Πλούσιο portfolio επαφών για την Ελλάδα. Στη Μ. Βρετανία: Shell Energy Global vertical Market place (διαπραγματεύσεις με το ΔΣ της Shell και για τους ΓΔ (CEOs) της Texaco και της BP). Στο Ισραήλ: Israel B2B marketplace με Bank Hapoalim, Compaq Israel και Ισραηλινή Πολεμική Αεροπορία. Στην αγορά Αραβικών χωρών: Ντουμπάϊ, Σαουδική Αραβία, Αίγυπτο, στο Μαρόκο, στην Τουρκία, κ.ά. SIEBEL (ΗΠΑ,Ν.Αμερική,ΕΕ)Principal Consultant/Sr Practice Manager Τηλ/νιών στην Ευρώπη, Ουάσιγκτων,1999. Διοίκηση μελετών consulting και πραγματοποίηση SIEBEL CRM call center & communications e-business software με τη χρήση CTI/IVR/ACD και integration με SAP ERP, ORACLE ERP και J.D.Edwards ERP για το Β.Α. τμήμα των ΗΠΑ. Διαπραγματεύσεις με executive client management. Η επιτυχία που ακολούθησε με την Telespectrum και στη Ν. Αμερική οδήγησε σε προαγωγή σε Διευθυντή επικεφαλής business τηλεπικοινωνιών στην Ευρώπη. Η μεταφορά της θέσης στο Λονδίνο στο τέλος του 1999, επέβαλε παραίτηση για οικογενειακούς λόγους.

PWC (ΗΠΑ) Principal Consultant, (Director Level) Consulting Practice IT/MCM-ICE, Ουάσιγκτων, 1998-1999 Ανάπτυξη αρχιτεκτονικής και software για τηλεπικοινωνίες εξαιρετικά μεγάλων αποστάσεων (IXC), καθιστώντας ικανές τις εταιρίες στη διαχείριση των δυνατοτήτων του δικτύου τους και να περιλάβουν αυτό στην τοπική τηλεφωνία. Εφαρμογή και παράδοση του προτύπου συμπεριλαμβανομένων Web applets με VANTIVE CRM, CLARIFY CRM και SIEBEL CRM, με TUXEDO, Oracle Financials ERP. Η μόνιμη απουσία από την κατοικία μου (320 ημέρες ετησίως) επέβαλε απόφαση αλλαγής θέσης εργασίας.

AT&T SOLUTIONS (ΗΠΑ) Senior Manager/ επίπεδο Δ/ντή σε Network Consulting (SI), Ουάσιγκτων, 1996-1998Δημιουργία δικτύου software και hardware για στρατηγικούς πελάτες AT&T. Επαναμηχανοποίηση του συνόλου τεχνικών και επιχειρηματικών μεθόδων, συμπεριλαμβανομένων της υπεργολαβίας δυνητικού δικτύου ("Outsourcing"). Δημιουργία προγράμματος training AT&T training. Η ομάδα μου περιλάμβανε 11 managers, 280 απασχολούμενους και 100 εξωτερικούς συμβούλους, με γεωγραφική κατανομή αυτών σε 3 διαφορετικούς τόπους. INTELSAT (US) Senior UNIX systems consultant, Ουάσιγκτων, 1995-1996Υπεύθυνος για το computer center της INTELSAT (αέναης λειτουργίας) UNIX & ORACLE Financials ERP systems US$30.0m. Management σε software για 3 κέντρα και 140 προγραμμάτων, με 2 απασχολούμενους, 5 εξωτερικούς συμβούλους και 1 χειριστής.Απόφαση για αλλαγή θέσης εργασίας εξαιτίας της καθυστέρησης, για αρκετά έτη, της συμφωνηθείσας προαγωγής.

NIH (US) Senior UNIX administrator και consultant σε computer security, Ουάσιγκτων, FTC αρχές 1995.Υπεύθυνος για 3 συμβούλους και 1 ιατρικό επιστήμονα, διασφάλιση MEDLARS/MEDLINE από ευπάθειες UNIX στο Internet.

