Εισαγωγή

Συνοπτική Περιγραφή του Προγράμματος

Το πρόγραμμα με τίτλο «Διακυβέρνηση για τους Νέους» (Governance for Youth) Go4You υλοποιήθηκε από το Τμήμα Ποιότητας Ζωής, Πρόληψης και Προαγωγής Υγείας της Κοινωφελούς Επιχείρησης Κοινωνικής Προστασίας και Αλληλεγγύης – Δημοτικό Ινστιτούτο Επαγγελματικής Κατάρτισης (ΚΕΚΠΑ – ΔΙΕΚ) του Δήμου Βόλου (Συντονιστής Φορέας) από το Σεπτέμβριο 2013 έως και το Μάιο του 2014.

Το πρόγραμμα σχεδιάστηκε για νέους με αναπηρίες και μη και είχε τους εξής στόχους:

• τη συμμετοχή των νέων στα κοινά και την κοινωνική τους ένταξη μέσα από την εκμάθηση των δημοκρατικών θεσμών και της λειτουργίας τους

• την εξοικείωση των νέων με το διαφορετικό, την κοινωνική ένταξη και την καταπολέμηση του κοινωνικού αποκλεισμού

• την κινητικότητα των νέων

• την προώθηση του εθελοντισμού

Για την υλοποίηση του προγράμματος συνεργάστηκαν με την ΚΕΚΠΑ–ΔΙΕΚ ο Μη κερδοσκοπικός–Μη Κυβερνητικός Οργανισμός Κοινωνικές Συνεταιριστικές Δραστηριότητες Ευπαθών Ομάδων–Κ.Σ.Δ.Ε.Ο. ΕΔΡΑ, από το Περιστέρι της Αττικής και η Μη Κυβερνητική Οργάνωση Φοιτητών (Organizatia Studentilor din Arad) και ο Δημόσιος Φορέας Οργάνωση Παραβατικότητας Νέων (Ofensiva Tinerilor) από την πόλη Αράντ της Ρουμανίας

Στα πλαίσια του προγράμματος, οι τέσσερις φορείς καλέστηκαν να συγκροτήσουν ο καθένας από μια ομάδα νέων των 7 ατόμων με στόχο να καταγράψουν τα προβλήματα προσβασιμότητας που αντιμετωπίζουν στην πόλη που ζούνε. Στη συνέχεια, οι ομάδες έπρεπε να ετοιμάσουν ένα μίνι σχέδιο δράσης με τα προβλήματα που εντοπίσανε καθώς και προτάσεις επίλυσής τους ενώ παράλληλα έπρεπε να συσταθεί ένα άτυπο δίκτυο διαβούλευσης για την προώθηση των αιτημάτων μέσα από τις δημοκρατικές διαδικασίες (δημοτικό συμβούλιο, ομάδες λήψης αποφάσεων, κ.λπ.).

Για να μπορέσουν τα παραπάνω να γίνουν εφικτά, το δίκτυο διαβούλευσης έπρεπε να αποτελείται από εκπροσώπους φορέων σχετικών με την αναπηρία (π.χ. Τμήματα Ειδικής Αγωγής), μέλη φορέων με θέματα χωρικής διάταξης της πόλης (π.χ. Τμήμα Χωροταξίας και Πολεοδομίας), ανθρώπους-‐κλειδιά της τοπικής κοινωνίας και εκπροσώπων εκείνων που λαμβάνουν αποφάσεις σε τοπικό επίπεδο (π.χ. αντιδήμαρχοι κοινωνικής πολιτικής, υπεύθυνοι τεχνικών υπηρεσιών του Δήμου, κ.λπ.) και τέλος εκπρόσωποι φορέων οι οποίοι εργάζονται ή ανήκουν στην ομάδα στόχου (π.χ. Σύλλογοι ατόμων με Αναπηρίες).

Τέλος, οι ομάδες των νέων έπρεπε να συνεργαστούν και ο καρπός της συνεργασίας τους να παρουσιαστεί σε μια διακρατική συνάντηση στην πόλη του Συντονιστή

Φορέα. Τα συμπεράσματα από τη συνάντηση αυτή θα αποτελούσαν ουσιαστικά και το εφαλτήριο για τις περαιτέρω κινήσεις εκμετάλλευσης της δύναμης του τύπου και άσκησης πολιτικής πίεσης.

Οι ομάδες των νέων ήταν ελεύθερες να επιλέξουν πέρα από τα σημεία της πόλης τους στα οποία θα καταγράψουν δυσκολίες στην προσβασιμότητα και τον τρόπο με τον οποίο θα προσεγγίσουν την έννοια της προσβασιμότητας καθώς αυτό προέκυψε σαν ανάγκη στην πορεία των συναντήσεών τους. Έτσι, η όλη προσπάθεια πήρε μοιραία μια νέα μορφή και μια ακόμα περισσότερο κοινωνική διάσταση σχετικά με την κοινωνική ένταξη, τις ίσες ευκαιρίες για τα ανάπηρα μέλη της κοινωνίας στην εκπαίδευση, την εργασία, κ.λπ., με την κάθε ομάδα να εργάζεται διαφορετικά πάνω στον κοινό στόχο δηλαδή τον εντοπισμό και την προώθηση θεμάτων προσβασιμότητας μέσα από τις δημοκρατικές διαδικασίες.

Ομάδες νέων σε Ελλάδα και Ρουμανία: καταγραφή μη προσβάσιμων σημείων και ευρήματα

Σύσταση Ομάδων Νέων σε Ελλάδα και Ρουμανία

Παρά το γεγονός ότι το κάλεσμα απευθύνθηκε προς κάθε μορφή αναπηρίας, τελικά, οι ομάδες που συστάθηκαν αποτελούνταν κυρίως από νέους με αναπηρίες όρασης, και αυτή η μορφή αναπηρίας ήταν που έδωσε το στίγμα σε όλες τις επακόλουθες δράσεις και αποτελέσματα, αλλά και άλλες μορφές κινητικής αναπηρίας. Πιο συγκεκριμένα η σύσταση των ομάδων είχε ως εξής:

• Ομάδα Νέων Βόλου: Συνολικά 7 νέοι με αναπηρίες όρασης. Μαζί τους 37 συνολικά άλλοι συμμετέχοντες που προέρχονταν είτε από τους 2 συνεργαζόμενους τοπικούς συλλόγους ατόμων με αναπηρίες (Μάγνητες Τυφλοί και Ιππόκαμπος) είτε από τοπικούς φορείς της περιοχής (ΟΑΕΔ, Στέγη Υποστηριζόμενης Διαβίωσης, Δ/νση Τεχνικών Υπηρεσιών Δήμου Βόλου, Διεθνές Συμβούλιο Εκπαίδευσης Ατόμων με Προβλήματα Όρασης). Η ομάδα 7 νέων του Βόλου ήταν και μέλη του Σωματείου Ατόμων με Αναπηρία Όρασης «Μάγνητες Τυφλοί» Νομού Μαγνησίας και είχε ως εξής:

• Ομάδα Νέων Περιστερίου: Συνολικά 7 νέοι: οι 3 νέοι με αναπηρία και οι 4 χωρίς. Μαζί τους ένας αριθμός 5 άλλων συμμετεχόντων (οι 3 προερχόμενοι από το Δήμο Περιστερίου Αττικής). Πιο συγκεκριμένα:

Ουσιαστική ήταν και η συνδρομή του:

1. Στέλιου Κυμπουρόπουλου, που θεωρήθηκε επίτιμο και πολύτιμο μέλος της ομάδας αν και εξαιτίας εργασιακού φόρτου δεν μπορούσε να παρακολουθεί τακτικά τις εργασίες της ομάδας, παραμένοντας όμως πάντα στη διάθεσή της

Τέλος, δύο ακόμη αρχικά μέλη:

2. η Διονυσία Κατσικονούρη, και

3. η Μαρία Κάντζα

δεν μπόρεσαν λόγω φόρτου εργασίας να παρακολουθήσουν τακτικά τις συναντήσεις της ομάδας.

