Το καθ’ ύλη αρμόδιο θεσμικό όργανο που επιβλέπει το οικοσύστημα θερμοκοιτίδων στην Αυστραλία είναι το ομοσπονδιακό Υπουργείο Βιομηχανίας Department of Industry, Innovation and Science μέσω του Φορέα Innovation Science Australia https://industry.gov.au/Innovation-and-Science-Australia/Pages/default.aspx ο οποίος αποσκοπεί να καταστήσει την Αυστραλία προηγμένη χώρα τεχνολογικά μεταξύ των χωρών G20, υλοποιώντας ένα αισιόδοξο στρατηγικό πρόγραμμα.

Ο ομοσπονδιακός Φορέας (Δ/νση Οικονομικής Ανάλυσης) έχει παράλληλα εκπονήσει την αναφορά Australia Innovation System Report η οποία αποτυπώνει το οικοσύστημα επιχειρήσεων που εφαρμόζουν καινοτομίες, το προερχόμενο εισόδημα από τα σχετιζόμενα προϊόντα και υπηρεσίες, το περιβάλλον έρευνας και ανάπτυξης στη χώρα και τη μεθοδολογία μέτρησης των καινοτομικών επενδύσεων https :// industry . gov . au / Office - of - the - Chief - Economist / Publications / Documents / Australian - Innovation - System /2016- AIS - Report . pdf Σύμφωνα με τη μελέτη, το αυστραλιανό σύστημα εφαρμογών καινοτομίας έχει τη

δυνατότητα να διπλασιάσει κάθε δολάριο που επενδύεται στον κλάδο ενώ το ύψος της δαπάνης σε βασική και εφαρμοσμένη έρευνα ανέρχεται στα Α$33δισ. Ως κύρια εμπόδια πρόσβασης στην καινοτομία από τις επιχειρήσεις θεωρούνται α) η πρόσβαση σε πρόσθετες χρηματοδοτικές πηγές, β) η έλλειψη εξειδικευμένου ανθρώπινου δυναμικού και γ) το κόστος ανάπτυξης και υλοποίησης εφαρμογών. Χαρακτηριστικό είναι ότι στη δεκαετία 2005-2015 άνω των δύο εκ. θέσεων εργασίας δημιουργήθηκαν στον κλάδο της ψηφιακής οικονομίας στη χώρα με τη συνολική συμβολή στο ΑΕΠ να ανέρχεται στα Α$200δισ. Όσον αφορά στην εμπορευματοποίηση των αποτελεσμάτων έρευνας στην πράξη, το 2014 η αξία των συνεργασιών προσέγγισε το Α$1.8δισ. με κύριους τομείς να είναι η κλινική έρευνα, η καθαρή ενέργεια, οι αγροτικές καλλιέργειες, οι τεχνολογίες μεταφορών. Πλήθος ωφελειών επίσης απορρέουν και για το σύστημα ευρεσιτεχνιών καθώς οι εταιρείες που εναρμονίζονται με την τεχνολογική εξέλιξη επιδεικνύουν σημαντικά αυξημένες πιθανότητες κατοχύρωσής των.

Κύριος Φορέας υλοποίησης της μετάβασης της αυστραλιανής οικονομίας στην ψηφιακή εποχή λογίζεται ο επιστημονικός οργανισμός CSIRO https://www.csiro.au/en/Do-business/Futures ο οποίος ασκεί συμβουλευτικό ρόλο τόσο στην κυβέρνηση όσο και σε επιχειρήσεις.