Interactive Catalogs (US) Manager, ηλεκτρονικού επιχειρείν/εμπορίου και υποστήριξης πελατών, Ουάσιγκτων, δεύτερο ήμισυ του 1994.Υπεύθυνος για 2 managers, 17 προγραμματιστές του B2B E-Commerce.Πτώχευση της εταιρίας (που προσέφερε χρήσιμη εμπειρία).

DataFocus (Εργαστήριο πιστοποίησης POSIX) (US) Manager υπηρεσιών πελατών, Ουάσιγκτων, πρώτο ήμισυ του 1994.Ίδρυση οργανισμού τεχνικής υποστήριξης, εισαγωγή στην αγορά του Nutcracker (εργαλείο μετατροπής των προγραμμάτων από UNIX σε NT). Παροχή INFORMIX σε πελάτες με NT εκδοχές προϊόντων SE και Online. Παρουσίαση προϊόντων της DataFocus σε εξειδικευμένα συνέδρια και πώλησή τους.Εξαγορά εταιρίας από εταιρία του New Jersey; μη αποδοχή της μεταφοράς θέσης εγασίας για οικογενειακούς λόγους.

Συγχώνευση της εταιρίας στο Norell group, η θέση κατέστη λιγότερο ενδιαφέρουσα; απόφαση αλλαγής εργασίας.

US Sprint (US) Senior Προγραμματιστής-Αναλυτής σε μεγάλα projects τηλεπικοινωνιών, Ουάσιγκτων, 1989-1993

Manager του συστήματος λογαριασμών ACS σε συστήματα MVS και UNIX. Διαχείριση και υλοποίηση τηλεπικοινωνιακών εφαρμογών σε COBOL, C, C++, Automator mi, προγράμματα UNIX. Κατάρτιση λογαριασμών και προβλέψεων κόστους για FTS2000, VA IDCU, IRS, κλπ.. (σε συμβόλαια της Κυβέρνησης των ΗΠΑ). Διαπραγματεύσεις με προμηθευτές εξοπλισμών computer. ΣΗΜΕΙΩΣΗ: Ο μεγάλος αριθμός εργασιακών θέσεων που έλαβαν χώρα κατά τη διάρκεια αυτών των ετών οφειλόταν σε αλλαγές διάρθρωσης των αντίστοιχων εταιριών, την επιθυμία μου να εξερευνήσω νέους τομείς, καθώς και σε οικογενειακούς λόγους, καθώς, και την ευκολία εύρεσης νέων θέσεων πολύ καλά αμειβόμενων μέσω πολύ συχνών προσφορών που μου προτάθηκαν. Αυτό οδήγησε σε εκτεταμένη και πολύπλευρη εμπειρία σε πολλούς τομείς computer science, τηλεπικοινωνιών, κλπ.

2) Remote Sensing of Forest Fires in the Mediterranean Region, (with Prof. D. Remote sensing is especially suitable for forest fire-related studies, including those focused on estimating the level of damage caused by wildfires as well as mapping the affected area. In this context, the development of a forest Fire Management detection and monitoring program using remote sensing data and experience from recent fires in the Mediterranean region is proposed. The program will use commercially available software and hardware systems. This paper discusses Satellite imaging solutions, the Development of Forest Risk Maps in anticipation for major fires, the concept of Acceptable Burning Percentage; the concept of “Forest Fire Severity Index Scale” is introduced and remote sensing examples from recent fires in Spain, Portugal, the French Riviera and Corsica Regions. Greece’s national plan of reforms of the strategy of Lisbon to the E.U. on October 2005 is the starting point of the analysis. The strategy has a horizontal dimension with particular focus on all the breadth of the Greek economy and public administration and addresses head-on the new technologies as a priority for the confrontation of structural problems of productivity and quality services, the phenomena of corruption, the continuous training and development of employees in new skills and the development of electronic governance. 5) The UIA International Competition for the Architectural and Landscaping Conversion of the Submarine Base of Lorient (France) (with Prof. E. Stamatiou), WSEAS International Conference Vouliagmeni, Greece, 11-13 July 2006, Journal WSEAS Transactions on Energy, Environment, Ecosystems and Sustainable Development, issue 5, Vol. 2, May 2006 (ISSN 1790-5079) pp 550-558.Abstract: With purpose the re-utilization of the building volume and of the overall facilities of the Lorient Keroman WWII U-Boat submarine base, the French Ministry of Defence together with the French Navy and the city of Lorient following the official closing of the base in 1995, called upon the International Union of Architects (UIA) to organize in 1999 an international ideas competition for the re-conversion of the base to sustainable civilian uses. We examine the evaluation process and criteria which were used to select the wining proposal. The first three prizes with their associated solutions presented special architectural interest and innovations which we describe in some detail. Although the UIA competition criteria were followed by the winners and the project eventually became a success story as the implemented solution today employs hundreds of local citizens to civilian activities around the theme of the sea, the museum and the new mall shops, restaurants and cafes, it is worth noticing that the first prize faced some unexpected resistance from the local public because the local population refused the directive of erasing traces of the cultural heritage of the historical past of the region.*Συμβολή κατά το αναλογούν 1/2.

