Yannis Bassias President and CEO, Hellenic Hydrocarbon Resources ManagementYannis has 25 years, in the international oil and gas exploration and services business. Since 2012 advised several companies in EEZs of the Indian Ocean, Equatorial America and West Africa on geological and legal aspects of frontier hydrocarbon basins. From 1997 to 2012, as president of Georex group, he demerged the exploration assets from the service activities and established technical subsidiaries in France, United King-dom, Tunisia and the Republic of Congo. Managed database projects on CIS reservoirs, data mergers for Total, PetroFina and Elf, seismic data transcription for Snpc and Esso. Between 1996 and 2000 he directed evaluation teams for the development of oil and gas interests in Texas and Colombia and in 2007 initiated for Poros onshore exploration portfolios with assets in the Paris basin and Tunisia. Before joining the petroleum industry had an academic career at the Free University of Berlin and was associate professor in the National Museum of Natural History, Paris, with main research focus the Precambrian of Morocco and sedimentary basins and ridges of the Indian Ocean. Geologist, PhD. in tectonics and stratigraphy, he is author of more than 30 publications in international scientific or industry journals.

Frode A. Berntsen Advocate-Partner & Lawyer, Simonsen Vogt Wiig Law FirmMr. Berntsen has more than 20 years' experience as a lawyer. He has worked extensively both in Norway and internationally. His main area of intervention has been petroleum law. He also works regularly with mergers and acquisitions, contract law, HSE and environmental law, in particular in relation to the petroleum sector. Through his work internationally he has extensive experience with capacity building and assistance to foreign governments and international organisations. In addition, he has broad experience from coordinating and organising complex legal projects for private and public sector entities. The main part of his work relates to advice to foreign governments on developing legal frameworks for management of petroleum resources and governance of extractive industries, including issues pertaining to HSE and the external environment, as well as international law matters with focus on the United Nations Convention of the Law of the Seas. He has worked closely with the governments of East-Timor, Montenegro, Lebanon, Somaliland, Sudan and Uganda. The assignments have been awarded and financed through the Norwegian Petroleum Directorate, the Norwegian Environment Agency, the Norwegian Agency for Development Cooperation, the Foundation Petrad, the Ministry of Environment and the Ministry of Foreign Affairs. In addition, several Nation States have awarded assignments and financed all or part of these with own funding.The work has been carried out from Norway and locally in the respective countries. The work in the mentioned countries have included development of policy issues, assistance with drafting regulatory framework and model agreements relating to such, international law issues, as well as general legal and policy advice for governments on issues relating to stakeholders in the industry. The methods which have been applied includes use of general and tailored presentations, interactive workshops, capacity building through interaction with government staff and others, drafting of memos on various themes as requested, review of treaties, legislation, memos and letters drafted by government.During most of 2008 he was part of the core team participating in investigating corruption allegations against Statoil following a merger with the oil and gas division of Norsk Hydro. The work entailed review of vast numbers of documents from various countries, but in particular from Angola, Libya and Iran. He is thus familiar with anti-corruptions matters and measures to combat it.His varied background within his fields of expertise has led to repeated requests for participation in seminars and courses as a lecturer, presenter and panellist.In the private sector Mr. Berntsen has managed national and multinational due diligences in connection with mergers and acquisitions. In addition, he has also worked on re-organisation of public sector entities in Norway, including the restructuring of the public health sector and the former government entity responsible for road construction. Through this work he has gained broad experience from transactions, public administrative law and private law.In 2007, after three years, he left the post as Chief Legal Advisor with the rank of Colonel at NATO’s training and doctrine development centre "Joint Warfare Centre". A key responsibility he had was to seek to increase the competence level of high-ranking military and civilian staff of NATO in managing complex legal and political issues in relation to potential or actual conflict situations with focus on international law matters. The capacity increasing activities were carried out through active follow-up during work and exercise situations. He also contributed significantly to the description of the methodological approach for capacity building.

Steve Brincat Managing Principal Engineer - American Bureau of ShippingSteve Brincat is a Managing Principal Engineer with ABS, based in the classification society’s London Engineering department.Since joining ABS in 2007, Steve has held various positions associated with Offshore Coastal State Regulations. In his current role he focuses predominantly on offshore safety and environmental regulations applicable to European Waters, regulatory compliance and Independent Verification. Through the combined use of prescriptive and risk based methodologies, he works directly with Offshore clients to establish and maintain the technical and environmental compliance of their fixed or mobile offshore installations. Steve holds a BSc in Product Design from the University of Sussex UK.

Litigation experience before the Supreme Courts of Greece, the Greek Competition Authority [NCA], the European Courts (CJEU, EGC, ECHR) and the European Commission. 2002-2004: worked as an external legal counsel in the area of public procurement in the Directorate of Technology and Energy of the Athens 2004 Olympics' Games Organizing Committee. He is currently the Deputy General Counsel of the Greek Public Power Corporation (PPC), and in this capacity he has, inter alia, actively taken part in a variety of high profile energy law cases involving PPC, which, were referred before the European Court of Justice. These, among others, include: Case C-43/10 in which he represented PPC regarding the diversion of the Aheloos river and the Mesohora’s hydroelectric dam; Cases T-421/09 & T-169/08 (PPC-Commission) , which dealt with the exploitation of PPC’s lignite reserves; and Case T-542/11 (Aluminium v. Commission, see also C-228/16 P & C 590/14 P), which involved an action regarding alleged granting of State aid through the provision of electricity tariffs. Have further been heavily involved in academic activities having been invited to teach in various occasions at Panteion University of Athens, at the Law Faculty of the National and Kapodistrian University of Athens and at the Greek National Public Administration School and to take part in seminars held by the Center of European and Financial Law. Zoi Stolaki Lawyer LL.M., Legal Department - Public Gas Corporation (DEPA) S.A.Zoi Stolaki is Attorney-at-Law and works in the Legal Department of the Public Natural Gas Corporation (DEPA) S.A., in Athens, Greece. Prior to joining DEPA S.A., Ms. Stolaki worked in a large international law firm in Brussels in the fields of EU Competition Law and EU Energy Regulatory. Ms. Stolaki also worked as an intern in the Brussels office of Magic Circle law firm, the legal department of a major Greek bank and the legal department of the Permanent Representation of Greece to the European Union. Colin Graham Partner, Watson Farley & WilliamsColin Graham is a Partner in Watson Farley & Williams LLP’s Energy & Infrastructure group based in London. He has over 18 years’ experience working on the development of projects in the energy, power and resources sectors across the world.
