Necessity of managing regulatory information

A rationale for developing an information service

MASSEP 2013 conference, Athens Kostagiolas

InformationCommunication

Technology

Web 1.0 Web 2.0

Although regulatory information is important, it is rather

fragmented due to the internationalized nature of

maritime operations as well as because it involves various

private and public sector standardization agencies.

4 Review of relevant information services

The plethora of regulations for quality, safety and security in maritime transport

(1) Who knows what is right for investing on specific regulations?

(2) Who considers regulatory choices in the context of international maritime transport?

(3) Who accepts personal responsibility for decisions that influence quality and safety?

Cost of Compliance (CoC) models

quality, and safety cost(s) differs from industry to industry

PAF cost model: prevention; appraisal; and failure costs

Process Cost Model: cost of conformance and cost of non conformance

Agreement and certainty in decision making for regulations implementation

Life is uncertain … so is the sea transportation since the beginning of human history…

Information reduces uncertainty and enhances agreement for decision-making between different actors in maritime transport industry

A rationale for integrating regulatory perspectives

• Access to databases: e.g. scholarly communication and open access resources, e-journals, etc.

• Access to specific material: e.g. printed collection, loans, etc.

• Reference / consultation services: e.g. reference documents, assistance with database searches etc.

• Training & education: e.g. classes, curriculum liaison etc.

• Current awareness services: e.g. WEB 2.0 services, alerts etc.

• Support services: e.g. internet access, access to computers etc.

The appreciation of information services’ potential may further aim at suggesting meaningful usages of novel technologies including web 2.0 based services

Conclusions

(1) Maritime transport includes a vast number of regulations, codes, standards etc.

(2) The cost of quality and safety is an important issue to be examined when decisions are made

(3) Quality and safety management is dynamically linked with information

MASSEP 2013 conference, Athens Kostagiolas

This paper did not intend to address in depth all the above issues. However, a number of considerations

have been made towards the development of specific information services for maritime transport

services.