6) Urban Sustainable Development of French WWII U-boat Submarine Bases – A Cultural Heritage Management Perspective, (with Prof. E. There is a lot to be said about the wisdom and timelessness of ancient philosophies. The study of the Chinese originated Feng Shui is developed from the following Tao notion: to live with or rather against ones natural environment benefits as much the people as much as the world. Mention is made to the QI, the Human, Physical and Temporal Factors. The establishment of a bond between the external forms and appearances of “things” of the surrounding world and the calculations on temporality are not so obvious. Disease Management (DM) is an approach to patient care that coordinates resources across the entire health care delivery system and throughout the life cycle of a disease. DM takes a more systemic approach, focusing on the patient with a disease as the relevant unit of management, with an emphasis on quality as well as cost. The present article explains the fundamental concepts and the philosophy of DM and a comparison with the traditional component management approach; a discussion on the advantages and social benefits based on early experience which suggests that disease management can lead to demonstrably better outcomes, as measured by clinical results, patient satisfaction, and cost. 14) Dietary intake in immigrant Arabian pregnant women, (with G. Alevizos, MD, Constantinos Stamatiou MD,Phd, et. al., Saudi Medical Journal, vol. 27, (7), pp.447-450, (4 pages), Riyadh, April 10 2006.Abstract: Objectives: We examined the intake of dietary micronutrients of immigrant Arabian pregnant women in Greece, in order to investigate the possible factors influencing food intake and affecting the overall nutritional profile.Methods: A dietary assessment of 497 immigrant Arabian pregnant women, admitted to the Obstetrics and Gynecology Department, Outpatient Clinic, Tzaneion General Hospital, Piraeus city, Vyronas Health Center, and Alexandras General Hospital, Athens, Greece was performed between August 2002 and August 2004, along with a comparison of micronutrient intake with the latest dietary recommendations. We carried out blood analysis, and measurements of serum micronutrients in all participants. Results: Four hundred and sixty-seven out of 497 (94%) women followed the traditional Arabian diet, and did not use drug medication or supplements during gestation. The mean dietary intakes of vitamin E, vitamin B12, vitamin C, zinc, calcium and phosphorus in the 2nd and 3rd trimesters were similar to the respective values of the Dietary Reference Intake, while the mean dietary intake of vitamin D was relatively low. The mean intakes of folic acid and iron were lower than the respective values, while the mean intakes of vitamin A and magnesium was slightly higher. The results of the laboratory tests were normal in 470 women (94.5%) except those regarding IDA, which was relatively common.Conclusion: Our findings suggest that apart from iron and folic acid supplementation, no further changes would be necessary in the dietary patterns of immigrant Arabian pregnant women, since their traditional nutritional habits seem to provide all micronutrients in sufficient quantities.*Συμβολή κατά το 1/3.