• 2 Ομάδες Νέων Αράντ Ρουμανίας: Συνολικά 13 νέοι με αναπηρίες όρασης. Μαζί τους 2 εκπαιδεύτριες-‐συντονίστριες και ο υπεύθυνος συντονιστής του προγράμματος ως άλλοι συμμετέχοντες. Η ομάδα των 13 νέων από το Arad της Ρουμανίας ήταν η εξής:

Λόγω του ότι υπήρχε φυσική δυσκολία για τη συνάντηση των μελών των τεσσάρων ομάδων αλλά και μεταξύ των μελών της ίδιας ομάδας, επιλέχθηκε ο περισσότερο προσβάσιμος τρόπος γνωριμίας, συνάντησης και επικοινωνίας, δηλαδή συστάθηκε μια κλειστή ομάδα (Go4You) στο Facebook με πρωτοβουλία της ομάδας της Αθήνας.

Ομάδα Νέων Περιστερίου

Για την ομάδα νέων του Περιστερίου η προσβασιμότητα των ατόμων με αναπηρίες σε κοινόχρηστους χώρους (πάρκα, πλατείες, πεζοδρόμια και πεζόδρομους) και σε δημόσια κτίρια αποτελεί το «κλειδί» για την εξάλειψη των διακρίσεων, ώστε κάθε άτομο να χρησιμοποιεί υποδομές, υπηρεσίες και αγαθά αλλά και να επικοινωνεί και να πληροφορείται. Αποτελεί επίσης την καθοριστική παράμετρο του

περιβάλλοντος που καθορίζει τελικά σε κάθε άτομο το θεμελιώδες δικαίωμα της ελευθερίας επιλογών σε κάθε στιγμή στη ζωή του. Η ομάδα νέων στο Περιστέρι εργάστηκε πάνω στην καταγραφή των μη προσβάσιμων σημείων σε βασικές διαδρομές της πόλης. Περπάτησε στους δρόμους του Δήμου Περιστερίου, επισκέφθηκε δημόσια κτίρια (Δημαρχείο, Ταχυδρομεία, ιατρεία ΙΚΑ, εφορίες, ΚΕΠ, κ.ά.), Τράπεζες, εκκλησίες, κινηματογράφους, κ.ά., φωτογράφησε και κατέγραψε τα «σημεία» μη πρόσβασης αναπήρων. Επίσης κατέγραψε τα σημεία που είναι προσβάσιμα ή μη σε ανάπηρα άτομα (βλέπε παρακάτω). Η ομάδα ξεκίνησε την ουσιαστική λειτουργία της το Δεκέμβρη του 2013 και ως το τέλος του έργου είχε τακτικές μηνιαίες συναντήσεις. Κατά την 1η καθοριστική τους συνάντηση αποφάσισαν τις δράσεις τους και τα σημεία που αυτές έπρεπε να επικεντρωθούν:

• αρχικά, προώθησαν το έργο στα μέσα ενημέρωσης, σε ιστοσελίδες, στο Facebook (η ομάδα του Περιστερίου είναι εκείνη που δημιούργησε το προφίλ του έργου στο Facebook). Με πρωτοβουλία της Δήμητρας Μήτση, μέλους της ομάδας, το Τμήμα Προσβασιμότητας του Εθνικού και Καποδιστριακού Πανεπιστημίου Αθηνών δημοσίευσε στην ιστοσελίδα του πληροφορίες για το έργο

• στη συνέχεια, συνέλεξαν στοιχεία από όλα τα πιθανά εμπλεκόμενα μέρη (stakeholders) όπως: πανεπιστημιακά τμήματα, τοπική αυτοδιοίκηση και τοπικές μη κυβερνητικές οργανώσεις

• βασική ήταν επίσης η τεκμηρίωση των μη-‐προσβάσιμων σημείων της πόλης

• τέλος, η ομάδα ήρθε σε επαφή με άτομα που λαμβάνουν αποφάσεις σε τοπικό επίπεδο. Ο Δήμαρχος Περιστερίου, Ανδρέας Παχατουρίδης, πληροφορήθηκε προσωπικά για το έργο, όπως επίσης και η αρμόδια αντιδήμαρχος για τις τεχνικές υποδομές

Στη συνέχεια, η ομάδα νέων του Περιστερίου αφού συγκέντρωσε όλες τις φωτογραφίες από τα σημεία καταγραφής και μετά από τη μελέτη των υπαρχουσών σχετικών νομοθεσιών (ακολουθούν στην επόμενη σελίδα), ομαδοποίησε παρατηρήσεις και προτάσεις για την αντιμετώπιση του προβλήματος της μη ελεύθερης πρόσβασης αναπήρων στο δομημένο περιβάλλον, δηλαδή σε δημόσια κτίρια, πεζοδρόμια, πλατείες και γενικά όλους τους υπαίθριους ή κλειστούς χώρους όπου έχει πρόσβαση το κοινό (βλέπε παρακάτω)

Παρατηρήσεις της ομάδας νέων του Περιστερίου:

• Η πλειοψηφία των πεζοδρομίων δεν είναι προσβάσιμα από άτομα με αναπηρία.

• Παρόλο που τα περισσότερα δημόσια κτίρια είναι λειτουργικά για άτομα με αναπηρία, παρατηρείται πρόβλημα προσβασιμότητας στα πεζοδρόμια τους.

• Στα περισσότερα σηµεία των διαβάσεων δεν υπάρχουν ή δεν λειτουργούν οι ηχητικοί σηµατοδότες.

• Ο οδηγός όδευσης τυφλών (εάν υπάρχει) σε πολλές περιπτώσεις καταλήγει σε αδιέξοδο ή κατά μήκος του υπάρχουν εμπόδια (τραπεζάκια από καφετέριες, κολωνάκια κ.α.).

• Σταθμευμένα παράνομα αυτοκίνητα εμποδίζουν την προσβασιμότητα των ατόμων με αναπηρία.

• Στον Κώδικα Οδικής Κυκλοφορίας (Ν.2696/1999) υπάρχουν αυστηρές ρυθμίσεις προς όφελος των ΑμεΑ όπως πρόστιμο 150ευρώ, απομάκρυνση του οχήματος και 9 βαθμοί ποινής, για παράνομη στάση ή στάθμευση σε χώρους ή ράμπες διάβασης ΑμεΑ (αρθ.34 παρ.2 περ. ιστ και ιη).

• Τα προβλήματα στα πεζοδρόμια και τα σταθμευμένα αυτοκίνητα εμποδίζουν την πρόσβαση ατόμων με αναπηρία στα λεωφορεία

Ποιοι είναι οι υπεύθυνοι για την πρόσβαση;

• Ο καθένας μας, άλλος σε μεγαλύτερο βαθμό και άλλος σε μικρότερο, είναι υπέυθυνος για την πρόσβαση.

• Οι φορείς που παρέχουν υπηρεσίες και διευκολύνσεις σε άτομα με αναπηρία είναι υπεύθυνοι για την πρόσβαση, φορείς όπως η Τοπική Αυτοδιοίκηση, τα Εκπαιδευτικά Ιδρύματα, η Πολεοδομία, η Αστυνομία, η Τροχαία κ.α.

Προτάσεις της ομάδας νέων του Περιστερίου:

• Να ενισχυθεί η εφαρμογή της υπάρχουσας νομοθεσίας για τα άτομα με αναπηρία και τα εμποδιζόμενα άτομα

• Να προβλεφθεί η πρόσβαση των ατόμων με αναπηρία ή εμποδιζόμενων ατόμων σε όλα τα πεζοδρόμια του Δήμου

• Να ληφθεί υπόψη από τους αρμόδιους το χρονικό περιθώριο του 2020 που προβλέπει ο νέος οικοδομικός κανονισμός και να ολοκληρωθούν μέχρι τότε οι διαμορφώσεις σε όλα τα προβλεπόμενα κτίρια

• Να γίνει ευαισθητοποίηση των μαθητών με ημερίδες και επισκέψεις στα σχολεία του Δήμου

• Να γίνει καμπάνια ενημέρωσης σε κεντρικά σημεία του Δήμου

Ομάδες Ρουμανίας

Οι 2 ομάδες της Ρουμανίας, OT (Ofensiva Tinerilor) και OSA (Organizatia Studentilor din Arad) παρουσιάσαν τον προβληματισμό τους σχετικά με τη δυσκολία πρόσβασης στη γνώση, την εργασία και την ένταξη στην κοινωνία γενικότερα και δήλωσαν την πρόθεσή τους να λάβουν τεχνογνωσία από τους Έλληνες εταίρους. Τα μέλη της ομάδας συζητήσανε πέρα από τις δυσκολίες προσβασιμότητας που υπάρχουν στην πόλη τους κυρίως για τον κοινωνικό αποκλεισμό που υφίστανται και τις δυσκολίες στην εύρεση εργασίας η οποία καθιστά κάποιον σε μεγάλο βαθμό αυτόνομο.