Παράλληλα, η ομοσπονδιακή κυβέρνηση έχει θεσμοθετήσει την Εθνική Ατζέντα Καινοτομίας και Επιστήμης National Innovation & Science Agenda https://www.innovation.gov.au η οποία απευθύνεται στην ακαδημαϊκή κοινότητα, σε νεοφυείς επιχειρήσεις και σε επενδυτές με σκοπό τη ζεύξη επιχειρηματικού περιβάλλοντος και τεχνολογικών εφαρμογών. Οι τομείς στους οποίους εστιάζει καλύπτουν ένα ευρύ πεδίο δραστηριοτήτων. Το κεφάλαιο που η κυβέρνηση έχει δεσμεύσει ανέρχεται στο Α$1.1δισ. Ειδικά για τις θερμοκοιτίδες, το Πρόγραμμα στοχεύει στην ταχεία μετατροπή ιδεών σε διεθνώς ανταγωνιστικές επιχειρήσεις παρέχοντας χρηματοοικονομικούς πόρους, γνώση και πρόσβαση σε επιχειρηματικά δίκτυα. Τα κίνητρα αφορούν επιδοτήσεις που κυμαίνονται μεταξύ Α$10,000 και Α$500,000 ανά θερμοκοιτίδα, με χρονικό όριο τη διετία και μεταξύ Α$1,000 και Α$25,000 για συμβουλευτική Expert-In-Residence με χρονικό όριο το ένα έτος. Η Αυστραλία διεθέτει ένα δίκτυο 30 θερμοκοιτίδων. Σύμφωνα με πρόσφατη έρευνα της Ένωσης Νεοφυών Επιχειρήσεων “Start-Up Muster”, https://www.startupmuster.com/Startup-Muster-2016-Report.pdf η πλειάδα των εν λόγω επιχειρήσεων έχουν ιδρυθεί στο Σύδνεϋ. Αξιοσημείωτο είναι ότι το 50% των ερωτηθεισών επιχειρήσεων ιδρύθηκε μόλις το 2014, ενώ η ποσοστιαία συμμετοχή ανά προηγούμενο έτος ήταν: 2013 (27%), 2012 (10%), 2011 (6%).

Από πλευράς πρωταρχικού τόπου εγκατάστασης ανά Πολιτεία, τα στοιχεία έχουν ως εξής:

NSW (46.5%), Victoria (18%), Queensland (16.5%), Western Australia (8.9%), Australia Canberra Territory (6.4%), South Australia (2.9%), Tasmania (0.6%), Northern Territory (0.2%).

Ένας από τους συνιδρυτές της Ένωσης, ο Michael Hurp, αναφέρθηκε στην ολοένα αυξανόμενη δυναμική ίδρυσης νεοφυών επιχειρήσεων στους Αντίποδες. Από πλευράς μέσου απασχολούμενου προσωπικού, ανέρχεται στα πέντε άτομα ενώ ο μέσος ετήσιος κύκλος εργασιών προσεγγίζει τα $240,000.

Όσον αφορά στα κίνητρα ίδρυσης νεοφυών επιχειρήσεων, το 1/3 εξ΄αυτών είναι η απογοήτευση σε πρότερα περιβάλλοντα εργασίας, σε ποσοστό 27% ανέρχονται όσοι είχαν ένα μια νόστιμη ιδέα που μετετράπη σε επιχειρηματική δραστηριότητα “fun project that became a viable business”, ενώ στο 23% ανέρχονται όσοι επιθυμούσαν να έχουν εμπλουτισμό ιδεών από άλλες νεοφυείς επιχειρήσεις που τους ανάγκασαν να ιδρύσουν τις δικές τους.

Οι μεγαλύτερες προκλήσεις για την ίδρυση τέτοιων επιχειρήσεων ήταν η έλλειψη τεχνικού ταλέντου, ακολουθούμενες από τη σχετική αδυναμία πρόσβασης σε χρηματοοικονομικές πηγές.

Μέσα στη τελευταία διετία, περίπου 40,000 θέσεις εργασίας δημιουργήθηκαν στον κλάδο τεχνολογίας πληροφορικής με τις συναφείς εξαγωγές να έχουν προσεγγίσει τα Α$3δισ. Η εταιρεία συμβούλων Deloitte σε συνεργασία με την Australia Computer Society, εξέδωσαν μελέτη με τίτλο Australia’s Digital Pulse report η οποία ανακοινώθηκε κατά την πρόσφατη Έκθεση Cebit Australia 2017. H μελέτη κάνει αναφορά για αύξηση του αυστραλιανού ΑΕΠ κατά 6.6% μέσα στην τελευταία δεκαετία μόνον από την υιοθέτηση της ψηφιακής τεχνολογίας στις

οικονομικές δραστηριότητες, με συμβολή στο ΑΕΠ κατά Α$150δισ. Μεταξύ των περίπου 600,000 απασχολουμένων στον κλάδο πληροφορικής και τεχνολογίας, το 2015, το ήμισυ εξ’ αυτών εργάζονταν σε συναφείς επιχειρήσεις, ενώ μόλις 15% στη μεταποιητική δραστηριότητα και στο εμπόριο. Επιπρόσθετα, λόγος γίνεται για την αναγκαιότητα δημιουργίας πρόσθετων 80,000 εργασίας ώστε να υλοποιηθεί η ψηφιακή ατζέντα της κοινοπολιτειακής κυβέρνησης, της οποίας στόχοι είναι:

Build local talent and support skill needs with appropriate skilled migration4. Strengthen Australia’s cyber security capabilities5. Accelerate efforts toward open data6. Ongoing digital transformation in government7. Respond to technology-related workforce disruption8. Improve measures to the digital economy and workforce9. Adequate access to digital infrastructure for regional business10. Creation of a 5G policy in Australia11. Strengthen Australia’s R&D tax incentives12. Support small businesses, start-ups and innovation in government procurement13. Adopt a ‘fair use’ approach to copyright

Η εταιρεία Microsoft τελευταία εξέδωσε μελέτη σχετικά τους τρόπους βελτίωσης του αυστραλιανού οικοσυστήματος καινοτομίας η οποία φέρει τον τίτλο Joined-Up Innovation https://enterprise.microsoft.com/en-au/roles/accelerating-australias-innovation-ecosystem/ και κάνει αναφορά στην αναγκαιότητα ανάπτυξης τεχνολογικού πόλου που να συνδέει την ανάπτυξη καινοτομιών με την παραγωγική δραστηριότητα.

The main issue for 25Fifteen is how do we apply our processes to large markets where there are real problems that aren’t being adequately solved in order to create businesses of value. “As a startup that builds startups we’re very heavily aligned with the co-founders we work with. We might bring those co-founders in to help us with our projects, or we might join them on their projects. Either way everything we do is about putting in whatever is necessary to the startup to help get it closer to exit.”

INCUBATE is new to the startup acceleration scene, but is doing some pretty cool things from the University of Sydney and two entrepreneurial students. Since then, the award-winning program

has provided four batches of startups the unique opportunity to grow on a university campus. Forty startups have come through the program since 2012 and over 70 percent of them are still actively working on their businesses. The company just recently announced its latest intake of startups, which are provided $5,000 in seed funding, co-working space on campus, Internet, printing and offices resources as well as the use of meeting

rooms, advice from industry experts, as well as mentoring from some of Australia’s most experienced business minds and alumni. INCUBATE looks for startups to join the program that are using technology to explore a broad range of applications. They are working on solutions to benefit business and society, while offering students the chance to develop their startup idea with the guidance of the best mentors and business advisors in Australia. “The Incubate program demystifies entrepreneurship at university - it makes this career path accessible and real. It’s not easy, but that's the fun of inventing the future!” says Atomology Founder and CEO, Peter Liddicoat, one of the organisation’s newest startups. "We're looking to further develop our offering in the future, which includes establishing a seed investment fund and we’re looking to speak with individual and companies that believe in supporting student entrepreneurship by partnering with Incubate to assist program growth” says Program Manager, James Alexander.

The Founder Institute operates all over the world and has a dedicated arm of the company in Sydney, Australia. Investment in FinTech takes two directions. Firstly you can invest your funds into companies such as peer to peer lenders for them to distribute as loans. This takes the form of either direct investment for the wholesale investor or investment into managed investment schemes that administer the funds for a fixed return. Obviously as the level of management increases the returns will decrease but so too will the risk.

The second approach that is starting to gain a foothold is to invest directly into the companies themselves through new ‘crowd funding’ platforms that provide you with equity for your investment. These equity raising platforms are great for anyone looking to invest in the early stage of exciting new companies. They even assist in helping a startup organise their existing investors by providing an appropriate structure for the friends and family that traditionally help a company get off the ground. This means as the companies grow and start to look for venture capital they have an appropriate structure to ensure the interest of the investor is not distracted by the need to deal with so many investors.

The alternative to investing – in the true sense of the word – is to fund the development of a product and therefore a business through crowd funding platforms that focus on products. Over the last few years there have been more and more of these platforms being developed. The most famous and the catalyst for the industry was Kickstarter. Here a company develops a pitch for a product they would like to develop and you pre-purchase the product or an alternative product or service to help them raise the funds they need. If they are able to reach their entire fund-raising goal then your funds are directed to the company in question and they begin to develop their product. This process has led to the development of some amazing new innovations.

The 2017 iAwards are structured around five main organisation categories and three student categories. Choosing the right organisation category for you depends on the primary market for your innovation. Where the innovation is marketed to more than one group of users (e.g. a product which both businesses and consumers use), the nomination should be submitted under the Core Category or target market for which the innovation was originally developed. Students (except postgraduate tertiary students) are required to select the 'Student' category relevant to them.

In a single submission, you are entitled to enter a maximum of three award categories (conditions apply), depending on whether or not they are relevant to your innovation. This diagram may aid your understanding of the category structure.