Both generic and environmental factors contribute to stone formation. The recurrence rate is approximately 50%, rising to 70% within 10 years and this condition represents a significant healthcare cost burden. An unusually frequent history of urolithiasis has been observed among patients from the rural area of Thebes, Viotia, Greece. Objective: To determine the prevalence of urolithiasis in Thebes. Methods: A representative sample of persons from the rural area of Thebes was questioned about the occurrence of urinary stones during their lifetime, and acute urolithiasis in 2005. A logistic regression model was used to contrast individuals with lithiasis to those without lithiasis. Results: A total 422 subjects participated in the study. We found a 15% prevalence of urolithiasis in the rural population of Thebes. The rate was slightly higher in men than in women in almost all age groups questioned, although this was not statistically significant. No case of Urolithiasis was found in subjects under the age of 17 years. The prevalence of urolithiasis appeared to increase with age in both men and women. Those drinking bottled water were less likely to have lithiasis. Conclusion: The life time prevalence rate of urolithiasis observed in the rural area of Thebes was higher to that reported in other studies performed among males and females in the general population of Europe.*Συμβολή κατά το 1/3.

From a cultural heritage and urban planning standpoint, the question of the reuse and best possible rendering-exploitation-reuse of this European modern day equivalent of the Great China Wall. This research interest can be attributed amongst others to its uncommon, unconventional utilitarian character, and to the trans-European historical identity which involves a shared cultural heritage as well as to the size and architectural nature of this most extensive cross-border linear building form. Apart from reference being made to historical elements describing the various phases of planning, construction and use and the role that it played during the war period, the article exposes the choice of not destroying but of maintaining the building and preserving of sections of the Atlantic Wall by the responsible institutions of the interested European states, leading to its final transformation of uses and operation today. Preliminary research data from the last three decades and historic sea level information indicate that by 2100, a percentage of the current and future-to be acquired properties under the management of the CELRL could be lost from immersion and erosion, direct consequences of the rise in the elevation of seas levels due to the melting of the ice caps and glaciers. The more vulnerable to these two phenomena of immersion and erosion appear to be the north-western coastlines of France on the Atlantic coast and English Channel. 4) Cities of Morocco after earthquakes - The contribution of the American Iron and Steel Institute (N.Y.) to the reconstruction of the city of Agadir, συνέδριο Πόλεις της Μεσογείου μετά από σεισμούς, ΔΗ.ΚΙ Βόλου-ΤΕΕ Μαγνησίας, 12-14 Μαϊου 2006 (Πρακτικά σε CD).ΠΕΡΙΛΗΨΗ: Στο παρόν άρθρο, παρουσιάζεται, με τη βοήθεια εποπτικού υλικού, στατιστικών ή άλλων μέσων τεκμηρίωσης, κ.ά., το παράδειγμα της πόλης-λιμένα του Agadir, με ζωτικό ρόλο στον τουρισμό και στην οικονομία του Μαρόκου ως βιομηχανικό και ναυτιλιακό κέντρο, πριν και μετά τον καταστρεπτικό σεισμό του Φεβρουαρίου του 1960. Εξετάζεται η αλλοίωση του ύφους, της φυσιογνωμίας, του αστικού ιστού της πόλης με το 80-90% των κτιρίων του κέντρου ανεπανόρθωτα κατεστραμμένα, οι αιτίες και οι επιπτώσεις στο κτιριακό δυναμικό της, με ευρύτερες κοινωνικοοικονομικές, χωρικές και περιβαλλοντικές συνέπειες, αλλά και η διαδικασία και η εξέλιξη της ανοικοδόμησης της πόλης με νέα μέσα και υλικά και σύγχρονες, για την εποχή εκείνη, τεχνικές.Στην ανασυγκρότηση της πόλης ουσιαστικής σημασίας ήταν η επιστημονική και τεχνική συμβολή του American Iron & Steel Institute (N.Y.), με άμεση δραστηριοποίηση, με μελέτη και σχεδιασμό για μελλοντική μεταφορά χωροθέτησης της πόλης, ικανοποιητικών τρόπων και μέσων ανοικοδόμησης, χρήσης κατάλληλων συστημάτων και υλικών δόμησης, με προσφορά τεχνογνωσίας σε θέματα και πρακτικές στατικής επάρκειας και αντισεισμικής προστασίας. Ο εστιασμός στην τήρηση σύγχρονων οικοδομικών κανονισμών και δομικών προτύπων υψηλής αντισεισμικότητας για μεγαλύτερη κτιριακή αντοχή και ασφάλεια, έθεσε το πλαίσιο για μελλοντικές προβλέψεις για την αποφυγή καταστρεπτικών συνεπειών στην πόλη και την ευρύτερη περιοχή.

