ORDER OF PRECEDENCE
Order of precedence concerns the hierarchy of eminent persons at offi cial events. Th e rules concerning precedence classify participants by order of importance and, accordingly, determine the seat or ceremonial order of eminent persons at offi cial events (who speaks fi rst, , where to be seated at a meal, etc.).
Th ere are two basic types of precedence: Offi cial (de jure) precedence and courtesy (de facto) precedence. Th e offi cial order of precedence must be strictly observed. A seating error may be a diplomatic error, the seri-ousness of which varies according to the rank and sensitivity of the person aff ected. Courtesy precedence (how one seats eminent persons from the arts, academic or scientifi c world, former ministers or diplomats, etc.) is far less infl exible: an artist may be seated next to a business leader without further explanation everything depends on the circumstances.
Offi cial precedences may fi ll three separate lists, which have to be re-fl ected in the seating arrangements:1. list of local authorities, classifi ed by offi cial order of precedence (to be
checked with the Protocol department of the host country);2. list of invited diplomats (from third countries), whose order of prec-
edence is very easy to determine (length of accreditation in each class or rank) (see the Diplomatic List: http://ec.europa.eu/dgs/secretariat_general/corps/index.cfm?CLX=en);
3. list of the hosts authorities (and fellow embassy offi cials), who are also entitled to be seated according to rank and length of service (if in doubt, consult own Protocol department).If there are two or more lists, these have to be refl ected in the seating
arrangements as far as possible, while trying to abide by the following, oft en contradictory, criteria:1. natural precedence between the lists: priority must be accorded to the
local authorities, followed by diplomats from third countries and lastly our own people;
2. a minimum of balance must be observed in the respective ranks of the lists;
3. it is advisable to retain the fl exibility needed to allow for the particular composition of the table.N.B.: For the order of precedence within the European institutions,
