The Ministry of Education and Culture of Cyprus (MOEC), the Cyprus Chamber of Commerce and Industry (CCCI), the Cy-prus Employers ad Industrialists Federa-tion (OEB) and the European Office of Cy-prus (EOC), in cooperation with the British Council Cyprus and the European Associ-ation of Erasmus Coordinators (EAEC), are pleased to announce the organization of the Cyprus International “Education and Career” Exhibition 2016. The Fair will take place at the Cyprus International Fair grounds in Nicosia during 19, 20 and 21 February 2016.

Euro-BioCy Competition invites young researchers to submit
innovative research proposals
The Molecular Medicine Research Center (MMRC) of the University of Cyprus (www.ucy.ac.cy/mmrc) has been funded through Stage 1 of the Horizon 2020-Spreading Excellence and Widening Participa-tion-TEAMING action, for the project entitled: “Biobanking and the Cyprus Human Genome Project (CY-Biobank)”.
The main aim of the proposal, if funded through Stage 2, is to upgrade the existing MMRC and its Biobanking activity into a Center of Excellence and develop state-of-the-art re-search in human genetics. Partners in this proposal are MMRC/University of Cyprus (Coordinator), the Medical University of Graz, the Biobanking&BioMolecular Resources Research Infrastructure-European Research Infrastructure Consortium (BBMRI-ERIC) and RTD TALOS LTD-Cyprus.
One of the actions during Business Plan Preparation is the Euro-BioCy Competition for the best research proposals to be submitted to MMRC, in two separate categories: a) for holders of a MD and/or PhD and b) for students who would pursue a PhD program of studies at the University of Cyprus. Euro-BioCy invites post-graduate students or early-stage postdoctoral researchers in the fields of biological and biomedical sciences to submit innovative research proposals.
The proposals should preferably be in the field of nephrology, but proposals in neurology/dementias/aging and oncology/tumor biology, will be equally considered. They can be of basic re-search or translational character, but not clinical trials.
Applicants must meet the following criteria:
• Be students at any stage of their studies at accredited universities or be post-doctoral fellows or clini-cians;
• Be 35 years-old or younger, by the end of this year (31 December 2015).
The submitted proposals will be evaluated by a five-member committee of experts, for their originality and innovation elements and based on Excellence, Impact, and Quality & Efficiency of the implementation. Awards will be given to the best ideas (1st and 2nd place) for the two categories described above.
1st and 2nd winners will be awarded a prize of 3.000 EUR and 1.000 EUR respectively, for each cat-egory and all expenses will be paid for a visit to the University of Cyprus to attend an award cere-mony and further discuss their ideas with the MMRC team.
In addition, the first two winners will be provided with a letter of commitment that in case of suc-cessful funding of the CY-Biobank, they will be offered the opportunity to implement their projects at the new Centre under proper guidance.

Independent experts appointed by DG Research and Innovation have prepared a newly published report which has set out to assess the contribution of “Research and In-novation Strategies for Smart Spe-cialisation” (RIS3) to the Europe 2020 Growth Strategy. According
to the report, there is still plenty of room for improve-ment for fully harnessing synergies with Horizon 2020 and the large number of other EU support pro-grammes available.
As it has become evident that more operational guidance is not enough for substantial improvement. It also re-quires structural changes concerning governance mech-anisms and the use of strategic business and policy intel-ligence tools that relate or complement policy instru-ments across governance levels, across borders, and across policy domains and administrative bodies. Rec-ommendations were made for all involved in the different phases of the Cohesion Policy cycles public authorities involved in the RIS3 implementation and the European Commission.
ERA in action: questionnaire on evaluation and grant
preparation in Horizon 2020
Horizon 2020 introduces some im-portant changes compared to FP7, not only in the structure of the programme but most importantly in the way topics are described, proposals are evaluated and externalisation is handled. The European Commission (EC) faces many challenges in the implementation of Horizon 2020 and has to deal with a completely different ap-proach to research and innovation funding than was the case before.
As a network of liaison offices in European research and innovation from 25 countries, IGLO - Informal Group of RTD Liaison Offices (http://www.iglortd.org/) has devel-oped a questionnaire in order to collect the experiences made by Horizon 2020 participants in the first calls for proposals and share them with the EC and the Executive Agencies (EA). The aim is to improve the implementation of the programme for the years to come. The question-
naire focuses on:
• Proposal evaluation;
• Grant Agreement preparation in Horizon 2020.
The results of the questionnaire will be presented at a workshop to be held in No-
vember with representatives of the European Commis-sion and the Executive Agencies. The purpose of the questionnaire is to produce recommendations and proposals for improvements that can be accompa-nied by examples. The idea is to improve the user experience of Horizon 2020 and the constructive co-operation with the European Commission and the Executive Agencies.