5) Λιμενικά Έργα -Πρ. Βάση Υποβρυχίων Β΄Π.Π. στο Lorient-Keroman (Γαλλία)-Μετατροπή χρήσεων σήμερα-Αστικός Ανασχεδιασμός(με Ε. Σταματίου), Συνέδριο Λιμενικών Έργων ΕΜΠ, 23-26 Νοεμβρίου 2006, σ.σ. 187-196.ΠΕΡΙΛΗΨΗ: Η βάση υποβρυχίων στο Lorient (Γαλλία) ήταν προορισμένη να κλείσει και παροπλίστηκε από το Γαλλικό Ναυτικό το 1995, και απαιτήθηκε σχεδιασμός πριν αναλάβουν τη διαχείριση των εγκαταστάσεων αρμόδιοι φορείς για την καλύτερη δυνατή, περιβαλλοντικά φιλική και οικονομικά βιώσιμη λύση, επωφελή για τον τοπικό πληθυσμό. Η συρρίκνωση των πολεμικών κονδυλίων σε συνδυασμό με τις οικονομικές δυσχέρειες που αντιμετώπιζαν οι κρατικής ιδιοκτησίας εταιρίες εξοπλιστικών συστημάτων, καθιστούσαν περιττή για το κράτος τη διατήρηση παλαιότερων πολεμικών εγκαταστάσεων. Οι τελευταίες εξαιτίας της βαριάς ανθεκτικής κατασκευής τους δεν ήταν πρακτικά ελκυστικές προς αξιοποίηση. Τελικά, οι μεταβαλλόμενες στρατιωτικές τεχνικές απαιτήσεις της πυρηνικής εποχής είχαν μετατρέψει τις πρώην, συμβατικές, βάσεις υποβρυχίων που χρονολογούνται από την έναρξη του Β΄ Παγκοσμίου Πολέμου σε απηρχειωμένους αποθηκευτικούς και επισκευαστικούς χώρους. Κατόπιν αιτήματος των τοπικών Αρχών της πόλης του Lorient με το Υπουργείο Αμυνας της Γαλλίας, ομάδα φημισμένων εμπειρογνωμώνων διοργάνωσε το 1999 διεθνή διαγωνισμό ιδεών με την υποστήριξη της Διεθνούς Ενωσης Αρχιτεκτόνων (UIA) για την αναζήτηση λύσεων για την μετατροπή των βάσεων σε αειφορικές πολιτικές - αστικές χρήσεις. Η προστασία, επανάχρηση και ανάδειξη των τεράστιων εγκαταστάσεων βάσης υποβρυχίων μέσω της αλλαγής χρήσης του εξωτερικού κελύφους αντιπροσωπεύει ιδιαίτερη έννοια της διαχείρισης Πολιτιστικής Κληρονομιάς. Το άρθρο παρουσιάζει ένα επιτυχημένο παράδειγμα αστικής αειφορικής μετατροπής της πρώην Γερμανικής βάσης υποβρυχίων του Β΄ Παγκοσμίου Πολέμου σε κέντρο ειρηνικών δραστηριοτήτων στη γαλλική ακτογραμμή στον Ατλαντικό. Εξετάζεται η περίπτωση της βάσης του Lorient, και η επίδραση της μεταβολής χρήσης της στην αναβάθμιση της κοινωνικο-οικονομικής ανάπτυξης, στην τουριστική ανάπτυξη και τελικά σε ένα σύγχρονο τρόπο σεβασμού ιστορικής μνήμης. Διερευνώνται η διαδικασία εξέλιξης και τα κριτήρια επιλογής της προκριθείσας πρότασης. Το πρώτο βραβείο παρουσίασε ιδιαίτερο αρχιτεκτονικό ενδιαφέρον και καινοτομίες που περιγράφονται ως ένα βαθμό. Παρότι τα κριτήρια του διαγωνισμού της UIA ακολουθήθηκαν και το project, τελικά, κρίθηκε επιτυχές καθώς η εφαρμοσμένη λύση σήμερα πρόσφερε απασχόληση σε εκατοντάδες κατοίκους της περιοχής, (σε δραστηριότητες σχετικές με τη θάλασσα, μουσείο, εμπορικά καταστήματα, εστιατόρια, κλπ.), αξιοσημείωτο είναι ότι η πρόταση του πρώτου βραβείου αντιμετώπισε αναπάντεχη αντίσταση από το κοινό, επειδή ο τοπικός πληθυσμός αρνήθηκε να σβηστούν τα ίχνη της πολιτιστικής κληρονομιάς του ιστορικού παρελθόντος της Περιφέρειας.*Συμβολή κατά το αναλογούν ½.

