The 11th Malaysia Plan (11th MP) which would be implemented between 2016-2020 is the final paradigm shift that will drive Malaysia towards attaining the status of a high income nation which is inclusive and sustainable by the year 2020. In line with this, the availability of skilled workers becomes an important element in generating, maintaining and fulfilling the country’s requirements for growth towards a higher value chain and activities that are capital intensive, technology and knowledge based.

By the year 2020, it is projected that highly-skilled workers will make up 35% of the country’s labour force. Under the 11th MP, 60% of the 1.5 million jobs that will be created would require qualifications relating to Technical Vocational Education and Training (TVET), making TVET an important platform for increasing the skilled workforce. As such, the Government has determined human capital development in the country as one of the six strategic thrusts of the 11th MP, which among others, gives primary focus towards efforts in transforming TVET in order to meet the needs of the industries. In relation to this, the acceptance of Malaysian Skills Certificate and Diploma graduates is an important factor in ascertaining the effectiveness of TVET programmes in meeting the actual demands and needs of the industry.

The publication of the Guide on Starting Wages for 160 Selected Skills Based Jobs, First Edition (2016) by the Ministry of Human Resources (MoHR) is an effort to support and strengthen TVET branding and profile, as stipulated in the 11th MP. This publication is an initial effort by MoHR in recommending the starting basic wages commensurating skills acquired by the graduates with Malaysian Skills Certificate and Diploma. This Guide lists the starting basic wages based on the minimum wages of RM1,000.00 commencing 1st July 2016.

The Ministry of Human Resources (MoHR) and the relevant Government agencies together with industries play an important role in determining the requirement of skilled workforce for the country in line with the knowledge-based economy which is currently witnessing an increasing demand for skilled workers in specific fields.

MoHR realised that the wages offered for skill-based jobs does not commensurate with qualifications obtained. Realising the importance of putting value to skills obtained by potential workers with Malaysian Skills Certificates and Diplomas, MoHR has taken the initiative to publish this Guide on Starting Wages for 160 Selected Skills Based Jobs, First Edition (2016).

This Guide contains 160 job titles that are high in demand in the market, together with the job descriptions, skills level and starting basic wages. In addition, this Guide does not take into account factors such as location and the size of the company, type of industry and company’s financial capacity. This Guide also recommends that skills graduates who hold licences or other competency certificates be paid higher.

Prior to the publication of this Guide, MoHR has conducted engagements with relevant parties including Malaysian Employers Federation (MEF), Malaysian Trades Union Congress (MTUC), Federation of Malaysian Manufacturers (FMM), Malaysian International Chamber of Commerce and Industry (MICCI), the Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) and the SME Association of Malaysia.

Wages GuideProvides a list of 160 selected skills based jobs that are highly in demand in the current labour market together with the starting basic wages according to skills level. The selection of these 160 job titles is an initial initiative by MoHR and will be improvised in future publications.

Developed specifically for Malaysian Skills Certificate and Diploma graduates or its equivalent.

Includes a summary of job descriptions whereby a more detailed version can be obtained from the Malaysia Standard Classification of Occupations (MASCO) that is developed based on the International Standard Classification of Occupations (ISCO) and the skills level ascertained by the National Occupational Skills Standard (NOSS).

Some of the job titles involve more than one skills level.

Includes a list of occupations certified by the Department of Occupational Safety and Health (DOSH). This certification is awarded to individuals with qualification, experience, expertise and knowledge in the fields required under the Occupational Safety and Health Act 1994 (Act 514) and the Factories and Machinery Act 1967 (Act 139).

Malaysian Skills Certificate (MSC), Diploma (MSD) and Advanced Diploma (MSAD)Malaysian Skills Certificate and Diploma graduates as follows:

Starting Basic Wages and Alpha (α) Starting basic wages comprises of two values, which are, the fixed value (current minimum wages rate, length of study and its equivalent value per day) and the Alpha value (α) based on additional licences or competency certificates (as set out in pages 5 and 6).

Malaysian Skills Certificate and Diploma graduates are encouraged to acquire additional licences and competency certificates in order to command wages that are higher than those solely possess MSC and MSD qualification only.

Additional licences and competency certificates issued by competent institutions such as the Department of Occupational Safety and Health, Energy Commission, Department of Environment or other agencies recognised in Malaysia or at international level.

Starting basic wages refers to basic wages paid to workers with skills qualification who has just commenced work or who is entering work life for the first time without any work experience relevant to the post he holds. The basic wages do not include any other allowances or rewards and do not take into account factors such as location and size of company, type of industry and company’s financial capacity.

Malaysian Skills Certification

The Malaysian Skills Certification is based on the National Occupational Skills Standard (NOSS). Each student is evaluated and required to fulfil NOSS requirements before being awarded with a Malaysian Skills Certificate.

Criteria and standards for skills certificates are geared towards higher qualifications to allow students who graduate with skills certificates and diplomas to be able to improve their skills from semi-skilled to skilled, right up to the Supervisory and Management & Design. The skills streams offered by the skills institutions equip students with specific skills that are in demand in the job market.
