Participation of the Rector of the University of

Cyprus in UNIMED WEEK

The Rector of the University of Cyprus, Professor Konstantinos Christofides, participated in UNIMED - Mediterranean Universities Union, held in Brussels between 10-12 April 2018 and at the Board of Directors meeting as a member of the Network's Board of Directors.

UNIMED (Union of Mediterranean Universities) is one of the largest university networks, whose members are 103 universities from 23 Euro-Mediterranean countries. UNIMED's goal is to de-

velop university research and education in the Euro-Mediterranean region in order to contribute to sci-entific, cultural, social and economic cooperation.

The UNIMED week is or-ganized every year, for three years in Brussels, and is a forum for discus-sion and networking among the members of the Organization.

During the Forum, the par-ticipants had a meeting with the Directorate-General for Research and Innovation, the European

Commission's Directorate-General for Education, Youth, Sport and Culture (DG EAC). The de-bate focused on the Near East crisis and on the role of higher education in the face of major crises. Issues related to refugee students and the problems faced by the Syrian and Lebanese Universities due to the degraded situation in the region (accessibility, escape of academic staff, crowded classrooms) were discussed. The role of higher education and cooperation was em-phasized in response to the crisis. Project «AdditiveManufacturABLE» The AMable project provides support to SMEs and mid-caps for their individual uptake of additive manufac-turing.

Across all technologies from plastics through polymers to metals, AMable offers services that target challenges for newcomers, enthusiasts and experts alike. Grouped along the value chain, four stages guide new product ideas to delivery. Beginning from the Concept stage, the product idea is captured and supported in the development of suitable implementation scenarios. Visualisation through augmented and virtual reality (AR/VR) technologies allows for a detail evaluation of features and functionalities. At this first stage, the AMable business case assessment tool assists com-panies for a first estimation on the economic viability of the envisioned product. At the second stage, the Construct stage, AMable experts provide industries with support on simulating product properties, such as its shape accuracy during additive manufacture or its behaviour under operational load cases.

Modelling and Simulation as well as Topology optimisation as services stand at the heart of an interlinked holistic ap-proach to ensure the achievement of all defined requirements. During the third stage, the Print stage, industrial users have a fully assessed 3D model, which can be printed wherever across the globe. The print stage supports data prep-aration and execution of critical prints. Data acquisition during production tracks progress and specifications. Finishing a part at the final Finish stage makes the manufactured part ready for use. In case post-treatment operations such as milling or grinding, or quality assessment testing or computer tomography are required according to specifications de-fined at Construct stage, these will be performed at this final stage in order to complete the product.

Two successful proposals under Horizon 2020 Twinning call for

proposals for the University of Cyprus Two research proposals coordinated by the University of Cyprus have achieved significant distinction at the pan-European level, since they have managed to secure funding of € 720,250 for the implementation of re-search projects under the Twinning activity of the European Spreading Excellence and Widening Participa-tion Program Horizon 2020 for EU Research and Innovation.

The results of the evaluation of the proposals were announced by the European Commission on 11 April 2018 in Brussels, and the University of Cyprus secured funding for two research projects from the 5 proposals submitted, with a 40% success rate. This is a great success, as a total of 483 proposals have been submitted, of which only 30 will be funded, with the success rate in this call being estimated at around 6% lower, and the success rate in funding re-quests from the European Research Council ).

In particular, funding of € 329,500 was secured by the Department of Biological Sciences of the University of Cyprus, led by Assistant Professor, Anna Papadopoulou for the successful project - "iBioGen - Twinning for European Excel-lence in Island Biodiversity Genomics", and € 390,750 funding Laboratory of Electromagnetic Fields and Innovative Applications (ENAL) of the LSE Energy Sustainability Research Unit headed by its Director, Professor Giorgos H. Georgiou for the successful project entitled "TImPANI - Twinning in Atmospheric Plasma Science and Applicati ons ».

The Rector of the University of Cyprus Professor Konstantinos Christofides congratulated the participation of the Uni-versity of Cyprus in the framework of the Horizon 2020 Twinning Activity and congratulated the responsible academics of the two research projects to secure significant European funding.

UCLan Cyprus launching a new project to investigate the ethical dimensions of smart information systems across Europe. Starting in May 2018, and in collaboration with a broad range of stakeholders across Europe, UCLan Cyprus will be a partner in the SHERPA project, a Horizon 2020 project that will investigate, analyse and synthesise our understanding of the ways in which smart information systems (SIS; Smart Information Systems, the combination of artificial intelligence and big data analytics) impact on ethics and human rights issues.

