).

Salto-Youth: Training Calendar The European Training Calendar contains current training offers of different institutions and organisations, such as SALTO, the National

Agencies for the YOUTH IN ACTION Programme, non-governmental youth organisations, the European Youth Centres of the Council of Europe and

the Partnership Programme on European Youth Worker Training. They are addressed to young people, group leaders, mentors, trainers and other specialists.