Αρκετοί από τους νέους των 2 οργανώσεων ήταν και μαθητές στο Ειδικό Σχολείο-‐Λύκειο Santa Maria, ένα από τα μεγαλύτερα ειδικά σχολεία της Ρουμανίας με 140 μαθητές με διαφόρων ειδών αναπηρίες: όρασης, ψυχικές και κινητικές.

Η ειδική εκπαίδευση στη Ρουμανία απαιτεί σήμερα περισσότερη προσοχή από τις εθνικές και τοπικές αρχές, καθώς δεν παρέχεται πραγματική στήριξη στα άτομα με αναπηρία. Το προσωπικό του σχολείου έχει μικρή εξειδίκευση και απουσιάζει η εφαρμογή εθνικών και ευρωπαϊκών προγραμμάτων με στόχο την κοινωνική ενσωμάτωση.

Απαιτούνται περισσότερα προγράμματα που θα επιταχύνουν την κοινωνική ενσωμάτωση των ατόμων με αναπηρία με την παράλληλη συμμετοχή και ατόμων χωρίς αναπηρίες.

Ένα άλλο σημαντικό θέμα που έθεσε η ομάδα νέων της Ρουμανίας αφορούσε την έννοια της κοινωνικής ενσωμάτωσης, ένα μέγιστο θέμα για τα άτομα με αναπηρίες.

Τέλος, η ομάδα νέων έθεσε το θέμα της πρόσβασης σε διαφόρων ειδών υπηρεσίες και οικονομικές ευκαιρίες για τα άτομα με αναπηρίες, που σήμερα είναι περιορισμένες. Τα άτομα με αναπηρίες επιθυμούν να συνεχίσουν τις σπουδές τους και μετά το Λύκειο, να βρουν μια θέση εργασίας και να γίνουν σεβαστά μέλη της κοινότητάς τους.

Έχοντας τα παραπάνω υπόψη και μετά την καταγραφή των προβλημάτων των ατόμων με αναπηρίες στην πόλη του Arad της Ρουμανίας από την ομάδα των νέων, οι 14 προτάσεις της ομάδας νέων των 2 οργανώσεων της Ρουμανίας ήρθαν στο τραπέζι ως εξής:

1. Θα πρέπει να διορθωθούν οι δρόμοι κατάλληλα για τα άτομα με προβλήματα όρασης, χωρίς τρύπες και εμπόδια στη μέση των πεζοδρομίων

2. Θα πρέπει τα φανάρια κίνησης των δρόμων να έχουν ακουστικές συσκευές για τη βοήθεια των ατόμων με προβλήματα όρασης κατά τη διάβασή τους

3. Θα πρέπει να τοποθετηθούν περισσότερες ράμπες για τα άτομα με κινητικές αναπηρίες (η πόλη του Arad διαθέτει πολύ λίγες ράμπες σήμερα)

4. Θα πρέπει να εισαχθεί το σύστημα γραφής και ανάγνωσης τυφλών Braille στις δημόσιες υπηρεσίες (δημαρχείο, νοσοκομείο, κ.λπ.) και στα μενού των εστιατορίων

5. Θα πρέπει να υπάρξουν περισσότερες ευκαιρίες για να μπορεί να βρει κάποιος δουλειά μετά τις σπουδές του

6. Θα πρέπει να υπάρξει ηχητική προειδοποίηση στα μέσα μεταφοράς

7. Θα πρέπει να δημιουργηθούν ημερήσια κέντρα φροντίδας και ελεύθερου χρόνου για άτομα με αναπηρίες

8. Θα πρέπει οι παιδικές χαρές στα πάρκα να είναι προσαρμοσμένες στις ανάγκες των παιδιών με αναπηρίες

9. Θα πρέπει τα φανάρια κίνησης των δρόμων να προειδοποιούν για την παρουσία ατόμων με αναπηρίες όρασης γύρω από το σχολείο

10. Θα πρέπει να υπάρξει κατάλληλη προειδοποιητική σήμανση στις επικίνδυνες περιοχές

11. Θα πρέπει να επεκταθεί ο αριθμός των ψυχαγωγικών δραστηριοτήτων που να είναι προσβάσιμες στα άτομα με αναπηρίες όρασης

12. Θα πρέπει να υπάρξει παροχή λευκών μπαστουνιών για τους τυφλούς και σκύλοι-‐οδηγοί τυφλών

13. Θα πρέπει να υπάρξει εμπορική περιοχή για άτομα με προβλήματα όρασης όπου να μπορούν να πωλούν χειροποίητα προϊόντα

14. Θα πρέπει να υπάρξει πρόσβαση σε υδροθεραπεία για άτομα με προβλήματα όρασης

Οι ομάδες νέων του Arad κατά τη διάρκεια των τακτικών τους συναντήσεων έθεσαν θέματα που γενικά αφορούσαν τους εξής άξονες:

• πως βλέπουν όλοι την αναπηρία μέσα σε μια κοινωνία, πως την αποδέχονται μέσα στο σύστημα αξιών και μέσα στην καθημερινή ζωή

• η συνεισφορά του κράτους στη ζωή των ατόμων με αναπηρίες και οι παροχές προς αυτά τα άτομα (και στους μαθητές με αναπηρίες)

• οι αλλαγές που μπορούν να γίνουν για τα άτομα με αναπηρίες ώστε να βελτιωθούν οι ζωές τους

• οι παροχές και η υποστήριξη που υπάρχουν για την ειδική εκπαίδευση, τα πλεονεκτήματα και τα μειονεκτήματα από τη μάθηση σε ένα ειδικό σχολείο

• η κοινωνική ενσωμάτωση ως μέγιστο θέμα προτεραιότητας για τα άτομα με αναπηρίες

• η πρόσβαση σε διαφορετικού είδους υπηρεσίες και οικονομικές ευκαιρίες για τα άτομα με αναπηρίες

Σημαντικές ήταν και οι παρατηρήσεις από τις συναντήσεις της ομάδας νέων του Arad. Οι πιο χαρακτηριστικές αναφέρονταν στα εξής:

• τα άτομα γύρω μου δεν δέχονται ποτέ τη βοήθεια μου. Σκέφτονται ότι αφού έχω μια αναπηρία δεν μπορώ με τίποτα να τους βοηθήσω. Αυτό με πληγώνει και με καθιστά άχρηστο σε όλους και δεν μπορώ να κάνω κάτι για αυτό

• τα άτομα γύρω μας, μας κοιτούν με λύπη και φόβο. Στη Ρουμανία, δεν αισθανόμαστε ως μέρος της κοινωνίας

• η πόλη μας δεν είναι προσαρμοσμένη για να δεχτεί τα άτομα με αναπηρίες όρασης. Το αλφάβητο Braille θα έπρεπε να χρησιμοποιείται παντού, να βρίσκεται παντού. Δεν υπάρχουν βοηθητικά ηχητικά φανάρια και ανελκυστήρες με το αλφάβητο Braille. Έτσι όμως πάντα εξαρτόμαστε από τα άτομα γύρω μας

• οι άλλοι πιστεύουν ότι αφού έχουμε μια αναπηρία δεν μπορούμε να εργαστούμε και έτσι είμαστε άχρηστοι για την κοινωνία

• η ειδική εκπαίδευση απαιτεί περισσότερη προσοχή από την τοπική αυτοδιοίκηση

• θέλουμε να αισθανόμαστε ότι είμαστε σημαντικοί για την κοινωνία όπου ζούμε

• τα ειδικά σχολεία, με κατάλληλο προσωπικό, πρέπει να παρέχουν συναισθηματικά ασφάλεια στους μαθητές για να νιώθουν ότι λειτουργούν «κανονικά»