The UCLan Cyprus team consists of Professor Stephanie Laulhé Shaelou, who is the coordinator of the team, Pro-fessor Doris Schroeder, Dr. Josephina Antoniou and Dr. Kalypso Iordanou.

The SHERPA consortium has 11 partners from six European countries (representing academia, industry, civil society, stand-ards bodies, ethics committees, art). The competitive selection process, resulted with SHERPA as the single funded project out of more than 15 submissions, with a total of 15 out 15 marks for its overall ex-cellence, impact and implementation po-tential.

The project plans to develop novel ways of understanding SIS challenges, evaluate with stakeholders, and advocate the most desirable and sustainable solutions in-cluding technical and regulatory options (e.g., terms of reference for a regulator), as well as promote and implement the most promising solutions through targeted dissemination and communication activi-ties.

The UCLan Cyprus team will be responsi-ble for legal analysis, stakeholder interviews, quality assurance for the entire consortium, as well as validation of so-lutions and recommendations.

An “Innovation Deal” was signed entitled 'From E-Mobility to recycling: the virtuous loop of the electric Ve-hicle', which will tackle the problem of recycling and re-use of electric vehicle batteries.

This Innovation Deal brings together partners from France (Renault s.a.s, Bouygues and the Ministries for the Ecological and Inclusive transition and Economy and Finance) and the Netherlands (LomboXnet, the Ministries of Infrastructure and Water Management and Economic Affairs and Climate Policy, and the Province of Utrecht). Its signature of this second Innovation Deal is another concrete example of how the Commission delivers on its commitment to help innovators address perceived EU regulatory obstacles.

This Innovation Deal will explore and analyse:

whether existing EU law and its transposition to national or regional law hamper the recycling or re-use of batteries for electric vehicles, for example for the purpose of energy storage. In particular, it will look into:

European Commission tackles barriers to innovation: the second Inno-

vation Deal focuses on batteries for electric vehicles

The European Commis-sion has launched a new initiative, called Projects for Policy (P4P), aimed at using the results of EU-funded research and in-novation projects to shape policymaking.

The Projects for Policy (P4P) platform gathers the results of previously funded FP7 projects, which can help to further shape EU policies in selected areas in line with the European Commission's commitment to evidence-based policymaking and exploiting valuable research and innovation results to their full potential.

The aim of this new initiative is to come up with solid and inspiring policy recommendations in se-lected areas of crucial importance to the EU.

Commission acts to boost trust in scientific

studies on food safety

Commission responded this way to the concerns expressed by citizens in a successful European Citizens' Initiative, with a proposal to improve the transparency of scientific studies in the food safety area.

The proposal, drawing also on the Com-mission's Fitness Check of the General Food Law, which dates back from 2002, will:

Give citizens greater access to information submitted to the Eu-ropean Food Safety Authority (EFSA) on approvals concerning the agri-food chai

Provide the possibility for additional studies to be requested by the Commission

Will involve Member States' scientists more closely in approval procedures.

The Commission is proposing a targeted revision of the General Food Law Regulation coupled with the revision of eight pieces of sectoral legislation, to bring them in line with the general rules and strengthen transparency in the area of GMOs, feed additives, smoke flavourings, food contact materials, food additives, food enzymes and fla-

vourings, plant protection products and novel foods.

The European Agency for Safety and Health at Work (EU-OSHA) has launched its 2018-19 EU-wide campaign, Healthy Workplaces Manage Danger-ous Substances.

Contrary to widespread belief, the use of dangerous substances is not decreasing in the EU, and the need to manage the risks they pose is as pressing as ever. Some of the substances that workers are most commonly exposed to include carcino-gens. The European Commission has recently proposed to limit workers' exposure to five cancer-causing chemi-cals, in addition to the 21 substances that have already been limited or proposed to be limited.

The new campaign aims to promote techniques for the proper management of dangerous substances in the workplace, such as risk assessment, elimination and sub-stitution, by disseminating practical tools and case stud-ies. It also focuses on groups of workers who are at par-ticular risk.

This action scheme aims to raise awareness of carcino-gens in the workplace and the associated limit values and legislation, and to provide practical information on risk

assessment and good practice ex-amples for eliminating or managing risks.

Service providers such as railway companies regu-larly have to face extreme weather conditions, which can disrupt operational service and create considerable damage.

The assessment of those risks and development of strategies to adapt to climate change is pre-sent on the agenda of businesses and public authorities.

