1. SUBMISSION DETAILS Details of how the prepared file with the requested balance sheet information is

submitted to the Central Bank of Cyprus(CBC), are described in this section.

Main Submission Requirements:1.1 Electronic Submission.

1.2 The Submitted Balance sheet must be certified by the person carrying the

legal responsibility for the correctness of the submitted data.

1.1 Electronic Submission:Any data exchanged with the Central Bank of Cyprus (CBC) will be done

electronically. No paper data will be exchanged in any way. All security concerns will

be accommodated by

. the software “Cisco VPN Client Software”, to be used for file transfer

. the FTP server

. the electronic encryption with PGP for the exchanged file which ensures a

certified statement.

Each MFI will be logging in the FTP server where the home folder will be for the

exclusive use of this MFI. There will be two sub-folders

. FROM_CBC - Any files which are submitted to the given MFI by the CBC will be

placed in folder “FROM_CBC”

. TO_CBC - Any files which are submitted to the CBC by the given MFI will be

placed in folder “TO_CBC”.

1.2 Submitted Balance sheet must be certified In general this can be achieved by having the person bearing the legal responsibility

for the balance Sheet information, electronically signing and encrypting the file

before its submission to the CBC.

An encryption/decryption PGP software must be acquired and installed at the

submitting MFIs Instructions of exchanging the necessary public keys will follow, in

case such a procedure is not in place. Please note that files received which are not encrypted will be rejected.

Necessary Steps for certifying a Balance Sheet:

The necessary reports are generated which will help verify the correctness of the

Balance sheet. The validity of the Balance sheet will be based on:

The validation rules and formulas provided by the Central Bank on the list

of Balance Sheet schedules provided.

Any other rules and validations the given MFI wishes to implement over

and above the ones provided by the CBC.

Create a Windows (ANSI) file with the requested information as described in

Section “File specifications for BSI1 type of data”

Sign and encrypt generated file through the use of PGP software after specifying

the necessary password.

Deliver the signed and encrypted file to the operator to submit it to CBC. He has

no access to the PGP password, and subsequently can not view the encrypted

file contents. Any attempt to alter in any way the file will be detected by CBC

when the file is received, and the submitting MFI will be notified.

For the installation, configuration and access to the remote FTP access service, please refer to the attached “Remote FTP Access Guide” document.

File Name BSI2_XXXX_DD_MM_YYYY.txtXXXX = Bank's Short Name( to be agreed with Central Bank), DD_MM_YYYY = the last day of the referenced month, for example BSI2_ABC_31_12_2014.txt

File Type txt file (Windows (ANSI). This is the type of file when an excel file is “save as” in “Text (Tab Delimited)” format.

General notes:

1. Following the 5 lines as explained above, data lines follow with each line being a complete record.

2. The variables above are reported in separate columns in the order presented, with the first line being the name of each variable.

3. Values for different variables of the same record are reported in the same line, and separated by tab.

4. Amounts may be reported with an optional thousand separator, being the period (.). Both 1000 and 1.000 are accepted.

5. Negative values are not accepted except in the following cases:

Only the amounts which are not zero must be reported, except in the cases of mandatory schedules in which records with zero values must be reported, as described in the circular dated 5 September, 2006. Therefore, any balance sheet item which is not reported, is assumed to be zero. The variable OBS_STATUS must indicate the status of the observation by taking the appropriate value from the allowed value list. (A,P,E)

7. Last line of the file should be stating the number of records submitted. For example:

“6543 records of balance Sheet information submitted”. Please use the exact wording shown here. No empty line should be preceding this line.

6 Book_valueWherever in the schedule specifications an amount is not specified as a book or cost value, it is assumed that it is book value amount.  

7 Cost_value The amount being reported expressed in Cost value  

8 EINS_CODEThe ESA Institutional Sector code of the party participating into the BS Item being reported, as it is used in the schedule indicated Yes

9 Maturity

The original maturity for the given item being reported as shown in the various schedules. Different schedules are using different maturities. The ones to be used are indicated in the Schedule specifications table. Yes

10 Cur_codeThe currency code related to the reported Balance sheet item, as it is used in the various schedules. After the entry to eurozone, the CYP will not be used. Yes

11 COU_CODE_LCP

The country of the counterparty involved for the BS Item being reported. This is the country being reported in the various schedules. Terminology “Domestic” implies that the county is CY, “Rest of World” it indicates that the country is anything else but CY (<> CY) Yes

12 NACE The NACE REV.2 classification of loans as indicated in Schedule (2.5). Yes

13 Overnight_balance Indicating whether the amount is related to an overnight balance or not. Yes

14 Debt_SEC_type Further classifies the amount with respect to this variable, based on the allowed values. Yes

The following provides a list of variables to be used by schedule and exception cases for usage of variables in each schedule.

It is clarified that the use of ALL variables for a particular schedule is mandatory except in the cases denoted in column OPTIONAL with ‘Y’, where variables are applicable only when MFIs have relevant data to report.