• είμαι μαζί στην τάξη κάθε μέρα με συμμαθητές με αναπηρίες, που αν και το σώμα τους είναι κατεστραμμένο, το μυαλό τους λειτουργεί κανονικά, και έχουν κάθε δικαίωμα να γίνουν σημαντικά μέλη της κοινωνίας τους

• αν και θέλω μετά το σχολείο να βρω μια κανονική δουλειά και να γίνω ένα σεβαστό μελό στην κοινωνία όπου ζω, συνειδητοποιώ ότι αυτό δεν είναι εύκολο, γιατί η κοινωνία όπου ζω δεν είναι έτοιμη για άτομα σαν εμένα

• γνωρίζω ότι δεν θα έχω ποτέ τις ίδιες ευκαιρίες με ένα «κανονικό» άτομο

• η εργασία για μας είναι ό, τι πιο σημαντικό. Τελειώνουμε το σχολείο και μετά είμαστε αποκλεισμένοι, δεν έχουν να κάνουμε τίποτα

Ομάδα νέων Βόλου

Τα μέλη της ομάδας του Βόλου πέρα από τη συμμετοχή τους στην ομάδα του Go4You, ήταν και μέλη στο Σωματείο Ατόμων με Αναπηρία Όρασης Ν. Μαγνησίας «Μάγνητες Τυφλοί» ο οποίος δραστηριοποιείται στο χώρο της αναπηρίας όρασης και την προσβασιμότητα στην πόλη του Βόλου. Έχοντας ήδη μια καταγραφή των μη προσβάσιμων σημείων της πόλης του Βόλου για την οποία οι ίδιοι νέοι μέσω του Σωματείου στο οποίο ανήκαν είχαν διεκδικήσει και πετύχει κάποιες προσαρμογές, αισθάνθηκαν ότι θα έπρεπε πλέον να προσεγγίσουν το θέμα της προσβασιμότητας μέσα από το χώρο της εκπαίδευσης η οποία παρέχει ουσιαστικά τη δυνατότητα στο άτομο με αναπηρία να κατακτήσει όσο το δυνατό μεγαλύτερη αυτονομία.

Η Ομάδα Νέων του Βόλου πρότεινε τη δημιουργία ενός ανεξάρτητου Δημοτικού Συμβουλευτικού Σταθμού Ανεξάρτητης Διαβίωσης (ΔΣΣΑΔ) με διοικητική αυτοτέλεια που θα εποπτεύεται από τον Δήμαρχο Βόλου και θα υποστηρίζει εκτός των άλλων και μία Τράπεζα Εθελοντικού Χρόνου. Θα λειτουργεί με αναγκαίες πιστώσεις από τον προϋπολογισμό του Δήμου συμπληρωματικά με τις πιστώσεις από προγράμματα της Ε.Ε. ή από εθελοντικές προσφορές πολιτών.

Ενδεικτικά σημεία που εντόπισε η ομάδα των νέων του Βόλου είναι τα εξής και αφορούν τις ράγες διέλευσης τυφλών:

Σημαντικές είναι οι παρατηρήσεις-‐προτάσεις που προέκυψαν κατά τις συναντήσεις της ομάδας νέων του Βόλου:

• πέρα από τις δεδομένες κακοτεχνίες στους δρόμους και τα πεζοδρόμια και τους άλλους κινδύνους (περίπτερα και εμπόδια σε 50 πόντους πεζοδρόμια, οδηγούς τυφλών, επιθέσεις από αδέσποτα, κ.λπ.) θα πρέπει να υπάρχει ένας πυρήνας εκπαιδευτικών στο Δήμο για τα άτομα με αναπηρία όρασης για να τους μαθαίνει να περπατάνε. Κάτι τέτοιο θα πρέπει να θεσμοθετηθεί και να λειτουργεί κεντρικά ώστε να κινηθούμε προς τον τομέα της καθημερινής διαβίωσης και την ανεξαρτησία

• η λύση για την προσβασιμότητα είναι η εκπαίδευση

• η διόρθωση των κακοτεχνιών στην προσβασιμότητα θα πρέπει να βασίζεται στις σχετικές ευρωπαϊκές οδηγίες για την προσβασιμότητα

• οι νόμοι, που υπάρχουν, θα πρέπει να εφαρμόζονται σε μεγαλύτερη κλίμακα

Δίκτυα Διαβούλευσης Σύμφωνα με τον αρχικό σχεδιασμό, συστάθηκε ένα άτυπο δίκτυο διαβούλευσης σε κάθε πόλη με στόχο την προώθηση των πορισμάτων των ομάδων και την πολιτική πίεση για την εφαρμογή του σχεδίου δράσης που προέκυψε από τη συλλογική τους εργασία.

Ομάδα νέων Περιστερίου

Η ομάδα του Περιστερίου στην προσπάθειά της για τη σύσταση του δικτύου διαβούλευσης, ενημέρωσε για το πρόγραμμα με e-‐mail και επιστολή:

• το Δήμο Περιστερίου και εκπρόσωπους του Δήμου οι οποίοι βρίσκονται σε θέση-‐κλειδί για το θέμα της προσβασιμότητας των ΑμεΑ,

• οργανώσεις που στηρίζουν τα ΑμεΑ,

• όλα τα Αστυνομικά Τμήματα Περιστερίου και την Τροχαία Περιστερίου,

• εκπαιδευτικά ιδρύματα όπως το Εθνικό Καποδιστριακό Παν/μιο Αθηνών,

• πολλούς φορείς του Δήμου και άλλες ΜΚΟ (από τους οποίους όμως δεν πήραν απάντηση)

Επίσης πραγματοποιήθηκε και προσωπική συνάντηση με εκπροσώπους του Δήμου Περιστερίου, όπως με τους εξής:

• κα Αναστασία Τριανταφυλλοπούλου, Τμήμα Κοινωνικής Πολιτικής, Παιδείας, Πολιτισμού και Νέας Γενιάς,

• κα Βάσω Λώλου, Τμήμα Κοινωνικής Πολιτικής & Ισότητας

οι οποίοι δήλωσαν ότι είναι ευαισθητοποιημένοι και θέλουν να εντάξουν τέτοιου είδους δράσεις στον προγραμματισμό τους, αλλά δεν δεσμεύτηκαν εγγράφως για αυτό.

Παρόλα αυτά, εκκρεμεί ένα κρίσιμο ραντεβού με την αντιδήμαρχο Τεχνικών Υπηρεσιών και Πολιτισμού του Δήμου Περιστερίου:

• κα Μαίρη Τσιώτα-‐Μάρκου

Τέλος, σημαντική κρίνεται η συμμετοχή στην Ομάδα νέων του Περιστερίου, με συμβουλευτικό ρόλο, του:

• κου Στέλιου Κυμπουρόπουλου, Υποψηφίου Ευρωβουλευτή με τους Οικολόγους Πράσινους στις Ευρωεκλογές του 2014.

Ομάδες νέων Ρουμανίας

Σχετικά με το δίκτυο διαβούλευσης, τα μέλη των ομάδων της Ρουμανίας αποφάσισαν αρχικά να κινητοποιηθούν για τη σύσταση ιδιωτικών πρωτοβουλιών με θέμα την αναπηρία (π.χ. σύσταση συλλόγου) ώστε να είναι στη συνέχεια πιο αποτελεσματική η μορφή πολιτικής πίεσης. Για το λόγο αυτό, ζητήσανε τεχνογνωσία από τους Έλληνες εταίρους και ανταλλάξανε εμπειρίες.

