I would rewrite part 3 as follows: If ϕ is one of the following sorts of sentence then s(ϕ)=1: (a) The closure of one of the axioms of ZF + V=L; (b) The closure of a logical or equality axiom; (c) One of the special axioms about the c j ’s. --Bob Solovay
