. Public Procurement is the term used to describe the purchasing of works, supplies and services by national, regional and local public bodies,

including central government, local authorities, fire and police authorities, defence, health

services, joint consortia of public bodies, and public and private utilities. Throughout

Europe, the public sector and utilities, referred to as 'contracting authorities', need to

purchase goods and services for a huge range of activities. Many of these form large

contracts which must be advertised all over Europe, the annual value amounts to around

500 billion, estimated at around 11.5% of EU Gross national product. This represents potentially profitable opportunities for companies to supply the market at home and

. : Government procurement, also called public tendering, or public procurement, is the procurement of goods and services on behalf of a

public authority, such as a government agency. With 10 to 15% of GDP in developed

countries, and up to 20% in developing countries, government procurement accounts for a

substantial part of the global economy. To prevent fraud, waste, corruption or local

protectionism, the law of most countries regulates government procurement more or less

closely. It usually requires the procuring authority to issue public tenders if the value of the

procurement exceeds a certain threshold. Government procurement is also the subject of the

Agreement on Government Procurement, a plurilateral international treaty under the auspices

of the WTO.