Ομάδα νέων Βόλου

Η Ομάδα νέων του Βόλου απευθύνθηκε με έγγραφη επιστολή και e-‐mail:

• στο Τμήμα Μηχανικών Χωροταξίας, Πολεοδομίας & Περιφερειακής Ανάπτυξης του Παν/μίου Θεσσαλίας, κο Παντολέων Σκάγιαννη

• στον Αντιδήμαρχο Τεχνικών Υπηρεσιών του Δήμου Βόλου, κο Φώτη Λαμπρινίδη

• στον Πρόεδρο του Σωματείου Ατόμων με Αναπηρίες Όρασης Ν. Μαγνησίας «Μάγνητες Τυφλοί», κο Λάμπρο Παρασκευά

• στον Γενικό Γραμματέα του Σωματείου Κινητικά Αναπήρων Ν. Μαγνησίας «Ιππόκαμπος», κο Πέτρο Μπέλλο

• στην Περιφερειακή Πρόεδρος του ISEVI-‐Europe (Διεθνούς Συμβουλίου για την Εκπαίδευση Ατόμων με Προβλήματα Όρασης), κα Μπέτυ Λεωτσάκου

• στον εκπρόσωπο του ΟΑΕΔ Βόλου, κο Ναπολέων Κολοβό

• στην εκπρόσωπο της Στέγης Υποστηριζόμενης Διαβίωσης ατόμων με νοητική υστέρηση του Δήμου Βόλου, κα Χριστίνα Μπουγάνη

Επίσης για την καλύτερη κινητοποίηση και ενίσχυση της συμμετοχής πραγματοποιήθηκαν και προσωπικές συναντήσεις. Στο κάλεσμα για συμμετοχή στο δίκτυο διαβούλευσης ανταποκρίθηκαν θετικά όλοι οι παραπάνω φορείς μέσω των εκπροσώπων τους. Κάποιοι δε από αυτούς δήλωσαν επίσης το ενδιαφέρον τους για μελλοντική συνεργασία με το φορέα σε θέματα αναπηρίας.

Η ομάδα νέων του Βόλου προώθησε αιτήματα του Σωματείου Ατόμων με Αναπηρία Όρασης "Μάγνητες Τυφλοί" προς τον αντιδήμαρχο Τεχνικών Υπηρεσιών Δήμου Βόλου κο Φώτη Λαμπρινίδη με αποτέλεσμα την εγκατάσταση ολοκληρωμένου συστήματος 50 ηχητικών φαναριών για τα άτομα με προβλήματα όρασης, σε κόμβους σηματοδότησης που βρίσκονται στο Βόλο και τη Νέα Ιωνία. Δύο από αυτούς τους κόμβους εμφανίζονται παρακάτω:

Τέλος, η ομάδα Βόλου επισήμανε τη θετική συνεισφορά του Δήμου στο παραλιακό μέτωπο των Αλυκών Βόλου και στην προσβασιμότητα των ατόμων με αναπηρίες στην ακτή του Αναύρου Βόλου (σύστημα Seatrack):

Τελικό συνέδριο: Παρουσίαση Αποτελεσμάτων και Προτάσεων Κοινή διαπίστωση στο τελικό συνέδριο αποτέλεσε το ότι οι δυσκολίες στην προσβασιμότητα είναι όμοιες στις πόλεις των δύο χωρών σε όποιο πεδίο προσβασιμότητας και αν κινηθεί κανείς. Η διαφορά έγκειται πέρα τη διαφορά στο κοινωνικοοικονομικό επίπεδο μεταξύ των δύο χωρών στο ότι στους Ρουμάνους εταίρους λείπει η εμπειρία της οργάνωσης σε ιδιωτικού τύπου φορείς (π.χ. συλλόγους) μέσω των οποίων θα μπορούσε να ασκηθεί μεγαλύτερη πίεση στη διεκδίκηση και υλοποίηση προτάσεων σε θέματα σχετικά με την αναπηρία.

Παρουσίαση Προτάσεων. Τελική Συνάντηση Έργου

Ο καρπός των προσπαθειών και της συνεργασίας των τεσσάρων ομάδων παρουσιάστηκαν με επιτυχία στην ανοιχτή προς το κοινό ενημερωτική ημερίδα που διοργανώθηκε στο Δημαρχείο του Βόλου στα πλαίσια της τετραήμερης διακρατικής συνάντησης των εταίρων όπως προέβλεπε ο αρχικός σχεδιασμός του προγράμματος, (Μάιος 2014).

Στη συνάντηση, την οποία χαιρέτισε ο Δήμαρχος Βόλου, κος Πάνος Σκοτινιώτης, η κάθε ομάδα παρουσίασε το προφίλ του φορέα από τον οποίο προέρχεται και φυσικά την καταγραφή και το σχέδιο δράσης που προτείνει. Στη συνάντηση συμμετείχαν επίσης:

• ο Πρόεδρος του συντονιστή φορέα ΚΕΚΠΑ – ΔΙΕΚ ο οποίος και παρουσίασε το φορέα, κος Βασίλειος Κοντορίζος,

• η Υπεύθυνη του Τμήματος Ποιότητας Ζωής, Πρόληψης και Προαγωγής Υγείας της ΚΕΚΠΑ – ΔΙΕΚ η οποία και παρουσίασε δράσεις του οργανισμού για την αναπηρία, και συγκεκριμένα τον συνεργαζόμενο Συνεταιρισμό ΑμεΑ «Ηλιοτρόπια», κα Κατερίνα Αχμάντ,

• ο Αντιδήμαρχος Τεχνικών Υπηρεσιών του Δήμου Βόλου, ο οποίος παρουσίασε τα έργα που έχουν τελεστεί για την προσβασιμότητα στο Δ. Βόλου, κος Φώτης Λαμπρινίδης,

• η Περιφερειακή Πρόεδρος του ISEVI-‐Europe (Διεθνούς Συμβουλίου για την Εκπαίδευση Ατόμων με Προβλήματα Όρασης) η οποία παρουσίασε τα επιτεύγματα που αφορούν στην προσβασιμότητα των ΑμεΑ στην Ελλάδα και το εξωτερικό, κα Μπέτυ Λεωτσάκου,

• ο Πρόεδρος του Σωματείου Ατόμων με Αναπηρίες Όρασης Ν. Μαγνησίας «Μάγνητες Τυφλοί» ο οποίος παρουσίασε τις Δομές του Σωματείου, κος Λάμπρος Παρασκευάς.

Μέσα από τη συζήτηση που ακολούθησε και σε σχέση με την παρουσίαση του Αντιδημάρχου Τεχνικών Υπηρεσιών, διαπιστώθηκαν πρακτικά τα αποτελέσματα της πίεσης που ασκήθηκε από την ομάδα του Βόλου και το Σωματείο Μάγνητες Τυφλοί προς τις Τεχνικές Υπηρεσίες του Δήμου για την υλοποίηση έργων προσβασιμότητας (π.χ. τοποθέτηση ηχητικών φαναριών), αλλά και η δυσκολία στην εκ νέου δέσμευση για την υλοποίηση των νέων προτάσεων.

Η δράση προβλήθηκε στον τοπικό τύπο, αναρτήθηκε στην ηλεκτρονική σελίδα της ΚΕΚΠΑ και αλλού και ακολούθησαν και 2 ραδιοφωνικές εκπομπές συζήτησης στο τοπικό ραδιόφωνο δημοσιοποίησης των αποτελεσμάτων του προγράμματος.

Επίλογος Όλο το πρόγραμμα αλλά κυρίως οι ημέρες της διακρατικής συνάντησης αποτέλεσαν ουσιαστική ευκαιρία για την αλληλεπίδραση και ανταλλαγή εμπειριών και απόψεων των μελών των τεσσάρων ομάδων καθώς επίσης και ουσιαστικής συσπείρωσης απέναντι στα κοινά τους προβλήματα καθώς και διεκδίκησης.

