ABSTRACT The current work deals with the city of Chios and particularly with the recording of prob-

lems of the residential area of the city of Chios. The development of urban study was never ap-proved and for twelve years remained in force only the GPS (land use), also the new revision study of GPS was never processed to approval and application. The city of Chios was not defined as resi-dential area with any administrative action and based upon urban provisions of 1982. Whether a resident area was in or not in the limits of residential area before 1923 resided upon the judgement of Urban Planning Services. Thus, the limits of the residential area were extended befor 1932, where substantially coincided with the limits of GPS. Therefore, the city developed as residential area before 1923 and is deprived of street-plan planning. Based on these facts, an effort is being done to analyse wherefore the capital of Prefecture of Chios was not benefited by the program of Reconstitute Urban Operation'.
