Comment The Dhaka Stock Exchange (DSEX) continues its bullish run, as the investors went on buying spree with turnover almost inching to BDT 17 billion mark. The market started with an positive note and continued it till end of the session. Today, there were 219 gainers, 75 losers while 34 issues were unchanged. The total market capitalization stood at BDT 3,557.08 billion and total turnover reached at BDT 16,969.43 million.
The Banking sector gained 0.75% today reaching 16.4% of the total market capitalization. Most of the issues had a moderate gain from the sector. NBFI sector gained 3.32% reaching 6.7% of the total market capitalization. Invest-ment Lanka Bangla Finance Ltd. (LANKABAFIN) was the highest gainer from the sector with a gain of 7.01%. Dulamia Cotton (DULAMIACOT) became the top gainer with gain of 9.78% while BEXIMCO became the top trded share fol-lowed by BBS.

Bridges Div requests cut in allocation for current FY
The builders of high-priority Padma Multipurpose Bridge are unable to spend its budgetary allocations for this
fiscal as it had a surfeit of funds against a slow execution performance, officials said. As such, the Bridges
Division has requested the Planning Commission (PC) to trim down the funds by 21 per cent to Tk 47.74 billion
from the allocated Tk 60.26 billion in the Annual Development Programme (ADP) for the fiscal year (FY) 2016-
17. "We will not require the entire Tk 60.26-billion allocations in the current fiscal as we will fall short of target
from the earmarked project work this year. So, we have sought lower funds in the upcoming revised ADP,"
said a senior Bridges Division official. A PC official said they had recently received the request for lower fund
requirements from the Bridges Division for the ongoing Padma Bridge project in the under-preparation revised
ADP. The fund cut is likely to be reflected in the upcoming revised ADP for the current fiscal, likely to be final-
ised by next month (February).
BPDB inks deal to buy 200MW solar power
The state-run BPDB inked a deal with Southern Solar Power Ltd (SSPL) to purchase around 200 megawatt
(MW) of solar electricity. The Bangladesh Power Development Board (BPDB) will purchase the electricity from
SSPL for 20 years on 'no electricity, no payment basis' under the agreement. The tariff has been fixed at US 17
cents per unit (1 kilowatt-hour). The SSPL would build the solar-based power plant at Teknaf in Cox's Bazar
within next 18 months. There is no 'capacity payment' to the plant sponsor if BPDB does not purchase electrici-
ty from the plant. Currently, the power board has to pay the capacity charge to the sponsors of oil-fired rental
and quick-rental power plants even if it does not purchase electricity from them. At present, some 434 MW of
renewable electricity was being generated in the country. Approvals to build more solar electricity plants with
300 MW of capacity have already been awarded.
Bandwidth use doubles in 2016
The use of bandwidth in Bangladesh more than doubled year-on-year to 380 gigabits per second in 2016,
driven by local contents and expansion of 3G services. The number of internet users was 5.41 crore at the end
of 2015, which rose to 6.68 crore in September 2016, according to data from Bangladesh Telecommunication
Regulatory Commission or BTRC. The Internet Service Providers Association of Bangladesh said the bandwidth
used at the end of 2016 was no less than 400gbps. The use of bandwidth increased at a time when Bangla-
desh is experiencing a slow internet connection because of breakdowns in three Indian undersea cables. On
January 4, the connection of India's Tata Indicom Cable was the latest to go out of order, which provides
around half of the internet bandwidth that comes from India to Bangladesh. However, the industry experts
said the data growth is much lower than the expectation, as many people use the internet for non-productive
purposes.

ARGUS Credit Rating Services Limited (ACRSL) has announced the CPA (Claim Paying Ability) rating of the
Company as "AA+" for long term and "ST-2" for short term in consideration of financials of the Company up to
December 31, 2015 (audited), Q3FY16 (unaudited) and other relevant quantitative as well as qualitative infor-
mation up to the date of rating declaration.

SPCL
The Company has informed that Southern Solar Power Limited has signed a project agreement with Bangla-
desh Power Development Board (BPDB) for 200 MW Grid Tied Solar Park in Bangladesh on January 09, 2017.
As per initial MOU, Midland Power Co. Ltd. (an association of Shajibazar Power Co. Ltd.) will be the local
partner of this project by subscribing 20% Equity. After implementation and start of commercial operation of
the said project, there shall have prospective impact on the profitability of SPCL.

The Company has informed that as per the Judgment and Order, passed by the Hon'ble High Court Division of
the Supreme Court of Bangladesh, on December 05, 2016 and decided by the Boards of Directors of both the
Transferor (Bengal Petrochem and Synthetic Textiles Limited) and the Transferee (Bengal Windsor Thermo-
plastics Limited) Companies, the certified copy of the said Judgment and Order have been filed to the Regis-
trar of the Joint Stock Companies and Firms on 01 January 2017, which will be considered as the effective
date of the scheme of amalgamation of Bengal Petrochem and Synthetic Textiles Limited with the Bengal
Windsor Thermoplastics Limited.
