  • Dear friends and members of the Hellenic Educational Society,

    It goes without saying that with the current socio-economic developmentstaking place at the international level, students need to acquire knowledge,and gain skills and abilities that will enable them to have a vision of societyand to formulate new perspectives in the field of education, work, and socialcoexistence. School, perhaps more than ever, is today being called upon topromote active learning, develop critical thinking, foster social solidarity andcohesion, as well as fortify respect for the rights of others.

    Individuals with special needs, unfortunately still all too often have lim-ited opportunities for learning. They encounter social exclusion due to theabsence of educational programmes, the lack of appropriate educationalstructures, and the inability of school to satisfactorily fulfil its inclusive andsocio-political role. For this reason, a critical re-examination of the orienta-tion of school is both imperative and an added challenge for society.

    The main objective of the Conference -which coincides with the Interna-tional Day of Persons with Disabilities, 3rd December- is to give the opportu-nity to scientists, researchers, and teachers to highlight issues and presentresearch findings with the aim to exchange ideas and delve deeper into thescientific examination of an issue that has numerous socio-political dimen-sions.

    We hope that this Conference will contribute to the promotion and pro-tection of the rights of individuals with special needs and provide support tothe demand for equitable access and equal opportunities in the participationof education and social life.

    As a result of their hearing loss, many deaf/hh individuals are typified byspecific voice and speech characteristics that may affect their speech intelli-gibility. Within spoken language communication, speech intelligibility is amain factor that can influence the success of interactions with hearing indi-viduals. In fact, beyond affecting ones ability to communicate ideas, feel-ings, and experiences efficiently and successfully, speech intelligibility mayalso render an impact on interpersonal functioning and on others percep-tions of the deaf/hh persons.

    Currently, there is a predominance of individual inclusion of deaf/hh in-dividuals in regular educational systems with hearing students. This trendhas resulted from, on the one hand, the implementation of the Special Edu-cation Law in many countries, which calls for maximum inclusion, and, onthe other hand, recent technological developments in sensory aids and as-sistive listening devices (hearing aids, cochlear implants, FM systems),which have substantially improved use of the auditory channel. Thus, nowa-days many deaf/hh children are included in regular classes with normallyhearing peers, where spoken language comprises the mode of communica-tion and its intelligibility constitutes a central factor affecting their emotionalstate and social relationships, particularly with hearing individuals.This lecture raises the issue that the ability of deaf/hh individuals to use spo-ken language for communication constitutes a central factor affecting atti-tudes towards them as well as their own emotional state, social relation-ships, and occupational competence. The lecture will present data relevantto these topics with regard to deaf/hh individuals at different ages and invarious educational programs.

    Germany has a long tradition of providing hearing-impaired learners with aneducation: after Samuel Heinicke opened the school for the deaf in Leipzigin 1778, more and more deaf schools (and other special schools, e.g. for theblind, physically disabled or mentally handicapped) were established.

    While the first deaf schools were responsible for all hearing-impairedpupils, two distinct types of schools, namely schools for the deaf and schoolsfor the hard of hearing were developed at the turn of the 19th/20th century.Almost exactly 100 years later (around the turn of the 20th/21st century) theschools for the deaf and hard of hearing were merged into "support centres".

    The reasons are multifaceted: declining numbers of pupils in general, thetrend to integration in schools, new conditions for the development throughearly diagnosis (new born hearing screening), digital hearing aids, cochlearimplants as well as an early onset and an effective early childhood educa-tion.

    Since the UN Convention on the Rights of Persons with Disabilities waspassed in 2009, the debate about inclusive education and a "School for All"has intensified. Schools for children with learning difficulties are being tar-geted primarily. This type of school does not exist in many countries. Thesupport of these students is a matter for mainstream schools there. Whenarranging an educational placement for hearing-impaired children and ado-lescents, our current starting-point is to offer both kinds of provision (i.e. aplacement in a learning support centre and a placement in a mainstreamschool) in order to meet the wishes of all, or most, parents.

    When supporting hearing-impaired children and adolescents in Ger-many, the traditional focus has been on spoken language. Technological de-velopments and the trend towards school integration have further strength-ened this approach. In the interim, "bilingual classes" (both speech and signlanguage are used in teaching) are being offered in schools for the hearing-impaired.
