EOC’s participation in a new EU funded project

about “Green Skills”

The European Office of Cyprus (EOC) will partici-pate as partner in an EU funded project, recently approved by the Europe-an Commission, under the PROGRESS pro-gramme call for pro-posals on “Delivering Skills for Growth and Jobs”. The project enti-tled “Connecting People for Green Skills – Green Skills”aims to detect the work and training factors that make it impossible for construction sector professionals to get jobs that require new qualifications and skills. It will primarily focus on developing technical/professional and educational skills applied to construction in the field of the environment.

The project has a duration of 18 months and will receive a Commission grant of EUR 397,567.20 (co-funding rate 79.99%) in or-der to:

• Seek recovery in the construction sec-tor, promoting the sector as a new busi-ness in the future, accessible at local and EU level.

• Define a new model of sustainable and competitive construction that creates new jobs specialising in new market de-mands. This model will be transferred for use by public entities and private compa-nies.

• Offer public employment services and as-sociated job placement entities with a cat-alogue of new market offers and tools to link supply and demand to help them in their work.

• Provide entities, training institutions and

training path associations with tools to adapt the profile of construction professionals and work-ers to new job demands.

New web platform that supports SMEs

in the transition to green business practices

More than 99% of all European businesses are small and medium sized enterpris-es (SMEs) they are the backbone of our economy. They are also the drivers of innovation - registering more patents than all the big businesses combined. Yet to date, smaller businesses have lacked the capacity and resources to tackle en-vironmental challenges.

EC FP7 GreenEcoNet aims to help SMEs becoming more environmentally friendly while saving money and increasing their competitiveness. GreenEcoNet Web Plat-form (www.greeneconet.eu) showcases real life case studies and solutions from SMEs across Europe that have successfully gone ‘green’; it profiles a library of tools and guid-ance; and supports discussion forums and news updates tailored for smaller business-es.

The University of Piraeus Research Center is a member of the GreenEcoNet project consortium together with five other organisations, i.e. SEI, GEC, Ecologic Institute, JIN and CEPS. The consortium plans to roll out the web-site on a global scale in the coming years in order to support SMEs worldwide to exchange good practice, profile their goods and services and lead the transition to greener economies

Special award for Neapolis University in

International Architectural Competition

The awards ceremony for the Competi-tion of the International Union of Archi-tects (UIA) on: “UTOPIA AND / OR HAPINESS” was recently held in Dur-ban, South Africa where the Master Program in Landscape Architecture of the Neapolis University of Pafos re-ceived an honorary award. The event took place during the World Congress of UIA 2014 and the award was received on behalf of the Neapolis University by Dr. Julia Georgi, Associated Professor of Landscape Architecture.

All Jury Members of the International Ar-chitecture Competition of Ideas 2014 (UIA) as well as Mr. Vassilis Sgoutas, former President of UIA, were present at the award ceremony. The Architectural Competition of Ideas 2014 was undertaken and completed by the Turkish Un-ion of Architects.

The members of the winning team are:

• Christos Constantinides, Graduate Student of the Master Degree Program in Landscape Architecture, Neapolis University of Pafos

• Dr. Julia Georgi, Associate Professor of Landscape Architecture, Neapolis University of Pafos

• Dr. Anna Maria Vissilia, Lecturer of Landscape Archi-tecture, Agricultural University of Athens

During her brief speech at the ceremony, Dr. Julia Georgi elaborately pointed out that, “The award received by the Nea-polis University of Pafos provides us with strength and optimism which is needed to create current “utopian” landscapes, not only for forthcoming, but for today’s generations as well.” She also men-tioned that, “the proposed green island and peripatetic gardens in the winning landscape structure create the perfect means to investigate the notion of mod-ern utopia, providing an image of the world which simulates ideal conditions encountered in Paradise. Such a land-scape may fulfil human dreams come true in an expression of a better world, a space for contemplation, a borderland

between reality and fantasy to escape the trappings of the modern world and reconnect humanity with nature.”

Jean Monnet Centre of Excellence - University of Nicosia

An academic team of University of Nicosia headed by the Rector, Prof. Attalides, was awarded fund-ing for the development of a Jean Monnet Centre of Excellence on EU politics and policies, with the program commencing on Septem-ber 1 2014 and will be concluded on August 2017.