Μέσα από τις κοινές δράσεις που διοργανώθηκαν για τις ημέρες της φιλοξενίας στο Βόλο των ομάδων της Αθήνας και της Ρουμανίας, ειδικά σχεδιασμένες για άτομα με αναπηρίες όρασης σε κατάλληλους χώρους είτε του Σωματείου Μάγνητες Τυφλοί είτε προτεινόμενοι από αυτό (π.χ. επίσκεψη στο κλειστό γυμναστήριο του Σωματείου με δυνατότητα σάουνας, μασάζ, βελονισμού, περίπατος στην παραλία του Βόλου, καφές και γεύματα σε προσβάσιμους χώρους και ειδικά διαμορφωμένες επιχειρήσεις με μενού σε γραφή Braille, ομάδες σκάκι/ backgammon, εκπαίδευση στη χωροκίνηση από ειδική εκπαιδεύτρια, φιλικός αγώνας goalball «Αράντ-‐Βόλος» στο κλειστό γυμναστήριο της Ν. Ιωνίας Βόλου, μουσική βραδιά από την καλλιτεχνική ομάδα του Σωματείου) ενισχύθηκε η συνοχή της ομάδας και διαπιστώθηκαν για μια ακόμα φορά οι ελλείψεις και οι ομοιότητες στις δυσκολίες που αντιμετωπίζουν τα άτομα με αναπηρία για να κατακτήσουν ένα δρόμο στην ελευθερία του να γίνει αποδεκτή η διαφορετικότητά τους. Επίσης, η εκπαίδευση για την ανάπτυξη κοινωνικών και επικοινωνιακών δεξιοτήτων με τη συμμετοχή τους στο σεμινάριο ευαισθητοποίησης, διαπολιτισμικότητας και προσβασιμότητας ενίσχυσε την ευκαιρία τους για την ανταλλαγή ιδεών, γνώσεων και καλών πρακτικών.

Εν κατακλείδι, το πρόγραμμα αποτέλεσε μια ευκαιρία ώστε:

• οι ίδιοι οι νέοι να αναδείξουν τις δυσκολίες και τις ελλείψεις σχετικά με την προσβασιμότητα των ΑμεΑ

• οι ίδιοι οι νέοι με αναπηρία να συμμετέχουν σε διαδικασίες σχεδιασμού και παρουσίασης προτάσεων επίλυσης των προβλημάτων

• οι ίδιοι οι νέοι μέσα από τις δημοκρατικές διαδικασίες να πιέσουν πολιτικά για τη λήψη αποφάσεων και δεσμεύσεων για έμπρακτα μέσα βελτίωσης.

Με το πρόγραμμα ξεκίνησε μια διεργασία κινητοποίησης των τοπικών φορέων για κάθε πόλη στην οποία διεξήχθη το πρόγραμμα:

• (π.χ. στην πόλη του Βόλου οι εκπρόσωποι του Τμήματος Ειδικής Αγωγής και Μηχανικών, Χωροταξίας, Πολεοδομίας και Περιφερειακής Ανάπτυξης του Πανεπιστημίου Θεσσαλίας δήλωσαν τη δέσμευσή τους για ουσιαστική

συνεργασία με το φορέα σε θέματα αναπηρίας στο μέλλον) σε επίπεδο Δήμου αλλά και όλων των ενδιαφερομένων μερών (Σύλλογοι ΑμεΑ, κ.λπ.) κάτι το οποίο σχεδιάζουμε να συντηρηθεί και να ενισχυθεί μέσα από τη συνεχιζόμενη συνεργασία των τεσσάρων εταίρων.

Με το πρόγραμμα δόθηκαν ευκαιρίες στους νέους με αναπηρίες για να ακουστούν αλλά και να ακούσουν και να μάθουν, επιτεύχθηκε η ενίσχυση της συνειδητοποίησης του Ευρωπαίου πολίτη, ενισχύθηκε η συμμετοχή των νέων στα «κοινά» και η εμπιστοσύνη τους στους θεσμούς, προωθήθηκε η κινητικότητα και ο εθελοντισμός.

Όλοι οι συμμετέχοντες κέρδισαν εμπειρίες και ανταλλαγή γνώσεων και καλών πρακτικών (π.χ. η ΕΔΡΑ ενδιαφέρθηκε για τον παραγωγικό συνεταιρισμό ΑμεΑ ΄Τα Ηλιοτρόπια’, οι Ρουμάνοι για τη δημιουργία Συλλόγου και τη δημιουργία υποδομής για goalball, κ.λπ.), αλλά κυρίως το πρόγραμμα έδωσε την ευκαιρία να παρουσιάσουν τα ίδια τα άτομα με αναπηρία τις δυσκολίες τους και τις λύσεις που προτείνουν από τη δική τους οπτική.

Foreword

Brief description of the project

The programme entitled "Governance for Youth», Go4You, was implemented by the Department of Quality of Life, Prevention and Health Promotion of the Municipal Enterprise for Social Protection and Solidarity -‐ Municipal Institute for Vocational Training (KEKPA -‐ DIEK) of the Municipality of Volos (Coordinator) from September 2013 to May 2014.

The programme has been designed for young persons with disabilities or not with the following objectives:

• the involvement of the young persons and their social integration through the learning of the democratic institutions and their operation

• the familiarity of the young persons with what is different, with the social inclusion and the fight against social exclusion

• the youth mobility

• the promotion of volunteerism

For the programme’s implementation the following organisations cooperated with KEKPA – DIEK: the non profit -‐ NGO Social Cooperative Action for Vulnerable Groups – S.C.A.V.G. EDRA, from Peristeri in Attica and the non-‐governmental student organisation Organizatia Studentilor din Arad and the public entity Ofensiva Tinerilor from the town of Arad, Romania

In the framework of the programme, these four bodies were called to set up each of them a group of 7 young persons with the aim to record the accessibility problems faced in the city where they live. Then, the groups had to prepare a mini action plan with the identified problems and the suggestions for solving them while in parallel they had to set up an informal consultation network for the promotion of their demands through democratic processes (municipal council, decision-‐making groups, etc.).

In order for the above-‐mentioned to be feasible, the consultation network should be consisted of representatives of stakeholders relating to disability (for example, Special Education Units), members of agencies for the spatial order of the city (for example, Department of Planning), key-‐people of the local community and representatives of those who take decisions at local level (for example, deputy mayors of the social policy, responsible ones of the technical municipal services, etc.) and finally representatives of agencies who work or belong to the target group (for example, Disability Associations).

Finally, the groups of the young persons had to work together and the fruit of their collaboration to be presented in a transnational meeting in the city of the coordinator. The conclusions of this meeting would be substantial and the starting point for further arrangements of exploitation of the power of the press and for lobbying.

The groups of young persons were free to choose beyond the city’s spots in which they would record any difficulties in the accessibility and the way with which they would approach the concept of accessibility since this issue has emerged as a need in the course of their meetings. As so, the whole effort took inevitably a new form and an even more social dimension concerning social inclusion, equal opportunities for disabled members of society within education, work, etc., with each group to work in a different manner for the common goal, i.e. to identify and promote accessibility issues through democratic processes.

Groups of youth in Greece and Romania: recording the non-‐accessible city spots and main findings

Set up of the groups of young persons in Greece and Romania

Despite the fact that the call concerned every form of disability, ultimately the groups that were set up consisted mainly of young persons with visual disabilities, and this form of disability set the tone for all subsequent actions and results, and other forms of kinetic disability. In particular, the composition of the groups was as following: • Group of young persons in Volos, Greece: A total of 7 young people with visual

disabilities. Together with them, 37 other participants from the two local cooperating associations of persons with disabilities (Magnites Tyfloi and Hippocampos) or from local actors in the region (Employment Agency-‐OAED, House of Supported Living of Persons with mental disorders, the Technical Department of Volos Municipality, the International Council for Education of People with Visual Impairment-‐ICEVI). The group of 7 young persons from Volos were also members of the Association of Persons with Visual Disabilities “Magnites Tyfloi” of Magnesia prefecture and was as following:

Due to the inherent difficulty for the meeting of the members of all 4 groups, but also among the members of the same group, the most accessible way of acquaintance, meeting and communication has been chosen, i.e. a closed group (Go4You) has been set up on Facebook and after the initiative of the Athens group.

