CURRENT AIR TRAFFIC MANAGEMENT ATC currently is based on ground
navigational aids, radar surveillance, and voice communications between Controllers and Flight Crews
OPERATOR ADVANTAGES WITH FANS
1. Reduced separation between airplanes
2. More efficient route changes 3. Satellite communication 4. No altitude changes at track crosses 5. More direct routings
STATUS OF FANS 1 (1ST STAGE OF IMPLEMENTATION)
Airplanes must be equipped with following:
1. Airline operational control datalink (AOC)
2. Automatic Dependent Surveillance (ADS)
3. ATC data link 4. GPS integration 5. Required Navigational Performance
(RNP) 6. Required time of Arrival (RTA)
AIRLINE OPERATIONAL CONTROL DATA LINK
AOC gives the a/c the ability to transmit new routes, position reports and updated winds through the data link network
AUTOMATIC DEPENDENT SURVEILLANCE (ADS)
The ADS function reports the current flight position via satellite or VHF data link to the air traffic controller or to the airline.
This improves surveillance of airplanes en route.

This improvement provides a more accurate position for en route and approach operations
The navigation system must demonstrate that it can meet the required navigational performance criteria

reporting system
ACARS Aircraft Communication Addressing & Reporting System: AOC messages include take-off and landing confirmation, weather information, gate information, and engine reports. ATC messages include navigation information, aircraft positional reporting, departure clearances, oceanic clearances, runway conditions, and weather data. Currently AOC messages take up 80% of ACARS network traffic versus 20% for ATC, but the FAA NextGen program will shift more and more voice communications to data in the near future

TYPICAL FANS ARCHITECTURE
REQUIRED NAVIGATIONAL PERFORMANCE (RNP)
RNP criteria require accuracy, integrity and availability as set by FANS
Actual RNP is constantly monitored If the required navigational
performance is exceeded the flight crew is alerted to compensate for the situation
REQUIRED TIME OF ARRIVAL (RTA)
This gives flight crew the ability to assign a time constraint to a waypoint (or even to destination) allowing the a/c to cross the waypoint at a specific time, plus or minus 30 sec. That helps managing crossing traffic.
If RTA is not available crew should be alerted
FANS BENEFITS
Because use of FANS permits more ATC space to be used through more accurate a/c surveillance, operators have the following benefits:
Reduced fuel consumption, increased payload and cargo, more efficient route changes, more direct routes, no altitude changes at crossings and real time updated weather conditions
WHAT ABOUT VOICE COMMUNICATIONS With FANS technology ADS-C has really
substituted the Transponder mode S. With the high accuracy surveillance it
has also made radar environment redundant
But the controller still needs to give clearances and vectoring as well as altitude changes to flight crews
CPDLC
CPDLC stands for “ Controller Pilot Data Link Communication”
It is a series of text messages exchanged between ATC and flight crew in a form similar to mobile SMS texts
They use standard operational phraseology
CPDLC
The pilots use the MCDU screen to receive and respond on ATC text messages
The procedure is not affected by language and pronunciation differences, or by blocked VHF transmissions
All clearances are given in short clear text messages and are responded similarly

The whole procedure is especially useful in oceanic environment where, in the past, noisy and inefficient HF communications where used, due to the long distances involved
CPDLC is already used in Oceanic crossings where distances of the a/c from the VHF ground transmitters is in excess of 400 NM

SO WHAT IS REALLY FANS
FANS is made of two major renovations:
ADS-B (Automatic Dependent Surveillance-Broadcast)
CPDLC (Controller Pilot Data Link Communication)
Note that ADS-B has been modified to ADS-C (Automatic Dependent Surveillance-Contract)
SO WHAT IS REALLY FANS
ADS-C will eventually substitute completely Transponders and Radars.
CPDLC will eventually substitute HF and VHF air to ground communications
The traditional voice communication and a/c surveillance by radar may be kept only as back up systems
WHAT ABOUT EMERGENCIES
Mayday and PAN PAN functions will remain with voice communication
Flight recorders will be modified to recognize and store all satellite data link exchanged between ground stations and a/c