Having already won and successfully implemented rele-vant projects such as the Jean Monnet Modules (2008-2011) and Jean Monnet Chair (2011-2014), the Centre of Excellence was the natural next step for UNic, making it the first private university in Cyprus to receive such an award and one of the fourteen in the world that were successful in 2014. This award inevitably positions the University of Nicosia on the global academic map for European and International Relations studies, allowing it simultaneously to network with elite institutions, aca-demics and practitioners.

Within the framework of the Centre, academics at the University of Nicosia will develop new interdiscipli-

nary courses on European Union politics and international relations. Furthermore, the planned activities of the project extend beyond the area of teaching and will foster dialogue between the academic world and policy-makers, in partic-ular to enhance governance of EU policies and the understanding of

issues of great importance for the EU and contribute to policy development.

In collaboration with other local and international actors such as the European Parliament office in Cyprus, The Centre will proceed with the implementation of a series of activities including international conferences, work-shops and roundtables discussions on issues of policy reforms in higher education, immigration, geopolitics and EU-Turkish relations. Much of the outcome of the teaching and research activities – such as didactic material and conference proceedings – will be of-fered for free on the Centre’s website.

Jean Monnet Module at the Law School of UCLan University Cyprus,

under the Erasmus+ programme 2014-2020

UCLan Cyprus is happy to announce the commencement of a Jean Monnet Module entitled “The Law of Financial and Economic Governance in the EU” run by Dr. Sté-phanie Laulhé Shaelou of the School of Law as Module Leader and Academic Coor-dinator.

The University was among the successful candidates selected by the Education, Audiovis-ual and Culture Executive Agency of the European Union to run Jean Monnet Activities at prestigious institutions in the field of European integration around the world for the period 2014-2017. It is also the first time that a Jean Monnet Module is offered by a law school in Cyprus.

The Module aims at developing a specialised and unique focus in EU law, within the framework of the LLM curriculum delivered by the School of Law. This focus will be based primarily upon research-informed teaching on the law and governance of fi-nance and economic policy in the EU, in the global and multidimensional context of the financial and sovereign debt crisis in the EU and beyond, and will promote an interdiscipli-

nary approach.

New technologies will be used throughout and include a whole range of online support tools available on campus and remotely.

This module will also give the opportunity to students, professionals and the wider public to take part in ex-pert seminars, guest lectures, roundtable discussions and a conference on the topic, as well as to contrib-ute to an open access online platform, to be created and supported by the Module.

Conference on the Empowerment of the Next Generation

of the Researchers - Promoting Talents and Spreading Excellence

The EU2014 conference "The Empowerment of the Next Generation of Researchers Promoting talents, spreading excellence (ENGRes2014 )" will take place in the city of Trento from 18 to 19 November 2014 and is organised by the Italian Ministry of Educa-tion, Universities and Research in collaboration with the Autono-mous Province of Trento. The conference is part of the events of the Italian Presidency of the EU Council and is financed through the Ma-rie Sklodowska-Curie actions of the new EU Horizon 2020 pro-gramme for research and innovation.

The overall theme is to discuss and reflect on how programmes for researcher training, recruitment and career de-velopment empower the next generation of researchers to be successful, no matter how society and the economy evolve. Key elements will be explored from this angle such as skills, mobility, and gender issues as well as the inter-action between academia and industry sectors. The conference will also offer a number of professionally facilitated workshops with different subthemes within the conference topic, during which the participants will exchange knowledge and experiences and engage in discussions to develop ideas for future actions and recommendations:

• Training and supporting researchers in a changing world;

• Multi-sectoral career paths: promoting and assessing professional development;

• Attractive working and social security conditions in Europe for any talented researcher;

• A win-win collaboration between academia and beyond.

Brokerage event for Nanotechnologies, Advanced Materials and

Biotechnology

A brokerage event for the incoming Horizon 2020 “Nanotechnologies, Ad-vanced Materials, Advanced Manufac-turing and Processing, and Biotechnol-ogy - NMBP” work programme is organ-ised by the European Technology Plat-form NANOfutures with the collabora-tion of the European Technology Plat-forms EUMAT (European Technology Platform for Advanced Engineering Materials and Technologies) and Manufacture. The event will take place on the 13

“Horizon 2020”: New calls in the field of Health

Three new calls for proposals were published under the Horizon 2020 Programme socie-tal challenge of “Health, demographic change and wellbeing”. Challenges, like for ins-tance the ageing of the European population, an increasing communicable and non-communicable disease burden and the economic crisis, jeopardise the sustainability and equity of European health and care systems, on which Europe already spends nearly 10% GDP.