Group of young persons in Peristeri, Greece

For the group of youth from Peristeri, the accessibility of persons with disabilities to public spaces (parks, plazas, pavements and pedestrian areas) and to public buildings is the "key" for the elimination of discrimination, in order for everyone to use infrastructures, services and goods but also to communicate and getting informed. It constitutes also the crucial parameter of the environment that ultimately determines each person’ s fundamental right of freedom of choice at

every moment in her/his life. The group of youth in Peristeri has worked on the recording of the non-‐accessible spots of the main routes of the city. They walked on the streets of the Municipality of Peristeri, they visited public buildings (town hall, post office, medical rooms in IKA-‐Social Insurance Institute, tax offices, KEP-‐Citizens’ Service Centres, etc.), banks, churches, cinemas, etc., they photographed and recorded the "signs" of the non accessible spots of the disabled. Also, they recorded the spots that are accessible or not for the disabled (see below). The group of youth began its effective operation in December 2013 and until the end of the project they had regular monthly meetings. During their 1st decisive meeting, they decided for their actions and for the areas that were going to focus:

• at first, they promoted the project in the media, on websites, on Facebook (the group of Peristeri is the one that created the profile of the project on the Facebook). With the initiative of Ms Dimitra Mitsi, a member of the group, the Accessibility Department of the National and Kapodistrian University of Athens has published on its website information on the project

• next, they collected data from all the possible stakeholders, such as university departments, local authorities and non-‐governmental organizations

• what was of utmost significance was the documentation of the non-‐accessible spots of the city

• finally, the group of youth came into contact with people who take decisions at local level. The Mayor of Peristeri, Mr Andreas Pachatouridis, has been informed in personal and also the deputy mayor who is responsible for the technical infrastructures of the city

As a next step, the group of youth from Peristeri and after having gathered all photographs from the recording spots and after studying the existing relevant legislation (following on the next page), they grouped their remarks and proposals to address the problem of the non-‐free access of the disabled to the built environment, i.e. to public buildings, pavements, squares and in general to all open or enclosed spaces where the public has an access (see below)

Remarks of the group of youth from Peristeri:

• The majority of the pavements are not accessible to people with disabilities.

• Although most of the public buildings are functional for people with disabilities, there is a problem of accessibility to their pavements.

• In most spots of the crossings there do not exist or do not function sound signals.

• The pathway for the blind (if any) in most of the cases ends in a dead end or there are obstacles all along (cafeterias tables, small poles, etc.)

• Illegally parked cars impede the accessibility for people with disabilities.

• In the Highway Code (Law 2696/1999) there are strict regulations for the benefit of people with disabilities, such as a fine of 150,00€, the removal of the vehicle and 9 penalty points for an illegal stop or parking in spaces or ramps of people with disabilities’ crossing (article 34, Paragraph 2, case p and r).

• The problems on the pavements and parked cars impede the access for people with disabilities to the buses.

Who are the responsible ones for accessibility?

• Each of us, to a greater or lesser degree, is responsible for accessibility

• The bodies that provide services and facilitations for the people with disabilities are responsible for the accessibility, such as the Local Authority, the Urban Planning department, the Police, etc.

Proposals of the group of youth from Peristeri:

• To strengthen the enforcement of existing legislation for people with disabilities and hindered people

• To take into account the access for people with disabilities or hindered people in all municipal pavements

• To be taken into consideration, by the relevant ones, the time framework of 2020 that the new building regulation indicates and the configurations in all planned buildings to be completed by then

• To sensitize the students with day seminars and visits in the schools of the municipality

• To inaugurate an information campaign in central areas of the municipality

Groups of youth in Arad, Romania

The 2 groups from Romania, OT (Ofensiva Tinerilor) and OSA (Organizatia Studentilor din Arad) presented their concerns about the difficulty of the access to knowledge, work and inclusion in society, in general, and they declared their intention to receive the know-‐how from their Greeks partners. The members of the 2 groups discussed not only the difficulties of accessibility that exist in their city, but mainly they discussed the social exclusion that they undergo and the difficulties in finding a job something that enables a person to be largely autonomous

Many of the young persons of the 2 organizations were also students in the Special High School of Santa Maria, one of the largest special schools in Romania with 140 students with various disabilities: visual, mental and motor.

The special education in Romania requires today a better attention by the national and local authorities, since there is not a provision of an effective support to the people with disabilities. The school-‐staff has low specificity and the implementation of national and European projects that aim at social integration is absent.

More programmes are needed that will accelerate the social integration of the persons with disabilities with the parallel involvement of the people without disabilities.

Another important issue that was raised by the 2 groups of young from Romania concerned the concept of social inclusion, a major issue for the people with disabilities

Finally, the 2 groups of youth raised the issue of access to various kinds of services and economic opportunities for the people with disabilities, which is currently limited. People with disabilities wish to continue their studies after high school, to find a job and to become respected members of their community.

Bearing these in mind and after recording the problems of the people with disabilities in the city of Arad in Romania by the 2 groups of young persons, 14 proposals by the 2 groups of youth of the 2 organizations in Romania came to the table as follows:

15. To repair the roads in a suitable way for people with visual disabilities, without holes and obstacles in the middle of the pavements

16. To have sound devices on traffic lights on the roads to help people with visual disabilities during their passage

17. To install more ramps for people with motor disabilities (the city of Arad has very few ramps today)

18. To introduce the Braille writing and reading code system for the blind in public services (city hall, hospital, etc.) and in the menus of the restaurants

19. To exist more opportunities in order for someone to be able to find a job after her/his studies

20. To exist a sound warning in the public transport

21. To set up daily care and free-‐time centres for people with disabilities

22. To adapt the playgrounds in parks to the needs of the children with disabilities

23. To warn the traffic lights on the roads for the presence of people with visual disabilities around the school

24. To exist an appropriate warning signal in hazardous areas

25. To expand the number of the recreational activities that are accessible to people with visual disabilities

26. To exist the provision of white canes and guide dogs for the blind

27. To exist a shopping area for people with visual disabilities where they can sell handmade products

28. To exist an access to hydrotherapy for people with visual disabilities

During their regular meetings the 2 groups youth from Arad raised issues related in general to the following axes:

• how everyone sees disability within a society, how they accept it in the values system, and inside everyday life

• the State's contribution to the lives of the people with disabilities and the provisions for these people (and for the students with disabilities)

• the changes that can be made for the people with disabilities in order to improve their lives

• the provisions and the support that are available for the special education, the advantages and disadvantages of the learning in a special school

• the social integration as a major priority for the people with disabilities

• the access to different kinds of services and economic opportunities for the people with disabilities

The remarks from the meetings of the 2 groups of youth were also significant. The most characteristic were mentioned as following:

• people around me do not ever accept my help. They think that by having a disability I cannot do anything to help them. This hurts me and makes me useless to everyone and I cannot do anything about it

• people around us look at us with sadness and fear. In Romania, we do not feel as a part of the society

• our city is not adapted to accept people with visual disabilities. Braille alphabet should be used everywhere, should exist everywhere. There are no sound traffic lights and elevators with the Braille alphabet. Thus we always depend on the people around us

• the others believe that since we have a disability we can not work and as so we are useless to society

• special education requires a better attention by the local government

• we want to feel that we are important to the society where we live

• special schools, with an appropriate staff, should provide an emotional security for the students in order to feel that they operate "in a normal way"

• I am in the classroom every day with classmates with disabilities, and although their body is damaged, their brain is functioning normally, and they have every right to become important members of their society

• even if I want after school to find a regular job and to become a respected member of the society in which I live, I realize that this is not easy, because the society in which I live is not ready for people like me

• I am aware that I will never have the same opportunities as a 'normal' person

• work for us is the most important thing. We finish the school and then we are excluded, we have nothing to do

Group of youth in Volos, Greece

The members of the group of youth in Volos beyond their participation in the group of the project ‘Go4You’, they were members of the Association of Persons with Visual Disabilities of Magnesia Perfecture "Magnites Tyfloi" which operates in the field of visual disability and accessibility in the city of Volos. By already having a recording of the non-‐accessible spots of the city of Volos for which the same young persons through the Association in which they were members had claimed and achieved some adjustments, they felt that they should now address the issue of accessibility through the field of education which essentially provides the opportunity to the disabled person to conquer as much as possible an autonomy

The Group of Youth of Volos proposed the set up of an independent Municipal Advisory Station for the Independent Living (DSSAD) with an administrative autonomy that will be monitored by the Mayor of Volos and will support apart from other things a Bank of Voluntary Time. It will operate with the appropriate funding from the budget of the Municipality in addition to subsidies from EU programs or in addition to voluntary donations of citizens

Indicative points identified by the group of young in Volos are the following concerning the rails for the blind passage:

The remarks-‐proposals that emerged during the meetings of the group of youth in Volos are important:

• beyond the given imperfections in the streets and the pavements and the other hazards (kiosks and obstacles in 50 points, pavements, guides for the blind, attacks by stray dogs, etc.) there should be a core of educators in the Municipality for those with a visual disability in order to learn them how to walk. This should be institutionalized and operate centrally in order to move towards the area of a daily living and independence

