Background: The Iraqi Parliament approved the in 2015, by the virtue of Article (28) of the general budget law for fiscal year 2015 the establishments of ReFFATO which functions directly under the umbrella of Council of Ministers.

Objectives: Reconstruction and rehabilitation of the areas affected by terroristic operations. Reduce of the impacts of terrorism Compensating wasted development opportunities.

Responsibilities of the reconstruction fund includes: Management of grants from development partners. Settings projects priorities, supervision, and following the implementation of developmental

projects in affected governorates. Coordination with development partners to support the reconstruction process, and proposing

plans and policies to achieve the goals.

Vision: To build confidence between Iraqis and the state, and emphasize confidence between Iraqi

government and the international community.

This is accomplished through citizen engagement (Locally) & through the funds received from

international donors (Internationally).

Mission: Rebuilding city’s infrastructure and human spirits while sustaining the economic cycle in areas

affected by terrorist operations through the following strategic dimensions:

The social dimension: Renewing the social contract between the state and citizens in the liberated areas ,as well as

rebuilding credibility and confidence. Did ReFFATO achieve their social dimension mission? How?

25 workshops & 3 voluntarily champions of training for citizen engagement have been done through our

engagement consultant with estimated beneficiaries of (1,309,056).

Until now, there is no record for any attack from citizens to those projects.

We have partially achieved this, but we still need to reform education to: reform curriculum & the way of

teaching (We are working with WB to achieve this goal).

MAIN ACHIEVEMENTS IN THE ELECTRICITY SECTOR

• Quick Wins Phase (Phase I)

All 132 kV OHTL materials are supplied and delivered to MoE warehouse in Nineveh Province.

All eight (8) Mobile Sub-Stations are supplied and delivered to MoE warehouse in NinevehProvince. Four (4) out of them have been installed in the city of Mosul (right-side coast) out ofwhich three are operational.

750 distribution transformers (out of 1150) are supplied and delivered to MoE warehouse.Remaining transformers and accessories are still under manufacturing and delivery stages.

• Phase II

Award and contract signing of the Haditha – Qaim 132 kV Over Head Transmission Line with atotal value of approx. € 33.38 Million

Finalization of the technical scope and requirements with the revised cost estimate for Lot 1“Reconstruction of the 400 kV West Mosul Super Grid Sub-Station” and launching the Pre-Qualification Document. Revised estimated cost is approx. € 82.1 Million

• Explosive Hazards. Contamination by Mines, Explosive Remnants of War (ERW) and Improvised Explosive Devices (IEDs) prevent reconstruction in most areas.

• Investment. Limited allocated funds in comparison with the needs. Moreover, the allocated money in the federal budget per year for the ReFFATO per year should be added to the allocation of following year.

• Co-ordination. Lack of co-ordination amongst the implementing parties (National NGOs, International NGOs, Local Governments, and the Central Government Authorities, Explosive Hazard agencies)

• Management Resources. Limited availability and no continuity of manpower in ReFAATO Management team.

• Overlaps and the conflicts between the loan & grants agreements and the Iraqi federal laws: (protection of the national product)

• Bureaucracy: Too much time is consumed in processing the administrative, financial , and decision making in loans and grants projects within ministries (Local rules applies for urgent projects).

• Loss of confidence at the PMT’s level in making decisions. (Lack of responsibility, thus more decentralization is needed).

• Duplication and lack of coordination in the work has led to a heavy burden on government. Lack of central data base for information exchange between the Iraqi government and all national and international organizations in Iraq.(Status of the UN projects in Iraq and other international organizations)

• Inability to rehabilitate due to lack of finance, resources, and governmental support.

• Lack of accommodation, forcing self-restoration and IDP camps.

• Loss of family and increase of disabled casualties of war.

• Contamination by Explosive Hazards.