The personalising health and care calls aim to create opportunities for real breakthrough research and radical inno-vation in response to these challenges, by supporting the translation of findings into the clinic settings in order to im-prove health outcomes, reduce health inequalities and to promote active and healthy ageing. There are several top-ics under each call, which reflect the need for an integrated approach to the challenges, providing support both to longer and mid-term research as well as to shorter term innovation activities. The deadlines are:

• H2020-PHC-2015-two-stage - 14 October 2014 (and 21 April 2015 only for proposals retained at Stage 1);

• H2020-PHC-2015-single-stage_RTD - 24 February 2015;

Report on breast cancer care services

The Joint Research Centre (JRC) published on 8 August 2014 a comprehensive report of breast cancer care services in Europe based on a survey which analysed the current situation in 25 coun-tries. This report is a major step towards the development of a Eu-ropean quality assurance scheme for breast cancer services, which is part of the European Commission Initiative on Breast Cancer coordinated by the JRC

The 'Report of a European survey on the organisation of

breast cancer care services' covers healthcare organisation, cancer screening, breast cancer care or-ganisation, safety and quality, ac-creditation and certification schemes, competence require-ments for professionals and much more.

The European Commission sup-ports the development of a modular,

flexible and evidence-based scheme, adaptable to the diverse healthcare organisational settings, ensuring all women in Europe get access to quality care.

Spreading information on the risks of drug use

Young Europeans are less informed about the effects and risks of drugs than just a few years ago. While they widely use the Internet to gather knowledge, a new Eurobarometer survey which was published on 21 August 2014, shows that compared to 2011, respondents are less likely to have received such infor-mation from most sources, in particular from media campaigns and school prevention pro-grammes

More than 13,000 citizens aged 15-24 were interviewed for the Eurobarometer "Young People and Drugs" across the EU. Drug use and drug-related problems continue to be a major concern for EU citizens and a

significant public health and public safety issue. According to studies by the Europe-an Monitoring Centre for Drugs and Drug Addiction (EMCDDA), drug experimenta-tion often starts in the school years, and it is estimated that one in four 15-16 year-olds have used an illicit drug.

As the new figures confirm, increasing knowledge and spreading information is

another crucial task. The European Commission has used funds from five EU financial programmes to sup-port a number of projects aimed at, among others, boosting detection and identification of new psychoac-tive substances and the risks associated with them.

Improving public health through better air quality information

Air pollution from industrial facilities, transport systems and other sources can have a negative impact on public health. Using information from satellite and ground-based sensors, as well as computer modeling, the European Union (EU)-funded PASODOBLE project has developed a European-wide system, called "Myair", to deliver essential air quality data to environmental officials, doctors and hospitals, as well as to the public at large.

The project is expected to support the improvement of public health and living condi-tions in Europe's cities and regions where health can be most affected by air quality. The system delivers air quality information geared towards a wide range of research-

ers and scientists. PASODOBLE project team is working to improve air quality forecasts in many large cities in-cluding Helsinki, Athens, Rotterdam, Sofia, Brussels and Thessaloniki .

Public consultation on water re-use

Water re-use is not widespread in Europe. Most wastewater from urban treatment plants is simply flushed out into rivers and lakes. But increasing re-use would help us respond to the increasing problems of water scarcity and drought, while reducing the risk of con-tamination from wastewater and lowering treatment costs. Re-use of water also has a lower environmental impact than getting it from other sources such as inter-regional wa-ter transfers or desalination. In this context, the European Commission is launching a public consultation on a range of possible EU measures that would encourage the re-use of treated wastewater

Citizens, stakeholders, businesses, NGOs and public authorities are invited to submit until the 7 November 2014 their opinions about the potential of re-use and obstacles to it, and what kind of regulatory and non-regulatory EU measures could effectively address these concerns and increase the uptake of safe water re-use in the EU. The re-sults of the consultation will feed into an Impact Assessment covering all key aspects of water re-use, including agri-cultural, urban, industrial, and recreational uses. In 2015, the Commission intends to present a formal proposal based on the evidence contained in the impact assessment.

