  • Distinguished Generals, Mr. Potamianos, My Dear Friends:It gives me great pleasure to be with you. It is a great honor for me to be Ambassador to your great country, one of ancient civilization, one of admirable people, fighting for independence and against Fascism. A dream land of cultural and natural beauty that almost every Chinese student and tourist admired. I am most grateful that your country has ensured success of the Lighting and Handover ceremonies of the Flame for the Beijing Olympic Games in March. Together, we will present a grand Olympic festivity to the whole world this August.China attaches great importance to the Comprehensive Strategic Partnership with the Hellenic Republic established in 2006, during the official visit of Prime Minister Karamanlis. Under that framework, our mutual trust has deepened, as we continue to support each other in international affairs. Our cooperation has flourished in the areas of maritime transportation, shipbuilding, trade, Olympics and culture. In 2007, bilateral trade volume has grown to 3.4 billion US dollars, an increase by 50% than previous year. Air China has opened direct flights between Beijing and Athens since November. And China is currently hosting the Cultural Year of Greece in China. Both sides have the determination to keep this momentum of friendly cooperation. China is ready to support the development strategy by the Hellenic Government to build Greece into a regional transportation hub and energy transit center. We will continue to exchange support on a wide range of international issues. In short, I am confident that based on common ideas inherited from ancient civilizations, we will be able to enhance mutual understanding and cooperation.

    Generals,Friends,Today, I would like to share with you Chinas views on the world security situation and explore with you how to promote peace and stability. We are living in an era of fast changes when all countries are closely related in security. The threats have taken on a new look: terrorism, nuclear proliferation, climate change, infectious diseases, regional conflicts, appalling poverty. Transnational

    and non-traditional security threats are confronting all of us. The international security situation seems increasingly unstable and unpredictable. Strengthening dialogue and cooperation has become a fundamental approach to common security. The central question is: how can we achieve collective security through effective cooperation?In Chinas view, the only way to achieve lasting peace and common prosperity is to promote peace, mutual benefit and harmony in international relations by following the principle of mutual trust, mutual benefit, equality and coordination.Mutual trust means all countries should transcend differences in ideology and social system and maintain frequent dialogue and consultations on each others security and defense policies and major operations. Mutual benefit means that all countries should accommodate each others security concern and create conditions to meet the security interests of others while ensuring their own.Equality means that all countries, big or small, are equal members of the international community and should respect each other and promote democracy in international relations. Coordination means all countries should seek peaceful settlement of their disputes through negotiation and carry out wide ranging and deep-going cooperation on security issues of mutual concern.

    Generals, Friends,As China increasingly integrates itself with the outside world, we are fully aware that the interconnection between our future and the destiny of the world is closer than ever. It is against such a backdrop that China has undertaken to follow a path of peaceful development, pursue an opening-up strategy featuring mutual benefit and win-win progress, and build a harmonious world of enduring peace and common prosperity.Peaceful development is the strategic choice made by the Chinese government and people and consistent with Chinas cultural traditions, socialist system and specific conditions. In a globalized world where state-to-state relations are becoming ever closer, all countries should follow the path of peaceful development. To seek mutual benefit and win-win progress is always an

  • important principle guiding Chinas relations with other countries. In todays world, no country can expect to achieve development in isolation. The spirit of mutual benefit and win-win progress applies not only to economic cooperation but also to other aspects of international relations as a universally applicable norm. Only by following this norm can countries develop sound relations.To build a harmonious world is a major diplomatic initiative China has taken. It is an initiative aimed at promoting world peace and development and advancing human progress. Harmony does not mean uniformity. It means cherishing common ground while respecting difference. To build a harmonious world, we must first of all recognize that we live in a world with different interests and diverse cultures, and we must seek a balance among various interests and pursue common progress in a peaceful and cooperative way. Resolving differences and enhancing harmony is what this initiative is all about.

    Generals, Friends,China means what it says and practices what it advocates. Through its own development and a constructive role in international affairs, China has proven a staunch force in safeguarding world peace and stability. China stands firmly for combating terrorism in any form and actively participates in international and regional counter-terrorism cooperation. China is resolutely opposed to the proliferation of WMDs and earnestly fulfills its international non-proliferation obligations. A comprehensive and effective export control regime has been established in China. Since 1990, China has participated in over 20 peacekeeping operations including 12 missions that are still under way. Over 7,000 Chinese peacekeeping soldiers and police officers have been dispatched to the Middle East, Cambodia, Western Sahara, Sierra Leone, Sudan, Haiti, Liberia etc., making China the largest contributor of peacekeepers among the permanent members of UNSC. Nine Chinese peacekeepers have laid down their precious lives in the service of peace.Due to disputes on declaration issue between the US and the DPRK, the six-party talks have the danger to be caught in a deadlock. As the chair, China has kept close contacts with the US and the DPRK and put forward a compromise proposal for the proper resolution of declaration issue. As a result, the interaction and consultation between the US and DPRK have been reactivated. We will continue to propel all the parties concerned to honor their commitments in a comprehensive and balanced way and keep the sixparty talks on track. On 4th of March, the Security Council adopted Resolution 1803 imposing sanctions on Iran. As the international community increasingly calls for a peaceful resolution of the Iranian nuclear issue through diplomatic means, the focus of the Six-Country mechanism has been shifted to propelling the early resumption of dialogue and negotiation between Iran and EU-3. China has taken an active part in the relevant mediation efforts and

    hosted a meeting of political director-generals from the six countries in Shanghai on 16th of April. We are deeply concerned about the Darfur Issue and are highly sympathetic for the suffering of the local people. Thanks to Chinas vigorous mediation and efforts of other parties, the Sudanese government has eventually agreed to the de-ployment of hybrid mission in Darfur. China has consistently sup-ported the Middle East peace process and hopes that the countries concerned will re-sume their talks at an early date.China has grave concern over the impact of unilateral decla-ration of independence by Ko-sovo and calls on all parties concerned to work together to safeguard peace and stability of the Balkan region. China fully appreciates the importance and urgency of climate change. I agree with Prime Minister Karamanlis that the response to it must have two tiers: One is ensuring energy security; the other is decreasing the contribution to the greenhouse phenomenon. The Bali Roadmap adopted at the end of last year marked the start of a new round of negotiation on climate change.

    We maintain that climate change is ultimately a development issue, and it can only be addressed in the course of sustainable development. The principle of common but differentiated responsibilities should be reaffirmed and the developed countries should take the lead in reducing greenhouse gas emissions and transferring technology. To ensure global energy security, China calls for enhanced dialogue and cooperation between energy exporters and consumers. All countries should join hands to safeguard stability in oil-producing regions to ensure the security of international energy routes.

    Generals, Friends,When we talk about the global security cooperation, we can not ignore those security threats that are close to us. In March, serious crimes of violence involving beating persons, smashing properties, looting and arson in Lhasa have caused the death of 22 civilians and police officers. In some parts of Europe, some of Chinese diplomatic missions were attacked. We have solid evidence they have been premeditated, organized and instigated by the Dalai group. It has raised questions on his claim of peace and nonviolence. The violence has threatened stability of some neighboring countries. Over 120 countries have expressed their understanding and support to the Chinese government in taking law-enforcing measures to restore social order.

    Generals, Friends,In less than 3 months, the Games of the 29th Olympiad will be held in Beijing. This will be a great event for the people in China, in Greece and all over the world. I assure you that we are ready, that the Games will be a great success. Welcome to Beijing.Thank you.