• the solution for the accessibility is the education

• the correction of imperfections in the accessibility should be based on the relevant European directives on accessibility

• the laws, that exist, should be applied on a larger scale

Consultation’s network in Greece and Romania According to the initial scheduling, an informal ad-‐hoc consultation network was set up in order to promote the findings of the groups of youth and for the political pressure to implement the action plan resulting from their collective work

The group of youth in Peristeri in an attempt to set up the consultation network, informed about the programme via e-‐mail and letter the following:

• the Municipality of Peristeri and representatives of the municipality who are in a key position concernngi the issue of accessibility for people with disabilities,

• organizations that support people with disabilities,

• all Police Stations of Peristeri and the Traffic Police Department of Peristeri,

• educational institutions such as the National and Kapodistrian University of Athens,

• many municipal bodies and other NGOs (of which, however, there was no reply)

Also, personal meeting has been held with the representatives of the Municipality of Peristeri, as following:

• Ms Anastasia Triantafyllopoulou, Unit of Social Policy, Culture, and Youth,

• Ms Vaso Lolou, Unit of Social Policy & Equality

who declared that they are aware and they want to include such activities in their agenda, but they have not committed to do so in writing.

However, a crucial appointment is still pending with the vice-‐mayor of Technical Services and Culture of the Municipality of Peristeri:

Finally, it is deemed important the participation in the group of youth from Peristeri, in an advisory role, of:

• Mr Stelios Kympouropoulos, candidate MEP-‐Member of the European Parliament with the EcoGreens during the European Elections in 2014.

About the consultation network, the members of the 2 Romanian groups initially decided to be mobilized for the establishment of private initiatives on the issue of disability (for example, the establishment of an association) so as to be more effective afterwards a form of a political pressure. For this reason, they asked for know-‐how by the Greek partners and they exchanged experiences

The Group of youth in Volos addressed with a written letter and e-‐mail the following:

• the President of the Association of Persons with Visual Disabilities of Magnesia Perfecture "Magnites Tyfloi", Mr. Lambros Paraskevas

• the Secretary General of the Association of Persons with motion disabilities of Magnesia Perfecture "Ippokampos", Mr. Petros Bellos

• the Regional Chairperson of ISEVI-‐Europe (International Council for Education of People with Visual Impairment), Ms. Betty Leotsakos

• the representative of OAED-‐Manpower Employment Organisation of Volos, Mr. Napoleon Kolovos

• the representative of SYD-‐the House of Supported Living for persons with mental retardation of Volos, Ms Christina Bouganis

Also, for the better mobilization and reinforcing of the participation, personal meetings were held. In the call for participation in the consultation network all these bodies responded positively through their representatives. Some of them also declared their interest for a future cooperation with the Association on disability issues.

The group of youth in Volos promoted their demands of the Association of Persons with Visual Disabilities "Magnites Tyfloi" to the vice-‐mayor of Technical Services of the Municipality of Volos, Mr. Fotios Lambrinidis resulting in the installation of an integrated system of 50 sound traffic lights for people with visual disabilities in signaling nodes located in Volos and Nea Ionia. Finally, the group of youth in Volos highlighted the positive contribution of the Municipality in the seafront of Alykes in Volos and the accessibility for people with disabilities on the coast of Anavros in Volos (Seatrack system):

Final Conference: Presentation of Results and Proposals A common finding was that the difficulties in the accessibility are similar in the cities of both countries in whatever field of accessibility where anyone is circulating. A variation lies beyond the difference in the socioeconomic status between the two countries and in that the Romanian partners lack the experience of the organization of private type of bodies (for example, associations) through which there could be exerted more pressure on the claim and implementation of proposals relevant to disability.

Presentation of proposals. Final meeting of the project

The ‘fruits’ of the efforts and of the cooperation of the 4 groups of youth were presented successfully in the open day-‐meeting that was held in Volos Town-‐Hall as part of the 4-‐day transnational meeting of the partners and as the original schedule of the programme determined (May 2014). In the meeting, which was welcomed by the Mayor of Volos Mr. Panos Skotiniotis, each group of youth presented the profile of their organisation in which they belong and of course the recording and the proposed action plan. The meeting was also attended by the following: • the President of the Coordinating Organisation KEKPA-‐DIEK who also presented

the organisation, Mr. Vasileios Kontorizos, • the responsible person of the department of Quality of Life, Prevention and

Health Promotion of KEKPA-‐DIEK who also presented the actions of the organization on disability, and in particular the cooperating Cooperative of People with Disabilities ‘Heliotropia’, Ms Katerina Ahmad,

• the vice-‐mayor for Technical Services of the Municipality of Volos, who presented the projects to be made for accessibility in the Municipality of Volos, Mr. Fotios Lamprinidis,

• the Regional President of ISEVI-‐Europe (International Council for Education of People with Visual Impairments), who presented the achievements relating to accessibility for people with disabilities in Greece and abroad, Ms. Betty Leotsakou,

• the President of the Association of Persons with Visual Disabilities of Magnesia Perfecture 'Magnites Tyfloi’, who outlined the structures of the Association, Mr. Lambros Paraskevas

During the discussion that followed and in relation to the presentation of the vice-‐mayor for Technical Services of the Municipality of Volos, the practical results became aware by the pressure exerted by the group of youth of Volos and the Association ‘Magnites Tyfloi’ to the Technical Services of the Municipality for the realisation of accessibility works (for example, the installation of sound traffic lights), but also the difficulty in a re-‐commitment for the implementation of the new proposals. The action was projected by the local press, it has been uploaded on the website of KEKPA and elsewhere, and two radio talk shows on the local radio followed with the publication of the results of the programme

Afterword The entire project, but mostly the days of the transnational meeting, constituted a substantial opportunity for interaction and exchange of experiences and views of the members of the 4 groups of young people as well as for effective co-‐action as a group against their common problems and claims

The joint actions of the groups from Athens and Romania organized during the days of hosting in Volos, especially designed for people with visual disabilities in appropriate spaces either in the Association ‘Magnites Tyfloi’ or proposed by it (for example, visit to the indoor gymnasium of the Association with facilities such as sauna-‐massage-‐acupuncture, promenade across the coast of Volos, coffee and meals in accessible areas and specially designed businesses with menus with the Braille code, teams of chess/backgammon, training in the motion in space by a special educator, friendly match of goalball “Arad-‐Volos” in the indoor gymnasium of Nea Ionia in Volos, musical evening by the artistic group of the Association), strengthened the cohesion of the groups and once again there were apparent the insufficiencies and the similarities in the difficulties faced by people with disabilities in order to reach a route towards freedom and of their diversity to be accepted. Also, the education on the development of social and communication skills by participating in the seminar of awareness, interculturalism and accessibility enhanced their opportunity for exchange of ideas, knowledge and good practices.

In conclusion, the programme was an opportunity for the following to be achieved:

• young persons themselves to highlight the difficulties and the deficiencies relating to the accessibility for people with disabilities

• young persons with disabilities themselves to participate in procedures of planning and presentation of proposals for solving problems

• young persons themselves through democratic processes to press for political decision-‐making and commitments for practical manners of improvement

With the programme a process of mobilizing of local stakeholders begun for each city in which the programme was conducted:

• (for example, in the city of Volos the representatives of the Department of Urban Planning and Regional Development of the University of Thessaly stated their commitment for an effective cooperation with the body on disability issues in the future) at local level and with all stakeholders (Associations of people with disabilities, etc.), something that we plan to sustain and strengthen through the ongoing collaboration of the 4 partners

The programme provided opportunities for the young people with disabilities to be heard and to listen and learn, the awareness raising of the European citizenship has been achieved, the participation of young people in "public issues" and their

All participants gained experiences and exchange of knowledge and good practices (for example, EDRA organisation was interested for the productive cooperative of people with disabilities ‘Ta Heliotropia’, the Romanian partners for the establishment of an Association and the creation of an infrastructure for goalball, etc.), but above all the programme provided the young persons with disabilities themselves with the opportunity to present their difficulties and the proposed solutions from their own point of view.