In this paper through the examination of the Lorient submarine base facilities we examine some of the issues that challenged an expert team of internationally renowned architects, specialists of urbanism of the environment and representatives of the local community in agreeing and expressing the type of urban integration they envisioned and in defining the type of economic development which they envisioned for the future of the former military facilities and of the region in general. Pictures of the existing situation are presented together with the reasons that led the French Ministry of Defence and the local elected officials to seek expert advice. We examine the evaluation process and criteria which were used to evaluate and select the wining proposal. The description obtained from the wining architect’s team illustrates their architectural drawings for the retained solution. Abstract: This paper presents the effort that many organizations worldwide are making to purchase products and services that are less harmful to local and global environments. Many of these private firms are working to improve the environmental performance of their operations and products and green procurement has been a logical extension of this work. The paper presents how green procurement is used by them as a means towards improving their products and operations from environmental perspective to reduce risk, total cost of ownership and improve supply chain performance. Examples of green initiatives from Greece are presented together with references to sustainable development theory and concepts. The traditional supply positioning model is explained towards a proposed adaptation of that model to support the three dimensions of sustainable development (Environment, Economic, and Social) for Green Procurement. Results from this research are presented end entitled as “Green Supply Positioning Decision Matrix” where percentages are used to qualify procured goods and services for these three dimensions within the traditional supply chain model, but with one major difference: that the Spend dimension refers no longer to just initial acquisition cost , but to the total life cycle cost. Green Entrepreneurship profiles from recent publications are then presented together with a green entrepreneur typology and Influencers on the Green Entrepreneur from the Manchester Metropolitan University Business School. 27) City of London 2007-2010 Green Public e-Procurement Project-Results & Perspectives (with Professor Lambros Laios and Assistant Professor Socrates Moschuris) ,1ST INTERNATIONAL CONFERENCE ON SUPPLY CHAINS, 1-2 October 2010, Katerini Greece.After years lagging behind Scandinavian and other European Cities, in 2007, the city of London took the courageous initiative to transform itself from a follower to a leader and advocate of Green Public Procurement. In this paper, now that enough data is available, we present how the 2007-2010 Green Public e-procurement project was structured; the goals, accountabilities, results of the procurement portfolio-analysis, the significance of business transformation with e-procurement, the local performance Indicators which were used and the initial spend results of the project. Lookingforward, reference is made to planed actions since 2009, regarding the future implementation of European Green Procurement directives and best practices from the supply-chain domain. Today, Green Procurement is the central core of the new centrally managed public e-procurement strategy of the city of London which promises to yield significant cost savings and improved efficiencies in the 2010-2013timeframe.

29) Green Procurement Best Practices on Influencing Suppliers to Act Sustainably: Monitoring Versus Collaboration (with Professor Lambros Laios and Assistant Professor Socrates Moschuris) 2th INTERNATIONAL CONFERENCE ON SUPPLY CHAINS, 5-6 October 2012, Katerini Greece.While seeking new sources of supplies, leading companies have been able to “squeeze” savings and have become much more exposed to risk. This risk commits their procurement departments to be more efficiently aligned with their suppliers in the process of influencing their suppliers to act sustainably. What is the “best practice”? There is no unanimity: one side argues it is achieved by means including monitoring, audits, enforcing compliance and other means. The other argues that control does not work well in these features of buyer-supplier relationships and require initiatives with collaboration, communication, trust, etc. The academic literature has seen several good articles on the broader subject; in particular to one we feel best describing the issues of both sides of the debate - Boyd, D.E. Spekman, R.E. Kamauff J.W. and Werhane P. (2007), corporate social responsibility in global supply chains: A procedural justice perspective, Long Range Planning, 40, 341-356. Preliminary results from case studies and interviews and merits are presented with a discussion where the most significant points are summarized. This exploration we believe assists the procurement practitioner to confirm or change their choices for a solution that is adapted to their particular business needs and circumstances.