Smart Specialisation (RIS3)
Public-Private Partnerships for Bio-based Industries
The second call for proposals for the Bio-Based Industries Joint Undertaking (BBI JU), has been published on 25 August 2015, and it aims to speed up the develop-ment of new biorefineries. The call is focused on exploiting synergies across sec-tors and improving the strategic cooperation between the different economic sec-tors: linking actors involved in biomass supply (breeding and plant production, for-estry, farming) to biorefineries and consumers of bio-based products. This integra-tion of producers, refineries and consumers will help SMEs as their technologies,
equipment and instruments will be needed to assist large enterprises as well as stand-alone projects.
The Bio-based Industries Joint Undertaking (BBI JU) is a public-private partnership established between the Europe-an Commission and the Bio-based Industries Consortium (BIC) to implement a Joint Technology Initiative on Bio-based Industries. The aim of this partnership is to bring together all relevant stakeholders, ranging from primary pro-duction, large industry, SMEs, clusters, trade associations, academia, etc, to establish innovative bio-based indus-tries as a competitive sector in Europe. The second call for proposals will support Research & innovation actions, Innovation– "Demonstration" actions, as well as Coordination and Support Actions. The overall budget of this call for proposals is 106 million EUR and the deadline for proposals’ submission is on 3 December 2015.

Call for membership in Scientific Committees
The European Commission has launched a call for membership in the Scientific Committees (2016-2021), for scientists in the fields of Biological sciences, Chemistry, Environmental scienc-es, Epidemiology, Medical technologies and, Medicine who wish to apply as members to:
• The Scientific Committees on Consumer Safety, and/or
• The Scientific Committee on Health, Environmental and Emerging risks.
The two Committees provide the European Commission with high quality and independent risk assessment and scientific advice in the areas of public health, consumer safety and environmental risks. Each Committee consists of a maximum of 19 members.
In particular, the members of each Committee are requested to actively contribute to scientific discussions, examination of documents, drafting of opinions during meetings of Scientific Committees and their working groups, as well as to attend on an ad hoc basis workshops and hearings.
In order to be eligible, applicants must hold a university degree in a relevant scientific area at postgraduate level, to be well-established scientists with more than 10 years of professional experience and multi-disciplinary accomplishments, as well as to have a good knowledge of English language.
Members of the Committees are selected on the basis of their expertise in one or more of the fields of com-petence while their appointment will be for a term of five years.
The closing date for submitting applications is 2 November 2015.

A newly published report on the Cross-border Healthcare (CBHC) Directive shows sig-nificant legislative advances at EU-level in the past two years coupled with genuine efforts at national level. The Directive has contributed to shaping healthcare reform in many EU countries, while it has improved trans-parency and patient mobility throughout the EU.
The report indicates also that European citizens’ awareness about their right to choose healthcare in another EU country remains low as less than two in 10 citizens feel they are informed about their rights in this area, and only one in 10 are aware of National Contact Points (NCPs) - offices which were set up
under the Directive to provide information to patients on their rights and on quality and safe-ty issues.
In addition, patient mobility for planned healthcare remains low, while information to pa-tients about their general
rights to reimbursement should be improved.
The report is expected to form the basis of a discus-sion on the implementation of a Directive in healthcare in the next informal Health Council which will take place on 24-25 September 2015.

Ten years since the establishment of the Energy Community
On 27 August 2015, the Energy Com-munity celebrated its 10th anniver-sary. The Energy Community is an international organisation that aims to extend the EU's internal energy market to South Eastern Europe and the Black Sea region.
Apart from the fact that the Energy Community plays a vital role in securing the transit of gas from Russia to Europe and provides the basis for strong cooperation among its members, it is set to
play an increasingly important role due to the EU’s plans for Energy Union. Cooperation between the EU and other Energy Community members will be strengthened with new proposals on security of energy supply, investments in energy infrastructure and reforming energy markets.

Public consultation on LNG and gas storage in the EU
The European Commission has launched a public consultation in order to explore the full potential of LNG (Liquefied Natural Gas) and gas storage. The Commission has identified, earlier this year, the need for an EU strat-egy for LNG and gas storage. The consultation, which will be open until 30 September 2015, is expected to provide significant approaches which will help in developing a long-term strategy in this field.
Gas plays a key role in the EU energy system, accounting for around a quarter of energy consumption. However, some EU countries are reliant on just one
gas supplier. Liquefied Natural Gas, as well as gas storage help the EU boost the security and competitive-ness of its energy supply, in particular through the diversification of supply sources, as it could widen its range of suppliers to countries such as the US, Canada and Australia. LNG could also help drive down en-ergy prices by boosting competition on EU markets.

Satellite data consist of a key component of environmental knowledge. In this context, the European Environment Agency (EEA) and the European Space Agency (ESA) have signed a Mem-orandum of Understanding which sets out common objectives and areas of cooperation in the field of Earth observation and the environment over the coming years.
The broader view satellite measurements offer of a particular subject at a particular time have improved environmental monitoring, leading to more evidence based policy and, ultimately, better environmental management.
The Memorandum of Understand-ing sets objectives for the exchange of scientific expertise and technical information between the agencies, providing the basis for mutual ac-cess to data and the promotion of joint activities.
The EEA will benefit from this data, among others in monitoring Europe’s changing urban environment, the pressures and impacts on a wide range of habitats, the increasing fragmentation of the European landscape and climate change impacts among others.