The period from 2004-2013 was the warmest decade on record in Europe. Many other changes significant for Eu-rope have been observed across the climate system, including warming oceans, rising sea level and shrinking snow cover, ice sheets, sea ice and glaciers. Global average temperatures in May and June 2014 were the highest monthly averages ever recorded, according to the World Meteorological Organisation. This is only one of the many trends featured in 13 climate change in-dicators recently published by the European Environ-ment Agency (EEA), which demonstrates some of the most important observations and projections of cli-

mate change and its impacts.

As the climate changes, many European countries, regions and cities are trying to adapt to the prospect of more heat-waves, droughts, floods and a rising sea level. Due to that, Climate-ADAPT is an online portal with a wealth of infor-mation on how the EU, countries, cit-ies or municipalities can best adapt to

climate change. It has recently been revamped to in-clude new or improved case studies, search features, country information, an updated adaptation support tool and more extensive pages on the funding opportunities available for adaptation.

LIFE Platform on Urban Resilience

The European Commission has published on 5 August 2014 the report from the LIFE Plat-form Meeting ‘Urban Resilience: LIFE+ projects and European policies’. This meeting, held in Colombes, France, on 4-5 April 2014, provided the platform for discussions on urban re-silience challenges, the sharing of experiences from completed and on-going LIFE projects, and the opportunity for experts to make recommendations on how the LIFE programme can best support future projects in this area.

Urban resilience is defined as the ability of an urban territory or community to resist, absorb, ac-commodate, and recover from hazards, such as natural disasters, the impacts of climate change and poverty. A resilient approach addresses, for example, reducing the environmental impacts of

pollution and waste, mitigation and adaptation strategies for climate change, and solutions to economic and social issues. The Platform Meeting focused on three thematic areas:

• resilient infrastructure and urban planning;

• waste management, recycling and re-use; and

• natural resource management and renewable energy production.

Transnational Cultural Tourism Products and

Tourism and Accessibility for all

Europe is a key cultural tourism destination, with a large number of major cultural sites and a strong flow of culturally-motivated international and do-mestic visitors. It is estimated that cultural tourism accounts for around 40% of all European tourism. Under this con-text, the DG Enterprise and Industry of the European Commission, has published on 8 August 2014, a new Call for Proposals on “Transnational cultural tourism products and Tourism and accessibility for all”.

The call is implementing the Commission’s 2010 Commu-nication on tourism, with particular reference to the diver-sification of European cultural/industrial tourism and ac-cessible tourism. This call is composed of two themes:

Theme A: Cooperation projects to support transna-

tional tourism based on European cultural and industrial heritage, and which supports trans-European cooperation aimed at designing in-novative transnational products cap-italising on European shared cultural and/or industrial heritage, and,

Theme B: Fostering accessible tourism entrepreneur-ship and management, which ultimate purpose is to encourage the uptake of business practices and strategic planning which mainstream accessibility and "Universal Design" priorities in the tourism sector .

The funding will cover up to the 75% of the total eligible costs, with a maximum funding amount of 250,000 EUR for the theme A and 180,000 EUR for the Theme B. The deadline for proposals’ submission is on 21 October 2014.

The triple win in smart, tax reforms:

competitiveness, jobs and the environment

A new study which was published on 12 August 2014, estimates that EU Member States could make their business sectors more competitive by changing the way taxes are collected from companies. The study suggests that by reducing the business tax burden linked to labour and shifting the expected tax revenue to the energy consumption facet instead, Member States could lower companies' overall production costs. According to the study, if the tax reforms were in this direction, they would make the business sector more profitable whilst at the same time fos-tering job creation and reducing CO2 emissions.

The study indicates that in order to encourage growth and job creation, tax reforms should not be based merely on profit taxation, as the overall production costs for companies contain a much larger set of taxes, including labour, environmental, property and or local/regional taxes. The results of the study suggest that increasing energy taxes and lowering labour taxes could entail a significant reduction in the total production costs.

New EU Cluster Portal

Clusters are groups of specialised enterprises – often SMEs – and other related supporting actors that cooperate closely together in a particular location. Through clusters, SMEs can be more innovative, create more jobs and register more interna-tional trademarks and patents than they would alone. The EU Cluster Portal pro-vides tools and information on key European initiatives, actions and events for clusters and their SMEs with the aim of creating more world-class clusters across the EU.

The launch of the new EU Cluster portal, also coincides with the new phase of the European Cluster Observatory and the announcement of the 4th European Cluster Conference “Boosting SME growth, industrial renewal and regional structural change through modern cluster policies and support” which will take place in Brus-sels on 20-21 October 2014.