This plan is turned into action through concrete projects funded by dedicated Horizon 2020 Societal Challenge 5 calls and the calls organised by the Joint Programming Initiative Climate (JPI) as part of the ERA4CS – Europe-an Research Area for Climate Services.

These EU-funded projects allow the realisation of case studies and pilot activities in a wide range of sectors -

agriculture, forestry, energy, water and risk manage-ment, infrastructure, insurance or urban planning .

Climate Services – EU funded projects exploring synergies

As part of the "EU Action plan for nature, people and the economy" the European Com-mission has issued two guid-ance documents on energy transmission infrastructure and hydropower, explaining the steps that need to be taken un-der EU nature legislation when such energy projects are pre-pared.

They aim to improve the implementation of the Birds and Habitats Directives on the ground while ensuring a safe, sustainable and affordable energy supply across Europe.

The "Energy transmission infrastructure and EU nature policy" guide provides an overview of how energy infra-

structure projects on land and at sea can operate in accordance with the requirements of the Nature Directives. It presents examples of best practice and mitigation measures to help ensure that activ-ities related to energy transmission and distribution facilities for elec-tricity, gas and oil are compatible with EU environmental policy in

general and nature legislation in particular .

EU Nature Action Plan: new step-by-step guides to considering nature

in renewable energy projects

Less water pollution from agriculture, but worrying hotspots remain

and need stronger action

The latest Commission Report on the implementation of the Nitrates Directive shows that water pollution

caused by nitrates has decreased in Europe in the last two decades, but in sectors such as agriculture good

practices need to be further extended.

Thanks to the EU Nitrates Directive, nitrates concentrations have fallen in both surface and groundwater. Eutrophi-

cation – the excess growth of weeds and algae that suffocates life in rivers and seas has also decreased, while sus-

tainable agricultural practices in relation to nutrients’ management have become more widespread.

Agricultural pressures on water quality are still increasing in some areas, as some agricultural practices are heavily

dependent on fertilisers that can cause local water quality to deteriorate. The trends observed in the report thus may

have a bearing on the supply of clean drinking water, and the costs that public authorities have to carry to treat pol-

luted water.

New «Eurydice» website Eurydice has launched its newly revamped website. The Eurydice website is now on the EACEA National Policies Platform, together with the Youth Wiki which was launched in December 2017, and the Mobility Scoreboard.

The European Social Network has recently released a report on promoting the social inclu-sion of migrant children and young people and the duty of social services.

The report identifies the main challenges for migrant children to ‘access education and training, healthcare and guardianship’ and provides an overview of the na-tional legislation related to unaccompanied migrant chil-dren in Europe.

The study reveals that a long asylum application process, together with delayed access to education and care, hamper integration into host societies. The report sug-gests that individual support for children with specific needs and provision of a guardian should be ensured immediately upon a child’s arrival. Moreover, the study

also suggests that psychologists, healthcare workers, teachers and other staff members in reception centres should have relevant pro-fessional experience of working with culturally diverse children. Finally, the study provides exam-ples of best practice from across the Member States showing how to ease the integration of migrant children into host communities .

Erasmus+ Goes Virtual The Erasmus+ Virtual Exchange platform was launched on Thursday 15 March. This new initiative, managed by the Agency, will enable youth in Europe and the Southern Medi-terranean to engage in meaningful intercultural experiences online, as part of their formal or non-formal education.

Erasmus+ Virtual Exchange will connect young people through moderated discussions, transnational project groups, open online courses and advocacy training. For instance, young people from different countries will be able to connect once a week to discuss topics such as economic developments or climate change facilitat-ed by a moderator and on the basis of preparatory material distrib-uted beforehand.

This initiative has just started but is expected to attract thousands of participants by the end of 2018.

Enterprises (SMEs) VentureEU: €2.1 billion to boost venture capital investment in Eu-

rope's innovative start-ups The European Commission and the European Investment Fund (EIF) have launched a Pan-European Ven-ture Capital Funds-of-Funds programme (VentureEU) to boost investment in innovative start-up and scale-up companies across Europe.

On 10 April 2018 the Commission and the EIF presented are announcing six participating funds to receive EU sup-port in their mission to invest in the European venture capital market. Backed by EU funding to the tune of €410 mil-lion, the funds are aiming to raise up to €2.1 billion of public and private investment.

VentureEU will provide new sources of financing, giving European innovators the opportunity to grow into world-leading companies. Around 1,500 start-ups and scale-ups are expected to gain access across the whole EU.