Indicators about the early school leavers in the EU
On 21 August 2015, the statistical office of the EU - Eurostat, released a small selec-tion of indicators at EU level on educational integration of migrants.
According to the release, there are significant disparities that can be observed in the EU be-tween non-EU citizens and citizens of the reporting coun-try, like for example, the proportion of young non-EU citi-zens affected by early leaving from education and train-ing is more than twice that of nationals. Some of the key conclusions, reported in the release, are the following:
• A quarter of non-EU citizens aged 18-24 left education prematurely;
• More than 20% of young non-EU citizens are neither in education nor in employment;
• Almost a third of non-EU citizens aged 30-34 with tertiary education;
• Low education level prevails among the non-EU popu-lation living in the EU.

The Directorate-General for Education and Culture of the European Commission, has published a call for tenders for the provi-sion of a study on the impact of admission systems on higher education outcomes. The overall objective is to map country pol-icies and strategies for implementation on selective, open and mixed admission systems at bachelor level in Europe and analyse whether there is a correlation between admission systems and differ-ent higher education outcomes, and to draw out good practices within the systems applying different admission models.
The study aims to contribute to the ongoing cooperation between EU Member States in the field of higher education and should pro-duce evidence, conclusions and recommen-dations to support the improvement of poli-cies concerning admission to higher educa-tion institutions in particular as well as the
effectiveness of higher education in general.
The estimated value of this contract is 350.000 EUR, while the deadline for submission of tenders is 15 Octo-ber 2015.

The contribution of sport to the employability of young people
The Education, Audiovisual and Culture Executive Agency (EACEA) has published a call for tenders for a study on the contribution of sport to the employability of young people in the context of the “Europe 2020” strategy. The study will aim to increase knowledge on the interactions between sport, employment and youth across the EU in order to suggest improvements of EU policy in this area.
The study will provide an overview and analysis of good practices taking into account tools of recognition of qualifications gained through informal and non-formal learning related to sport in the Member States. It will propose possible future recommendations and plans of strategic actions in the context of contribution of sport to the employability of young people. The estimated value of this contract is 200.000 EUR, while the deadline for sub-mission of tenders is 12 October 2015.

A new, annual call for proposals has been published, for “Supporting Euro-pean Cooperation Projects” in the framework of the Creative Europe pro-gramme, sub-programme of Culture, which supports cultural and creative organisations with a view to helping them operate transnationally and promoting cross-border circulation of works of culture and mo-bility of cultural players.
The call seeks to support projects mainly working on: transnational mobility, audi-ence development (accessible and inclu-sive culture) and capacity building
(notably digitisation, new business models and education and training). Thus, supported projects shall therefore include a substantiated strategy and detailed description of how they plan to implement one or more of these pro-gramme priorities. The deadline for submitting a proposal is 7 October 2015.

With the launch of a new web tool, the European Commis-sion is making it easier for small and medium-sized en-terprises (SMEs) to access the technological services across Europe. The new tool allows SMEs to find technological service centres active in the field of Key Enabling Technol-ogies (KETs). Such centres can help SMEs to speed up the commercialisation of their innovation ideas.
Several studies have revealed that SMEs often don't find their way to technological services simply due to lack of awareness. Besides, it has been revealed an uneven distribution of these services across Europe, as more than 50% of technological service centres in the area of KETs are located in only 3 countries. Thus, the launch of the web tool is just a first step towards easier access for SMEs to technology.
Key Enabling Technologies centres provide the basis for innovation in a wide range of advanced products and pro-cesses across all industrial (emerging and traditional) sec-tors. They are key drivers for a sustainable and competitive industry. The KET centres have been selected according to a set of capacity and quality criteria.
The web tool provides details for each of the 187 technology infrastructures within service centres ac-tive in the area of KETs. For each centre, an SME contact person has been identified and their contact details are provided.

Capturing innovation impulses from emerging economies
The Executive Agency for Small and Medium-sized Enterprises (EASME) has published a call for tenders on "Capturing innovation impulses from emerging economies" - EASME/H2020/2015/022. The objective of this service contract is to provide the European Union with a toolbox that enables innovation and trade promotion agencies to provide better ser-vices to small and medium-sized enterprises that want to realise growth opportunities by engaging in emerging markets with targeted innovation activities.
This contract is divided into 3 lots:
1. The focus of lot 1 is the self-assessment and awareness creation in the European SME and the provi-sion of background information on intercultural communication as well as specific information on busi-ness culture in ‘culture zones’. The self-assessment will prepare the company/the employee for engage-ment in emerging economies, while it shall provide the staff, the future clients or consumers in emerging economies, the necessary knowledge to recognise and address the cultural dimension in markets and in personal interactions.
2. The focus of lot 2 is the accompanied temporary immersion of SME decision-makers into an emerging market with the aim to capture impulses for the company's innovation activities. The service to be of-fered targets SME managers with the power to make or prepare decisions on the strategic orientation of the company's innovation activities.
3. The focus of lot 3 is the translation of ‘market insight’ into innovation or investment projects by involving peers/lead users/business partners in the preparation of concrete projects for new value chains.
The estimated value of this contract is 2.000.000 EUR, while the deadline for submission of tenders is 19 October 2015.
