    Goodmorningeverybody. Iapologize IcannotspeakGreek,buteverybody ImetthismorninghasverygoodEnglish. In thenext15minutes Ihope Icanconvinceyouof the importanceofpreparinga20yearplanforaggregatesinGreeceandhowimportantthatis.Aggregatescrushedstone, sand and gravel, you all know how important they are for all, every building andeverythingwedoinsociety.

    TheEuropeanAggregatesAssociation represents the Industry in29 countries.There isa totalproductionofapproximately2,5billiontonsfrom25.000quarriesandpitsandthereareabout15.000companies.Manyofthemareveryverysmallcompaniesandhaveaboutonequartermillionpeopleemployed, so itsaverybiganda very important industry forEurope.Here inGreecealso,butall throughEurope it isavery important industry.As youall toowellknow,therehasbeenabigeconomicrecessionrightacrossEuropeandthetotaltonnage(youcanseethegraph)shows thedecline in the lastsixyearsacrossEurope from3,7 (2007) to2,7 (2012)billiontons,adeclineofover30%.Soitsbeenreallyasevererecessioninalloftheindustry,notonlyinGreece.

    If you compare and this is just to sympathisewith you in the bailout countries,which I callthem,likeGreece,Ireland,PortugalandSpain,ifyoucomparehowtheyhaveperformedintheproductionofaggregatesoverthelastfiveyears,thegraphshowshowdramaticthedeclinehasbeenineachofthosecountries,wherenowitsonly2530%ofwhatitwas5yearsago.Soitsreally tough timeandyouhave friends in IrelandandSpainandPortugalwith similardifficulttimes,butthesunwillshineagain.ThatpictureshowstheconsumptionofaggregatesintonespercapitaineverycountryinEuropeandweinUEPGwegathertheproductiondatafromeverycountryeachyear,sowehavequiteagoodpictureofwhat ishappening.Youcansee that insomecountriesinScandinaviaisashighas16tonespercapita,others910tonespercapitaandGreeceatthemomentis2,2tonespercapitawithatotalproductionofabout25milliontones.But that iswelldown fromwhat it should be,double at least, about 50million tons a year,because theaverage inEurope is5,2tonespercapitaand ithasdeclined,5yearsago itwas7tonspercapita.

    Itsvery interestingtocomparetheproduction in tonespercapita intheverticalscaleagainsttheGDPpercapitainthehorizontalscale(seethegraph).Theredlineshowsthetrendandthats very important it shows that as the GDP per capita increases, in other words when theeconomy improves the tones per capita goes up. So thats a very importantmessage: as aneconomy grows there ismore need for aggregates,more production is needed, because theeconomyisbuildingnewroads,newhouses,newhospitalsandsoon.

    AndthenlookingattheSouthEasternEurope,thecountriesintheSNAPSEEproject,thosearethebestfigureswehaveforthecurrentproductionintonespercapita.YoucanseethatGreeceisactuallyatthemomentoneofthesmallerofthose,theaverageisabout3,6tonespercapitaacrossthatregion.Thatshould,asthisregionisactuallydeveloping,istheregionofEuropethathasthestrongestgrowthpotentialinthenext57years.So,theproductionofthatregionshouldgrow from an average of 3,6tones per capita to at least 5 tones per capita. And thats very

    importantwewillneedmoreaggregates inthatregionand Iwouldsayparticular inGreeceastheeconomywillrecover.

    And that is the reason for the SNAP SEE project. It is a voluntary initiative funded by theEuropeanCommissiontoreallylooktothefutureofaggregatesproductioninthewholeSouthEasternregionandthe13countriesinvolvedareinaverypositiveandfriendlycooperationandreallyworking forward to lainout the structureofdeveloping the aggregates industry in theregion.TherearestakeholdermeetingstakingplaceinallofthosecountriesandIamdelightedtodaythatthefirstishappeninghereinGreece.Aggregatesthereareplentyofthemifyoulookat the geology of Europe, there are rock resources available nearly everywhere and Greecewouldbewellinthatpicturetoo.Buttheproblemishowdoyougetaccesstothoseresources?

    This isadiagrammaticpicturesowingsayover the last150yearsup tonow,how it isgettingmore difficult to get access to resources. 150 years ago you could get aggregates nearlyeverywhere,butnow thereare roads, thereare forests, thereareprotectedareas, there aremotorways, thereare scenic touristareas, so therearemoreandmoredifficultiesofgettingaccesstoresources.Andtheotherthingtorememberaboutaggregatesisthatbecausetheyarebulky, they are heavy that the economic transport distance is very short. If they are beingtransportedbytrack,thenyouaretalkingprobablyaneconomicdistance3050km.Butifgoingby railway then itcanbemaybeup to100km.Byship then it isa longerdistance (ifyouareexportingfromNorwaytoGermany).

    Ingeneral,mostofthetransportisbytrack.Therefore,theaccesstotheresourcesofaggregateshastobenearthemarket.Youmustbeclosetothemarkettobeabletoeconomicallysupplyaggregates.Andthatiswhyin2010UEPGcommissionedtheUniversityofLeobentodoastudyof all the aggregates policies in all of the countries of Europe and they that indeed mostcountrieshadvery littleplanningof the futures supplyofaggregates.Someof themhadgotplans forminerals,butnot foraggregatesandsomeof themhadnoconceptatallwhere theaggregateswouldcomefrom.Otherhadnoconceptofwhatareasofthecountrycouldbeusedtoproduce thoseaggregatesandhownear themarket they couldbeand soon.That reportconcludedthat itwasreallynecessaryforeverycountrytodevelopanaggregatesplanforthefutureandwe lookata20yearhorizon,becauseof the long time it takes togetpermitsyouhavetolookabout20yearsahead.

    Thats why in UEPG, because of the increasing difficulty of getting access to resources, webroughtthisproblemattheattentionoftheEuropeanCommissionandI,theformerpresidentofUEPGwewenti