Numerous references to ISO9000 and EFQM; to the European Foundation for Quality Management, to the Fundamental Model Concepts, and the RADAR diagram and benefits of EFQM Self-Assessment are presented. The actions implemented the measures under consideration within the framework of the national strategy of eco-development and the orientations fixed by French Legislation on energy draw a broad difference between the efforts which the authorities consider today and evolutions necessary to reach a real viability. The energy policy must above all break with the current orientations, where the priority granted to nuclear power slows down the efforts on the energy alternatives at the same time as the too limited development of these alternatives reinforces the character apparently impossible to circumvent nuclear power. To give a quantified measurement of the degree of viability of the energy policy of a country like France is a delicate exercise. The level of “development” is often easier to characterize than its “durability”. Thus, France appears obviously in the leading group of developed countries; but it is precisely the nondurable aspect of the mode of development in which this economic power has chosen which is discussed today at the international level. This interrogation leads at the same time to a reflex ion on the contents and the distribution of the development within French society (which is translated for example in the debate on economic growth or recession) and on necessary equity with respect to the development in the South. How to analyze in this context the evolution of the energy situation of France? How to characterize its level of viability? Of course, the objectives of sustainable development are by nature qualitative. Moreover, they cover many aspects whose hierarchy is difficult. Lastly, the appreciation of the degree of realization, at a given moment, of these objectives, is necessarily tinted of subjectivity.In spite of its potentially reducing character, the quantification of the analysis is however invaluable for at least two reasons:• on the one hand, it is essential to measure the evolution in the time of the situation of the country considered. However the direction of this evolution, progress or deterioration, is at least as important as a picture of the situation at a given moment;

Without entering the debate on the relevance of these particular indicators with respect to others, this paper proposes comments on the adequacy of these indicators to the measurement of the French evolutions. In certain cases, the paper proposes alternative criteria considered to be either better adapted or more precise to describe the situation.

Haralambides/NTUA), published on www.brainet.gr – February 2008 (58 pages)Abstract: For many private sector organizations, the ability to pay suppliers within terms can be a challenge. Physical paper flows, manual processes, internal policies and supplier disputes all contribute to inefficiencies in the purchase-to-payment process. While enterprise resource planning systems, electronic initiatives and shared service models can increase efficiencies, private sector organizations stand to reap significant gains in value by taking a fresh look at the accounts payable process. Two key opportunities for improved performance are: Achieving operational efficiencies by removing paper-based and manual processes from the invoice to pay cycle. This reduces transaction costs, the likelihood of manual errors and the cost of employing large numbers of back-office staff whose primary role is to manage transactional paper flows. Realizing hard cash savings by identifying and meeting prompt-payment terms offered by suppliers. This has the potential to both lower expenditures and optimize working capital. These opportunities are intrinsically linked. In the vast majority of cases, failure to take advantage of discounts is a direct consequence of inefficiencies in the processing and payment of invoices. Even though there has been an increase in control and transparency over the accounts payable process following investment in enterprise resource planning systems, Accenture’s research confirms that the majority of implementations in the public sector have not fully achieved the associated benefits that accrue from underlying process transformation. Many private sector companies have already embarked on successful attempts to drive paper and manual processes out of the accounts payable process using electronic invoice presentation and payment technology. While there are obvious efficiencies in time and materials, substantial savings also arise from the realization of prompt payment discounts. For a large organization, the possibility of negotiating half a percent discounts on a total spend of $1 billion to $2 billion can yield savings of $20 million or more per year.
